it can only happen if russia does not invade ukraine. today president biden met with his team at the white house and mess -- most of his team returned from overseas. officials tell abc news that they believe tactical commanders have been given orders to invade. >> we hire -- we are talking about the potential of war in europe. it has been over 70 years and through those 70 years, as i mentioned yesterday, there has been peace and security. we are talking about the real possibility of war in europe. dan: more than troops are estimated to be surrounding ukraine. station's in support of ukraine are happening all over the country -- demonstrations in

paramedics declared her dead and the medical examiner determined her death to be suspicious. san francisco saw 50 overdose deaths last year with the mayor declaring a state of emergency in december to address the crisis. new at 11:00, and asian owned is this owner speaking out tonight after a daytime assault and robbery outside the building. take a look. you can see two suspects approach a couple on a bench wednesday about midday. you can hear the suspects demand the couple's wallet and purse. the male victim is is is i the ground while the suspects run off. the owner of the business says these attacks on asian americans have been happening for years and stores are closing early because of these rise -- crimes. >> there is a lot of lost business here and it is because of that fear.

that fear that someone is out there about to take advantage of you. it is sad they have to do that. dion: oakland police are investigating. an end to it chase that stretched from glynn county to san francisco. the pursuit started there when officers tried to pull over a driver who then took off. he managed to avoid officers into san francisco and minutes later, sfpd picked up the chase when the suv was spotted by officers near the embarcadero. that is where the driver crashed into a light pole. he was taken into custody. just ahead, mask on or mask off? with the indoor mandates gone for most of the bay area, we are looking if habits have changed and why some experts are still urging people to mask up. plus, the san francisco mayor back-to-school board recall and

jose tonight. the police have given the all clear after the bomb squad had to be called out tonight. a canine picked up something outside a locker of the arena. police will not say there is something inside, but there is no threat to the public. there are several covid cases

return of the chinese new year parade yesterday. the parade was canceled last year because of the pandemic. it was a celebration of unity after violent attacks on asian americans. also this weekend, the chinatown community street fair filled grand avenue with people, reminiscent of the celebrations held before covid. san francisco mayor london breed appeared today on meet the press. she talked about the upcoming school board call about district attorney. they have not made their decision about the da. >> i am still debating on whether or not i will, but ultimately what i want to be able to do is make sure that the decision i make is not an impediment to my ability to work with the district attorney in keeping san franciscans safe. dion: the mayor says a lot of negative attention has been paved to san francisco for organized retail theft.

she was asked about whether there was a crossover between the two elections. >> when we look at what is happening in san francisco and the concerns around crime, people are definitely frustrated about accountability. the police are making the arrests in many of these cases, and what we want our for people to be held accountable. dion: the recall election of the da is scheduled for june 7. getting to news from the east bay where repair work is expected to begin soon on a water leak that continues to cause problems in the danville area. the east municipal schools utility restrict calls for an extensive fix on a large pipeline along the communal road. one resident who lives on the street told abc 7 that water has been leaking for weeks. impacted customers will be notified if a temporary water shutdown is next seri -- necessary.

direction as our rooftop camera looking toward the bay bridge and a nice shot of the moon. these are the forecast teachers and it is chilly overnight. tomorrow, it is breezy and gusty throughout the day and the winter chill with showers and possibly a high elevations of snow moving through the bay area i tuesday. overnight conditions look like this. not much in the way of clouds until later in the day. tomorrow we will see clouds arriving from the northwest and precipitation moving along the coastline as well in advance of the main body of the approaching storm. overnight temperatures will be in the low to mid 30's tonight and in our valleys, upper 30's to low 40's. high temperatures tomorrow, 54 for the moon bay, only 56 to 57 degrees around the bay shoreline, and inland areas will not get out of the upper 50's tomorrow. fairfield will expect a high of 56.

moving forward, finding solutions, this is abc 7 news. dion: diplomatic efforts efforts avoid a russian invasion of ukraine continue. now president biden has agreed to meet with the russian president on one condition. that condition is that russia does not invade ukraine. the final decision will be made after talks between secretary of state antony blinken and russia's foreign minister. the latest on rising tensions along the ukrainian border. reporter: new potential hope for diplomacy as the threat of a russian invasion of ukraine continues. the white house confirming that president joe has agreed in principle to a meeting with the russian president. that is after the french president reached an agreement with presidents after the

separate calls to have a summit if russia does not invade ukraine. while the white house says it is ready for diplomacy, officials say it still looks like russia is getting ready to invade ukraine. president joe biden met with his national security team, many who returned from europe after reassuring allies that doubling down on consequences ifff president putin invades ukraine. officials say they believe that russian leaders have been -- --- they are ready to conduct an attack. that is different from put in making the actual decision and saying he will attack. reporter: where than 150 thousand troops are believed to be amassed around ukraine. u.s. officials claim 50% of those forces are in attack positions. >> if he employs that combat

power, it will create a norma's casualties within the civilian population. reporter: heavy shelling continued in eastern ukraine. the rebels making unsubstantiated claims of attacks by government forces amid fears that this could be used as justification for russian invasion. dion: a helicopter crash off the southern california coast that killed one police officer and injured another. it happened last night. investigators say the officers were responding to a disturbance call when the chopper had mechanical issues. witnesses describe hearing a sputtering sound that they say did not sound like a normal helicopter and it came dangerously close to shore. >> he managed to get there to save his life because if he had landed on -- there would be a

lot of casualties. dion: huntington beach police officer nicholas vella was killed. the other officer who was the pilot was treated for injuries and is now out of the hospital. a south carolina man is charged tonight after his grandson took a gun to school. a school staff member found the gun on the student's chair. fully no one was hurt. police determined the grandfather was at fault for the boy getting a hold of the gun. the six-year-old will face a disciplinary hearing. residents of south lake tahoe say there is a serial burglar who has hit dozens of homes in the area recently and he is scarier than your average crook. take a look. a 500 pound bear is being lamed for over 40 break ins. he has been named hank the tank for the damage he left behind.

streaming 24/7 on our streaming app. you can get the break is -- the latest breaking news and weather. it is streaming on most tv devices. one of the bay area's historicrc hotels will be getting a new name with a makeover. the hotel will now be called the beacon grand. for more than a century, the hotel has been named in honor of the first english sea captain to sail around the world. but drake also participated in slaving trips to africa. that led to scrutiny of the use of his name. the hotel was sold last year for more than $150 million. it has been closed since the start of the pandemic but is scheduled to reopen in the spring after an interior makeover is complete.

this black history month, we are honoring the people and organizations making an impact in the black community in the bay area. today we take you to that cypress mandela training center in west oakland. they are developing for the workforce of the future in response to the tragedy from our past. our cultural reporter shows us how we are building a better bay area one student at a time. >> you do not get paid to walk. you get paid to do it. reporter: if you want to make it at the training center, you have got to make it on your toes. >> quickly. as quick as he possibly can. safely, though. reporter: preparing the next wave of trained workers on this six-week program that includes a training stipend. >> i had a lot of different things. i do not see that. it is wonderful. especially if you come here and
