news. on the left is video taken one hour ago of snow falling near dublin. to the right, snow on >> mount hamilton. people across the bay area captured spontaneous hailstorms on their cameras. this was captured one hour ago. earlier it was similar in napa. these photos show a police cruiser covered inhale -- covered in hail. they are reminding drivers to stay slate -- stay safe on the slick roads. >> mid-20's tomorrowtomorrowtomw i want to show you the doppler because it finally looks like winter. an active seen.

snow and lightning strikes near the upper lake area. columbus parkway, rain falling around the foothills. they are seeing some snow. over mount hamilton, it has been snowing. a light system. scattered showers this evening and the possibility of hail and gusty wind. you can see the next couple of hours we still have action. it is gone by 11:00 p.m. but then widespread frosted tomorrow. a freeze warning. we expect sub freezing temperatures. bring in your pets and plants. we will be nearing record.

>> this is causing real concern for local vineyards. ryan has more. reporter: certainly a much cooler day compared to the start of the year. with cold temperatures and the wind is starting to blow, nurseries and wineries are having to make adjustments. >> roll this out and put it over our succulents. reporter: this nursery owner is showing what she is doing to take precautions to protect some of the things she sells. >> any new growth on plants needs to be protected because it is tender.

reporter: new growth has been a common theme for her customers. some have thought spring has come early and people have bought plants that do not do well in the cold. >> we have had a warm spell. but now we are getting a frost warning right after. a dramatic shift. reporter: she advises people to wait a few weeks before planting tender plants. but this is good news for some local wineries. >> we want the fines -- the vines to go to bed and frost puts them to bed. reporter: this will help the long-term growth. a small percentage of vines will die and the frost but not enough to be worried. >> we will probably just take it

as a loss. reporter: the nerve-racking part for her is the next two weeks. she does not want to see a rapid fluctuation of temperatures. >> next week it is going to get back up to 70 and then back down to 50. those temperature fluctuations are not great because we will see more buds break. so we will keep an eye on this. reporter:ws and bad news when it comes to the cold temperatures. the winery said it is unusual to see but it growth this early. it is usually seen mid-march but warm temperatures caused changes. the oakland plant nursery says if you are planning to start a spring garden, just wait until the end of march. it will be safer than. ama: they are bundling up as

obtained. they asked the judge for a stay pending negotiations, which makes us think there could be a plea deal over the 2019 kincade fire that burned in sonoma county blackouts to millions of that were meant to prevent fires. this was started by a pg&e power line that was left on. they admit it sparks the fire but say they did not commit a crime. we do not know anything about the negotiations. but they asked to put things on hold until february 28. dan: today we learn the identity of the teen who was found dead in a san francisco alley from a presumed drug overdose.

our reporter spoke with the 16-year-old's family today. reporter: i spoke with her mom and aunt and they were not ready to speak on camera but they said victoria was a victim of the streets and the last time her mom spoke to her was two weeks ago. the mayor had vowed to make the streets safer and the latest victim is 16-year-old victoria, found dead friday morning. >> that is someone's child. reporter: these flowers mark the alley where paramedics responded to a possible overdose according to police. this manis manis manis manis mas streets but he is always ready to save lives. >> i carry two cases of narcan in my truck. all of our guys have them.

they carry it in their pockets. reporter: close to two people die of drug overdoses in san francisco every day. in 2021, 2021, 2021, 2021, 2021, overdoses. the majority are caused by sentinel -- fentanyl. what is being done to prevent someone else from diane? -- diana -- dying? ? >> we have hired hundreds of additional people to be on our streets to get people help but as long as people keep diane, we need to do more. -- dying, we have to do more. reporter: the supervisor is

asking for more collaboration. >> we do not have enough treatment beds. we have challenges helping people because of covid. there are barriers in the criminal justice system to hold people accountable. reporter: parents parents parens streets do not reach their kids. >> show my kids it does a difference in how old you are. the streets can take your life. reporter: victoria's mom said she had no indication her daughter was doing drugs. police are still reporting this as a possible overdose but the medical examiner has not confirmed the cause of death yet. ama: california congressman adam schiff is calling for the fbi to investigate the possible misuse

of dna taken from rape victims in response to a story we told you about last week. the san francisco district attorney is accusing san francisco police of using dna to identify suspects and other unrelated crimes. adam schiff vows to draft legislation to prevent the practice if necessary. dan: after the break, one police chief wants to install massive surveillance in his city. ama: and three people arrested in connection to

ama: in just over one hour, a plan will be laid out to the

city council that would put surveillance cameras in 40% of the city. this would include entry and exit points. this is to help serve as a crime deterrent. dan: three people are in custody, accused of running a ghost gun factory out of the house in san jose. here are some of the weapons seized, including eight assault weapons. ghost guns are untraceable. they do not have serial numbers. they are popular among criminals. >> they have made firearms that are illegal and that are being distributed in the community, likely falling into the hands of people who are not supposed to have firearms. dan: the three all had criminal records. ama: 35 sexual assault suspects

are off the streets after a massive sweep. crimes happened as far back as 2016. a police spokesperson said it took a lot of coordination. >> a lot of logistics involved with this sweep. we had to enlist every unit to help us locate and arrest the suspects. ama: the suspects are all charged with sex crimes. some suspects remain on the loose. they likely left the state or country because they know they are wanted. dan: stella had come hundreds of volunteers are gearing up to help -- still

remains a focus. tomorrow, a count of homelessness kicks off in santa ana county. how this count could lead to change. reporter: it has been more thann two years since santa clara county was able to do their homeless census. one was sent for january 2021 but covid pushed it back. now they are set to start. >> the count will happen on thee 23rd and 24th to enumerate those across every census tract in santa clara county. reporter: more than 200 volunteers are set to help and they need more. they are hitting the ground in the next two days. >> we are excited but fearful.
