8 building a better bay area. moving forward, finding solutions. this is abc7news. >> there is not a moment that we declare victory. dan: california now transitioning from treating covid like a crisis to coping with it in everyday life. a few hours ago, governor newsom unveiled the new plan to move out of the pandemic phase. thank you for joining us. i'm dan ashley. >> i'm ama daetz. you are watching abc seven. today's announcement makes california the first state in the nation to adopt a plan in the next phase of the pandemic. dan: to explain what that entails, let's go to carina nova who is in the newsroom. reporter: just yesterday, the indoor mask mandate lifted and today the governor announced the

best -- phase of living with the virus. it is a plan they are calling smarter. each letter stands for how they will deal with the virus moving forward. that's with shots, masks, awareness, readiness, testing -- which the governor said he will work on making more available and affordable -- education, and rx or prescription treatments per the governor says we can't predict the future of the iris just as we learned -- virus, just as we learned, but what we can do is learn from the last two years. >> i have your back. we learned a lot. we are not approaching things the way we approached it last year. not the way to years ago. we are moving past the crisis phase into a phase where we will work to live with this virus and maintain a readiness posture and stay on top of the nature of change that is so sel

with this pandemic and disease. reporter: the governor says he also plans to fight disinformation that is out there about the pandemic and he touched on schools saying we will learn more about lifting mask mandates at the end of the month. ama: we understand the location where the governor held his news conference held some significant. reporter: that's right. you probably saw the boxes behind the governor. it was held in a warehouse in fontana or the governor says that state has a stockpile of emergency supplies. that is part of the plan to be prepared for california. as we learned in the beginning of the pandemic, the country was low on ppe and other supplies needed to battle the virus. the governor says in the future, the state will be ready. in san jose, the deadline for city employees to meet a booster requirement has been extended. that's after newly 20% of employees failed to show proof of a booster by last friday's

deadline. as reporter dustin dorsey explains, the low booster rate is causing concern over possible safety for the entire community. reporter: as mask mandates change throughout the bay area, we are seeing a change to a different mandate in san jose. all city employees were required to get the covid vaccine booster by last friday, but that deadline has been pushed back. >> the city of san jose has extended the deadline for it -- the employee booster mandate through friday, favorite 25th. we want to allow employees enough time to get up-to-date on their vaccination which includes the booster. reporter: the original mandate was pushed in december before the city saw a 95% vaccination rate, but as of this week, only 82% of all city employees have received a booster after the mandate was approved last month. 90 have applied for exemptions. >> that was concerning to me. reporter: this city councilmember worries if numbers don't increase, it could lead to

serious issues like concerns of safety. only 77% of police employees are boosted and one officer resigned over the mandate. >> the goal was to maintain safety. i think we are starting to come up against that with our mandate, that it actually may end up ultimately being less safe because of the amount of people unable to work. reporter:reporter: as a result, the councilmember wants the city to consider a change to the mandate. . with covid numbers falling, he would like to see us testing alternative we need. >> to>> transition to an opportunity where everyone can test and we no longer have to worry about qualifications for medical or religious purposes. i do think this is a safe and logical alternative where we can maintain safety within the workforce, but also safety in the community. reporter: employees who don't comply will receive a letter of intended disciplinary action. we reached out to several unions representing employees but never heard back. in san jose, dustin dorsey, abc7news. dan: breaking news in pleasanton.

a shooting involving a police officer near a police officer near owings drive and willow road. star seven just got over the scene months ago. -- moments ago. you can see a lot of police at the galloway apartments and there is police tape blocking off a few apartments. we were expecting an update soon for further details. of course we will bring you any new developments as soon as they come into the newsroom. ama: the oakland city council is holding a potentially significant meaning on the a's waterfront ballpark. a vote is scheduled. anchor casey pratt has been following this saga for over a decade. it's like it never ends. a lot of moving parts. tell us what is happening today. reporter: what is on the table right now is the city council is meeting. they will vote to possibly certify the environmental impact report for the oakland power terminal waterfront all part project.

