kumasi: 50 days without rain in san jose. the last time we saw a rain was late december and this is the longest winter stretch on record where parts of the south bay have not seen a drop of rain. it is making local water managers worried that the drought will be more severe with dangerous consequences. >> it's possible some people with wells will run out of water in the summer. we are trying to prevent that by doing emergency water purchases, but most important by

forward. it would cost $12 billion and includes 35,000 seats as well housing, retail space, hotel rooms, and parking. planning commission u recommending certification of the environmental impact report. the city council is scheduled to vote on whether to certify that report. >> i certainly hope they will take action. i know everybody cares deeply about this project and there's much more work to do. gloria: three city council members introduced their companion resolution to address issues that don't have to do with the environmental impact reports and opponents have expressed concerns around affordable housing and traffic. some council members indicated they need more time to look over the report and it is possible the vote could be delayed to next month. that meeting starts at 3:30 this afternoon. reggie: advances in dna testin

technology are credited with helping a dutch helping solve a 25-year-old -- helping solve a 25-year-old case. the dna matched that of a convicted felon who died in prison in december. the dna match solves the mystery of the death of michelle veale. her badly beaten body was found in 1996. >> her family was obviously relieved and it is just a prime example of how we don't forget about the victims. every family deserves answers and this is what it was doing. reggie: he was serving a 200 31 year sentence for a string of violent crimes in the late 1990's. kumasi: the east bay berkeley city council will consider a legal filing in support of uc berkeley after a court order forced them to freeze student enrollment.

they are appealing to the california supreme court. a group sued uc berkeley over a plan to build classrooms and faculty housing near campus. the enrollment freeze means undergraduate enrollment would be reduced by about 3000 students. in an would mean $16 million in lost tuition and would have a domino effect cutting into financial aid, financial services as well as maintenance. reggie: countdown to pride is on. we first told you yesterday, san francisco's iconic parade is coming back in person this year. it's going to be held june 25 and 26th and we are hearing from business owners who are ready. >> more than 500,000 people showed up for pride week in the festival and -- and the and thee

kumasi: a wildfire is forcing evacuations. this video from yesterday shows the stark contrast with the smoke billowing in the distance and the snow in the foreground. the fire broke out just outside the town of bishop and has burned 1800 acres with no containment. drew: no, this is not normal in february but as our climate does change, we are starting to see longer dry spells. agitation gets -- vegetation gets going quickly. we had a fire near laguna beach as well. temperatures in the 40's and 50's thanks to the north, north easterly breeze. i am watching the tam cam, our best camera because the snow -- the sun is slowly rising. fog free, total sunshine.

about his future political ambitions. that is set for 7:00 tonight. kumasi: recall of a board board commissioner, three recalled in a special election. collins addressed the results saying the campaign focused on personal attacks and wrote "some will try to justify the recall as a necessary response to a school board that was too woke for its own good. this argument is misinformed. creating safe, equitable education spaces is top priority for the board and district." the mayor will be picking their replacements and says putting students first is her top priority. >> we have to put aside all personality conflicts and we have to focus our attention on addressing what is most important and that is their

future. kumasi: mayor breed says the new board will face monumental issues from equity to the learning loss during the pandemic and the budget deficit. this school board recall, while rare, comes amid a rise in recall efforts. the district attorney is facing a recall in june and a recall to -- a recall for governor newsom was on the ballot last year. an expert says recall fever is partly due to unrest around covid and because people are seeing other people do recalls. he says there was also a surge after the recall election of governor gray davis in 2003. >> once people see it being used they think why not me? kumasi: as recall efforts become more common, -- in june, san francisco voters will decide whether to pass a measure

elect a window. reggie: the fbi is getting involved with those accused of bad behavior on airplanes. jobina fortson is here. jobina: the federal government is striking a serious tone with people who are out of control in the air. 80 unruly passenger cases have been sent from the faa to fbi for criminal prosecution, and the first six weeks of the year, hundreds of incidents of unruly airline passengers have been reported. the midair violence is prompting airlines and worker unions to act. delta is urging the fans to ban passengers convicted of disrupting flights, across all airlines. union is backing this call. this no-fly list is getting pushback from a group of republican senators who oppose the idea, saying it would equate

read in other reports, is sitting in a chair with no handcuffs. the black teen is pushed to the ground and cuffed while two officers put their knees on his back. that teen identified as 14-year-old kai said he was sticking up for a buddy who was being bullied when the fight started. >> they took me to the ground and the male officer put his knee in my back and started putting me in cuffs and a female officer came over and put her knee on my upper back too. started helping putting cuffs on me, while he was sitting on the couch watching the whole thing. kumasi: the bridgewater township police investigating this incident now, asking the county prosecutor to look into the matter as well. the new jersey governor also expressed outraged. kai's mom is commanding

kumasi: the open city council has unanimously given the green light to redevelop a piece of downtown property that's currently home to police headquarters. opd's administration building has been at seventh for the last 60 years and the building is unsafe -- seismically unsafe. the council voted 8-0 to turn this land into mixed-use housing and retail. police headquarters could move to the coliseum site where that land is planned for redevelopment. reggie: the rams celebrated their super bowl title with a parade and it was your classic l.a. crowd. thousands eventually turned out but this was nothing like other celebrations we've seen in the past. rams quarterback matthew stafford seemed to be enjoying himself. >> just pinching myself about the opportunity to play with these guys, the opportunity to work with these guys.
