tomorrow. in fact, we are looking at a big shift in temperatures. 38 in santa clara. 41 in mountain view. closer to the bay, 51 san francisco. 42 in napa. lunar new year celebration, the parade tonight and a lot of sunshine. to mid-60's by noontime, and by late in the day, back to the 70's with upper 60's around the bay, but upper 50's yesterday at half moon bay and today, as well. we are talking about colder air arriving and that we have a little over one week left of february, and we will count on march 4 more wet weather, but february not done yet. we will talk about a weather system next week. liz: thanks. oakland unified staff and students are bowing to start a hunger strike today and continue the protest of school closures. this comes after an emergency meeting at the school board last

night when board members voted down a proposal to modify the closure plan. abc 7 reporter luz pena has the details. luz: an emergency meeting to consider a proposal to postpone the closure of two schools and the restructuring of another and it ended like this -- >> the amendment fails. >> you all put on this show tonight. you think this is going to work? this is not going to stop anything. this is the start. luz: a board member calling out his colleagues after they file to -- failed to find a solution. they held a hunger strike for 18 days and hopes of preventing the closures, accused of holding the emergency meeting to persuade them to end the strike and not find common ground. >> the only reason the meeting is happening is so we can end our hunger strike. luz: multiple oakland students vowing to begin their own hunger strike on saturday. >> you have already declared war

on us. postpone these closures. if you do not, i, as a student, growing and developing, will put my body on the line with educators. >> closing down 20% of our schools to save 2% of our budget, i thought we were better. i did. i am forced to sacrifice my own health. luz: students also threatened to organize and recall several school board members. >> you still voted against us. you voted against the people you are here to represent, so we will make sure every 16 and 17-year-old registers to vote. luz: the school district said the closures are necessary due to declining enrollment and a budget deficit. the president of the oakland education association asking for more time. >> having a year allows have the engagement process that was denied to the community, that was denied to families. luz: during the emergency meeting, several board members,

including the president, highlighted their stance. >> now we must effectively use the next year and a half of quality implementation, the money we will save, and smart and strategic school consolidation. >> we have declining enrollment. it has been in the presentation. we have a structural deficit, evident in the presentations. luz: luz pena, abc 7. liz: pandemic headlines, federal data shows the average of covid-19 cases in the u.s. has fallen to the lowest point in nearly two months. california's test positivity average is down to 5.4%, matching levels we have not seen since december. experts warn nearly 96% of u.s. counties are still reporting high transmission, including the entire bay area. this is the last weekend sonoma county will hold a large-scale free vaccine clinic. the fairgrounds has been home to a mass vaccination clinic for the past three weekends, helping

first responders in public school staff get their shots. the deadline for them to be fully vaccinated is march 1. the clinic is open today and tomorrow from 9:00 a.m. to 4:00 p.m. walk-ins are welcome. on the heels of governor newsom's new plan to move california from pandemic to an endemic, a san jose school district is applying lessons it on from last holiday break, sending students home with covid-19 rapid tests ahead of president's week. amanda del castillo explains the importance for the franklin mckinley school district. amanda: more than 6000 antigen test went home with students and staff across the school district friday. the request is that they be taken before returning on monday, february 28, after the long presidents week break. >> we learned quickly coming back from christmas break that the rapid tests where an important safety measure. amanda: it falls in line with the new covid-19 pandemic

response, which involves taking lessons learned a last two years and applying them. an infectious disease physician at stamford says that the school district's holiday break happens to be well-timed. >> we have the great benefit that the incidence of new cases is coming down quickly, so even taking the week off from school will help because when they come back, the incidents in the community will be lower, even then right now. amanda: significant for the superintendent, who breaks down the district demographics. he says 55% are of hispanic background, 35% vietnamese, and 85% are students on a free or reduced lunch program or foster youth. >> our community has been hit hard, so that is one of the reasons we feel that we have to do everything we can to maintain a safe environment for our schools. amanda: one parent says that while he understands the district has their safety in mind -- >> we are putting too much pressure, getting that sense

