first day with the expired mask mandate. i'm going into the store with no masks for some this was a moment of relief while for others. it was more of the same old routine a little bothers. little mind. yeah, that's right a couple years now. yeah, i need a pastrami and swiss but others were elated like this take out deli customer. i'm going with that one because i would have always gone with that one. i think it's a choice you want to wear masks or a mask? you want to stay home. stay home, you know, whatever works for you do it. okay, but what works for me is not concerning about it. so it's a happy day for you. it's a very happy day for me i concerned now, is that lifting the mask mandates while cases are still so high. they're higher than any prior wave in the pandemic still will create a false sense of security that the pandemic is somehow over community groups and alameda county are asking the state for more transparency on why the indoor mandate was
4:01 pm
dropped. i think no matter when you do it some people will. it's too soon and some people if you will feel like he should have done in a month ago, you know, so i think now is a reasonable middle point. i think it's it's a more anxious time today because now we have to make that choice of what we're going to do and sometimes choices can be anxiety provoking anytime. there's a tornado we can see when there's cleanup and we can see that there's an end in sight and and this pandemic is ongoing but it's changing as it's ongoing. so this uncertainty of what it's gonna look like even tomorrow can be challenging. all each person can do now if they're vaccinated is make their own decision to mask or to not mask in the east bay. i'm leslie brinkley abc 7 news. all right, santa clara county is

the only bay area county where health officials have kept a mandate in place, but officials there say that could soon change abc 7 news reporter. zach fuentes has that part of the story. sushi confidential restaurants are known throughout the south bay today owner. randy musterer says, he likes so many other businesses have been working hard to keep up with and follow the many changing guidelines brought on by the pandemic after a long two years. he says he's ready for the mask mandate in santa clara county to be dropped. you're not able to see our customers smile. you're not able to see those facial expressions now at the mask mandate lifted a neighboring counties. he's expecting confusion from customers whoive in nearby counties where the mandate lifted customers, you know live in one county work in another and come dine in another so people can travel between multiple counties and for them to even keep track of this it's difficult. so how much longer will santa clara county be holding out before the decision to drop the indoor mask mandate is made

county officials say it may not be too far away. we're optimistic that given what we're seeing right now that the hospitalizations will continue to decrease right now. they say that both utilization in case numbers still aren't where they want them to be last week county public health officer, dr. sarah cody said that they're looking at case rates hospitalizations and vaccinations. the threshold for vaccinations is where it needs to be now case rates and hospitalization goals need to be met. yeah, the numbers have gone down so we had sort of it particular peak. we were about 500 cases in the hospital and now we're slightly about 300. so that trend is definitely encouraging case counts are now just under 1000. once they're below 550 for a week. the goal for case rates will be met if those goals are met soon. the mandate could be lifted in early march a time many look forward to on is the the numbers show that we can be safe in a dining environment without the masks. we're all for that zack fuentes abc 7 news.

4:06 pm
members nationwide last year only a fraction made it on the ballot, but as we're seeing an increase in these efforts were also seeing an increase. people including lawmakers saying it's time for recall reform. ever since the recall election of governor gavin newsom last year. it might feel like you're hearing a lot about well recalls right now recalls are having a moment. joshua spiveck is an expert in recall elections. he says recall fever is real partly due to a restaurant covid and partly because people are seeing other people do recalls. he said there was also a surge after the rec. election of governor gray davis in 2003 as with anything else once people see it being used. they think hey, why not make people say we're in recall fever and i don't believe that joel and guardio is a volunteer with the san francisco school board recall campaign. he says their effort was not part of a bigger trend we did something rare and important because the school board was so incompetent speedic says, that's largely true tuesday night's
4:07 pm
recall was just the fifth recall election in the city's history. and the first successful one in over 100 years, but after nearly 40 years without a recall election in san francisco. it's notable that this year. there are two in june a recall for district attorney chase a boudin will also be on the ballot so that says something yes, it does say that recalls are possibly easier to get on the ballot social media. internet just emails spreadsheets all of these help make it simpler to get people excited as recall efforts become more common. there's also growing efforts to reform the process in june. san francisco voters will decide whether to approve a recall reform measure that would limit the window when elected officials could be recalled state senator steve glaser from the east bay is also among the lawmakers working to reform the statewide process. he says the bar for recalls should be higher. i just make sure that the standards are high enough to make it be a serious effort.
4:08 pm
not just a harassment effort. and senator glazer said he does believe last night's school board recall was a sign of the recall process working as it was intended to be used. joshua spivak said if past recalls or any indication, he does expect recall efforts will begin to dissipate he said recalls do often come in waves larry. yeah, liz stay there. let's bring in abc 7 news insider film material into this conversation and we'll start with this morning's news conference with san francisco. mayor, london breda was was asked about shifting politics in san francisco. it's not about. politics is not about having a progressive or moderate or a liberal idea. it's about my kid used to be. a kid that was and is now quiet and sad and doesn't smile. so phil, what's your take on this was the recall about progressive politics or about competence or lack thereof?
4:09 pm
because nationally people are framing this as the backlash against liberal, california policies. whereas locally there were a number of issues with this board. there were and nationally people are going to look at it and say even liberal san francisco progressive. san francisco said enough is enough locally politicians like breed are saying no not so fast, but after all she's a progressive politician, you don't want to be pointing the finger at herself, but where is an issue of priorities, there's progressive politics and then we had the woke and cancellation. the idea of painting over or getting rid of murals about george washington's life and renaming schools. that's what brought. attention to this board initially and then during the covid crisis the idea that they continued on that path and what some people said rather than focusing on getting the school's reopen that became sort of the nail that everybody hung things on. i can't believe my school's not open while they're talking about renaming schools. so it's nomination of both.
4:10 pm
all right, liz you mentioned this in your story the upcoming recall effort against jason boudin. is there the same momentum? i mean we've seen with the school board over 70 percent in each of the three cases said we want to get rid of these people. so what about boudin? yeah, i think that's a big question is should chase a boudin be nervous after seeing the results of last night's election from talking to experts i think a little unclear. of course. you should always be nervous. he is facing a recall. but at the same time these efforts. are very different there is some overlap in terms of the overall frustrations about san francisco politics, but as our friends at the san francisco standard pointed out it was easier for the school board recall members and the people behind that effort to gather their signatures than it was for the people behind the chase of boudin effort to gather their signatures. so the people behind each effort are different. i think it's gonna be unclear to see if we were going to see the same kind of momentum yet around the chase of recall, we'll have to see so phil.
4:11 pm
is this a change in san francisco politics and the recalls help or hurt as we try to build a better bay area. well, i think it is a change in san francisco politics and one. i think you're going to see you're already starting to see it in the polls throughout the state. it's not a question anymore of priorities or promises. it's about performance. it's about are you doing your job and in this case? it was decided that whatever i might agree with you or disagree with you. quickly as the school board. you're not taking care of the kids and i think that this is what we're going to be seeing going forward is that's the issue. is it better or worse for the bay area? it depends. it's kind of interesting. you would say something like the government recall of governor gavin newsome might have been a distraction on the same people that say that say that this one i'm for it's building a better bay area means priorities in a account accountability. well, sometimes it's a bumpy ride. all right, phil. is thank you very much. this is obviously a story and an