-- ballpark project. they are the environmental impact experts. they unanimously recommended this item for certification from city council. what it boils down to is they have to look over everything and choose to certify. if they do, it would be a huge step forward for the ballpark project. ama: there's a possibility though that they don't take a vote tonight. what would that mean? reporter: we talk about possible action a lot in this scenario. what could happen is they could listen to public comment, which will be lengthy, it is still going on right now. the meeting started at 3:30. they could then go over all the presentations, thousands of pages of information, and say we are out of time. if they do, that means it would be pushed to march. i spoke to city staff and they said that would not be a make or break thing, but what happens if it gets pushed of month, all the city staff focusing on the er will have to stay on it. they

will not be able to move on . items. ama: so what comes next if they move on? reporter: with a project of this magnitude, when an environmental impact report is certified, lawsuits come no matter what. that will probably happen. but an environmental impact report certified, we have seen so many renderings throughout the years, rendering after rendering in san jose, fremont, everywhere. if they get it certified for a waterfront ballpark site, something the a's have never done, we are in uncharted territory. that would be a huge step forward and that would keep them here in oakland. ama: are you going to be covering this another decade? [laughter] reporter: you know what, if they actually get it wrapped up with all the approvals, they probably won't even open it by 2027. so we will be here a while. ama: sounds good. we know you will be all over it. we will check back in at 6:00. dan: earlier this afternoon,

community activists and a group of union workers from the port of oakland staged a protest against the howard terminal project. dozens claimed the project will eventually cause the port to shut down, prompting job losses, more gentrification, and will not provide enough affordable housing. >> do we need 3000 luxury condos in oakland when working-class people are intense and homeless? we need public housing. spend $800 billion for working people in oakland. dan: the city insists no general fund money will be used on the project. in addition, the commission that runs the port unanimously agreed to enter a negotiated agreement with the a's and the city and has stated that it sees the potential benefits of this project. it has yet to formally endorse the deal. the alameda county labor council also backs the plan, saying it will create thousands of new union jobs and will provide hundreds of millions of dollars in community benefits. ama: the city of oakland is looking to a plan to relocate

that police department and replace it with affordable housing under the proposal, just approved by the city council, the new headquarters would be converted into a residential community and police headquarters would move to the oakland coliseum. councilmember rebecca kaplan, spearheading the plan, said it would help revitalize the downtown area. >> it would be a great site to build housing and retail and cafés, and make that broadway corridor better connected and more welcoming. ama: police have complained about the downtown building for years. it is 60 years old and everything from the elevators to the plumbing need updating. dan: the parolee who admitted to attacking the president of oakland's chinatown chamber of commerce was sentenced to three years in jail today. james ramsey pleaded no contest for assaulting and yelling racial slurs at carl chan in april. he was charged with assault, hate crime and parole violation. according to reports, ramsey will only spend three months

behind bars due to time already served, and then will be on community supervision. chan, the victim, says he's disappointed and concerned about the safety of the community when ramsey is released. ama: new details and a freeway shooting that happened last september on highway four near the call cut tunnel. chp says yesterday they arrested 20-year-old troy nicholson. he was booked at santa rita jail. investigators say road rage led to the shooting. the driver was not hurt. dan: still had, heated debate on one bay area college campus over the appearance by a political guest. the protest planned tonight had a visit from former vice president mike pence. ama: plus, we are continuing to monitor the latest on

ama: u.s. officials continue to say a russian attack on ukraine is imminent. . russia says it pulled some forces back, but secretary lloyd austin says there's evidence of russia stocking up on more supplies and military force on the border. secretary of state antony blinken says russia plans to manufacture a justification to invade. >> this could be a violent event russia will bring on ukraine or outrageous accusation russia will level against the ukrainian government. we don't know exactly what form it will take. ama: today in eastern ukraine, russian-controlled separatists shelled a preschool in ukrainian government territory. three adults were hurt but no children work. the russian separatists accuse ukraine of large-scale shelling on their territory. fears of the rus rus ukraine sent stocks on a downward spiral today. the dow suffered its worst day of the year, closing down more than 600 points. the nasdaq was lower by more than 400 and the s&p 500 ended