investigators say no arrests have been made. open for a diplomatic end, they say that an attack on ukraine is imminent. >> we believe russian forces are planning an intent to attack ukraine in the coming week. in the coming days. we believe that they will target ukraine's capital, a city of 2.8 million innocent people. karina: in eastern ukraine, russian-controlled separatists conducting what appears to be a false flag operation in their own territory, as they announce mass evacuations. the u.s. has been warning for weeks that such an operation could be used as a pretext for russia to launch an all-out attack on ukraine. president clinton without evidence, saying the situation is up -- president putin without evidencing the situation is escalating. now with evidence that the troops at the border will invade under the pretext of protecting the russian-speaking population there. ukraine's government denied any intention of launching an

offensive. meantime, people in ukraine are getting ready. ukraine's president is urging calm, and putin says russia is still open to more diplomacy. >> russia has a choice between war and the suffering it will bring or diplomacy that will make a future safer for everyone. karina: the department of homeland security urges governors across the u.s. and the private sector to take precautions in case of a russian cyberattack. officials say there are not any specific or credible threats just yet. karina mitchell, abc 7 news, new york. liz: a san francisco-based company with more than 250 employees in ukraine is taking steps to ensure their safety. the ceo of just dancers as a lot of their engineering and critical functions are based in the country. just answer is the direct -- they believe they have initiated cyber attacks. the company developed an action plan. >> we are moving people from the

east to the west as we speak. and giving them time off and putting about that hotels. and actively helping them move across the country from the more dangerous parts of ukraine. liz: the company puts the current threat level at moderate to high because of some military activities. as the threat rises, more action will be taken. now story you will see only here on abc 7. one longtime oakland salon owner is experiencing another unexpected challenge this year. nearly all of her belongings were stolen from a storage facility. dion lynn tells us that crooks are getting craftier. >> i have never had anybody take anything from me, so to see it on video was like, whoa. it was a shock. dion: melissa jackson has been a hairstylist for 25 years and owns studio 99 salon for 10, opening her second location at the end of 2019.

it was a dream come true. >> started from the ground up. i've put in floors and everything there. dion: like all salons -- >> we were shut down. i maxed my savings out to the point where i started using credit cards to pay my bills. dion: in november 2020, melissa put everything from her store into storage in oakland where she lives, closing the location for good. she planned to open a new second location this spring, but got a call from a storage facility with bad news. >> it was three people, they had three dollies, and it seemed like it was about 10 minutes and they were out of there. dion: as seen in this video used in the investigation, her unit was broken into. she says the manager told her the suspects allegedly rented a unit on february 5 i can be seen on surveillance accessing and removing nearly all of melissa's belongings the next day. >> it is a slap in the face when

somebody steals your stuff you worked hard for. it did not come easy. dion: i spoke with three storage unit facilities in oakland. they tell me this is the new mo for crooks, they rent a unit to gain access to the building. all three companies, they now have not rent to lists. she is unsure how much insurance will cover estimates $10,000 of items were stolen. despite the setbacks, she is determined to find a new location and says it is the support of others that keeps her going. >> i have been doing this 25 years by myself. i know i am not going to get my stuff back. i did work hard. dion: in oakland, dion lynn, abc 7 news. liz: new developments with the uc berkeley, governor newsom is getting involved in the court case that could result in the school cutting its incoming freshman class by 3000 students. he urges the state supreme court in a brief to lower the court's order. a lawsuit over an expansion of

the campus has led to a judge ordering enrollment to be capped. the governor said "we cannot little loss of get in a way of the education had dreams of thousands of students who are our future leaders and innovators. i urge the supreme court to step in to ensure we are expanding access to higher education and opportunity, not blocking it." progress is being made on construction of the armenian american museum and cultural center of california and glendale, home to one of the largest armenian communities in the country. there will be permanent and temporary exhibitions there, and a key focus will be to share the horrors and lessons of the armenian genocide. >> this project was born with the armenian genocide centennial as a gift for the next 100 years, the next generation of armenian americans. it is going to be a hub for the community and a platform for artists, leaders, authors and writers, and a place that is a public institution to serve all. liz: the foundation construction

bottom falls out monday and tuesday. possible lowering snow levels vocally here. mount hamilton. not today though. here's a look at the fog and clear conditions along the bay area shoreline. tomorrow it is about high clouds and gusty winds over 30 miles an hour possible. today, if you want to head to the coast, mid-60's from ocean beach, half moon bay, 71 in santa cruz. the winds, really nothing much to talk about today, but towards 6:00, you notice it is breezier along the coast. this is sunday, up to 20 and 40 miles an hour out of the south. by the afternoon, we increase them. evening, 30 to 40 miles an hour. colder air mass, gusty or winds and high clouds for sunday. by monday, still gusty and temperatures lucky to make it out of the 50's for many locations. we bring in a level 1 system for tuesday.