down 94. dan: tonight, former vice president mike pence is scheduled to speak at stanford. campus republicans were holding the event that has already been met by pushback from students. zach fuentes spoke with both sides and university officials. reporter: set up was underway on campus at stanford ahead of former vice president mike pence's visit, hosted by the club stanford college republicans. > we found out the former vice president was available and able to come. we have been working from the fall to make it a reality. reporter: the title of the evening's event, how to save america from the woke left. many students have planned protests long before tonight. >> there are thousands of students whose lives have been negatively impacted by not just mike pence's policy but the cultural violence his administration brought into the national american stage. reporter: they say different

plans of action will be taken, including the rally and walkouts. >> so people have reserved tickets already and they will be sitting in those seats, and once the event starts, they will do a masked walkout. reporter: walker stewart, a boardmember with stanford's college republicans, says protesters are expected. >> it would be more productive to engage with the former vice president what -- rather than walking out. reporter: the campus group stanford democrats says they are not cosponsoring any protests, but are also concerned by his visit. >> he has the right to be here. however, what worries me is what he can say during his discourse tonight. he can easily attack students by attacking the groups that they are part of, as he has done in the past. reporter:reporter: a stanford spokesperson sent this statement saying in part, "stanford values free expression and different viewpoints. the university is committed to ensuring varying viewpoints can

dan: east bay lawmakers are pushing for a statewide crackdown on illegal dumping with a heftier find targeted at commercial companies. ama: as tara campbell explains, east bay mode says this is a special step in the right direction. reporter: one site to the next, illegal dumping is getting worse. >> east bay mode has seen exponential increases in the amount of illegal dumping on our watershed properties. reporter: seeing more and more dumping like this throughout the pandemic. sky seven capturing a mattress. these photos, even more evidence. >> for us, what we care about is

our pristine water supply. we don't want unknown things being left on our watershed. it's not good for the water. it's not good for the land. it's not good for plants. and animals. . reporter:reporter: and protecting that watershed is one of the big reasons local and state lawmakers are pushing for bigger fines. this assembly member is the chair of the water parks and wildlife committee. >> the intent of this legislation is to, after all the legislation the county is doing, if one engages in illegal dumping, that we have penalties that meet what that needs to our community. reporter: the bill would increase fines for commercial dumping from $3000 to $5,000 for the first offense and $6,000 to $10,000 for the second, and from $10,000 to $20,000 for the third events and beyond. companies could also lose their business license and east bay m

ud is hopeful i hit to the wallet will get people thinking twice. >> i don't know if the peo who dump care and enough not to read a sign, but maybe if they are offered other alternatives or a financial deterrent, such as an increased fine, that would help. reporter: while this bill is aimed at the commercial industry, officials say everybody can do their part tamping down on illegal dumping like this. >> check to see if people are licensed and ask them what they are going to do with your trash. number two, report it if you see it. reporter: also reminding people that by no means is this a free dump. the cost of cleanup is a cost to the customer. >> the funds for cleaning this up come out of east bay taxpayer dollars. reporter: tara campbell, abc 7 news. ama: let's turn to the weather. i was just feeling the sun on me today. it felt nice. dan: it is nice.

we took the dog for a walk today and it is glorious outside. i know we need the rain but this is spectacular. >> it is great for any outdoor activities from walking the dog to basking in the sun, but not good for the water supply. clearly i have some great news. before we get to that, let's talk about how mild it was today. we got into the low 70's in places like fairfield, santa rosa and 60's for many parts of the bay area. it was a mild and sunny afternoon. check out what's coming. sunday, onshore winds ramping up and temperatures are going to drop into the 50's and 60's. it is really monday and tuesday that will feel more like winter, temperatures dropping below average. when you are in the low 50's to upper 50's, you will feel the chill. get ready to swap out short sleeves for the long sleeves. high clouds are coming in. low 60's from san francisco to