liz: today marks 80 years since president roosevelt signed an executive order that incarcerated japanese-americans during world war ii. the focus shifts to multiracial solidarity. julian glover spoke to local

filmmaker who shows how the japanese and african-american communities are standing together to demand reparations. julian: february 19, 1942, a day that will live in infamy. an ugly past of hatred and xenophobia. >> is a story that unfortunately not everybody knows about. julian: on that day, president roosevelt signed 9066 two months after the bombing of pearl harbor, dressing the u.s. into world war ii, calling for the incarceration of 120,000 people of japanese ancestry, the vast majority american born. >> a dark chapter in american history. the systemic racism that incarcerated my father and my mother and all of my aunts and uncles. julian: this is john's father, incarcerated at the lake relocation center outside of the california-oregon border with thousands of other japanese-americans in 1942, rick took their homes and vote --

ripped from their homes and belongings and forced into ca ia until after the war ended. 80 years later, japanese-americans are valley to remember. >> means of healing and remembrance for members of the community who experienced the injustice. julian: the u.s. government apologized to japanese-americans in 1988 with the passage of the civil liberties act, signed by president reagan. with that apology came reparations for $20,000 to survive japanese-americans. >> our families did receive reparations, and, so, many of us feel a certain amount of responsibility to speak out for other injustices that have yet to be atoned for. julian: today, osaki, a san francisco-based filmmaker, uses his voice to call for multiracial solidarity. this time for african-americans to receive reparations for the country's original slavery and decades of jim crow. >> as a community who struggled for decades, it is our moral

obligation to support their efforts. >> this black american cries out as loudly as my asian american brothers and sisters. >> japanese american communities across the country are having these events. and many of them are talking about the topic of black reparation. julian: his film will be shown at an upcoming virtual film festival, followed by a panel discussion. >> we has japanese-americans know something about prejudice. julian: the only non-black member of the california reparations task force will also serve on the panel. >> as we mark february 19 to remember our community, we are reminded that each time america has owned up to its wrongs, repaired them, and become more inclusive, it has become stronger as a nation. julian: california is the first and only state in the nation to begin a task force to explore reparations for african americans. that effort gaining support from familiar allies to repair our

lets private citizens take on abortion providers. the state's bills would allow individuals to sue gunny manufacturers and sellers for harm caused by the firearms they make and sell. >> if texas can use a law to ban a woman's right to choose and put her health at risk, we will use that same law to save lives and improve the health and safety of the people in this state, allowing you to enforce the illegal sale and manufacturing of weapons and assault rifles and ghost guns. >> this is one of four pieces of legislation targeting the gun industry. others would make it illegal to market assault weapons to children and crackdown on ghost guns. starbucks locations across the country, including in the bay area, are working to join a growing union, rallying in support of seven employees fired

in memphis, many saying it was in retaliation for their attempts to unionize. more on their rally in santa cruz and what the coffee giant has to say about it. >> dozens came to rally outside this santa cruz starbucks, the first in the state that moved to unionize. it is part of a growing trend seen across the country. >> we saw the wave happen in new york and in a short period of time, maybe a month and a half, over 100 union petitions filed. >> one union organizer says the company he worked for before covid has changed since the pediment. >> issues including covid safety. starbucks has been terrible through the pandemic. we are fighting for higher wages and job security. >> starbucks has said they are following guidelines and wage increases are coming. they say we are listening and learning from the partners in the stores as we always do. they go on to say that they are better together as partners without a union.

employees in the santa cruz store continued their work to unionize. the rally also centered around seven employees in memphis who were recently fired. they say it was in retaliation for their efforts to unionize. starbucks says it was part of the interview done with a memphis tv station, saying the employees violated company policy by reopening after closing and inviting nonemployees to come inside, including behind the counter and in back rooms. >> these are policies they are making purposefully to have the people supposed to be voting at this union to be let go, to turn the tide for the election. >> the lead organizer and santa cruz says they will continue pushing until the memphis employees are reinstated and hope more like them reach their goals. >> it will keep growing and we will not stop until every starbucks in the u.s. that wants a union gets a union. >> just as we have adapted to zoom for classes and meetings, there is new technology pushing the envelope, making webcams
