dan: today storm also brought snow to the sierra. we have team coverage tonight on the conditions. thank you for joining us. ama: let's get to meteorologist sandhya patel. sandhya: from frozen bridges -- precipitation to freezing cold tonight. we're feeling that winter chill, already down to 32 degrees in fairfield. 33 and napa. you know it is going to be cold when san francisco is at 44 degrees. down 12 degrees compared to yesterday at time. 11 degrees cooler in livermore. freeze warnings going up at 2:00 for inland areas and the entire north bay with the exception of the coast until 9:00 friday. widespread subfreezing conditions, expecting potential for crop damage. protect your pets, plants and pipes. we have a frost advisory for the same type -- same time period.

frost will form. as those temperatures humble, look what happens. by morning we are talking about mid 20's. this is of the coldest time. i will be back with a complete look. dan: take a look at the hail that came down in sonoma. tonight in the north bay, an effort to get people out of the elements because it is so cold. warming shelters and centers have opened up to try to help those without homes keep warm. j.r. stone was in santa rosa and explains the services are a relief for many after already cold nights. >> i was feeling so bad my stomach and back work tightened up and cramping. reporter: he is describing what last sunday night was like on the streets with nowhere to go temperatures dropped in santa rosa. >> my body was so sore. reporter: tuesday night, he is

saying at the arlene francis center opened by community members last-minute as a way to shelter the nearly 2000 homeless individuals in sonoma county. >> one of our friends brought cots and blankets. calling made chili, we are going to have hot chocolate. reporter: a line was forming one we were outside the catholic charities warming center ended by the city, just blocks from the arlene francis center. there aren't beds here, there are heaters outside and transportation available to take individuals to the city shelter that has additional beds. >> we are going to have patio heaters, clothing giveaways. we are going to have warm food, drink, to help people get through the next few nights. reporter: some we talked with on the streets said it is about time. >> i think it should've been open three days ago. they need to stay open.

reporter: as for those who are warm tonight, they are grateful. >> it is too cold out there tonight. i pray. to the universe or god, i thought of my relatives, that changed my path. this opportunity came up. a blessing. reporter: the indoor warming shelter we showed you will be open for the next two nights. warming center located here at catholic charities will be open for the next three. in santa rosa, j.r. stone, abc 7 news. ama: in the east bay, workers at wineries and nurseries spent today preparing for the cold. more frost is actually good thing, it will help the vines stay dormant until later in the spring. this should benefit your growth in the long run. a potential problem would be another round of 70 degree temperatures followed by another round of frost. it is different story the

specifically targeting russian banks as well as business elites and their families. on tuesday, president joe biden describing the crisis in the ukraine as the beginning of a russian invasion. >> who in the lord's name does putin think gives him the right to declare new so-called countries on territory that belongs to his neighbors? reporter: biden, along with major u.s. allies announcing a fresh round of sanctions against russia, punishment for prudence -- putin's military support of two regions of ukraine. reporter: we cut off russia's government from western financing. they can no longer raise my from the west. reporter: president biden also moving hundreds more american soldiers to other nato nations on russia's border. >> these are totally defensive moves on our part. we have no intention of fighting russia. reporter: more russian troops are crossing into eastern

ukraine after getting approval from russia's parliament overnight. prompting the secretary-general of nato to declare it most dangerous moment in european security in decades. >> they promised to step back but they continue to step up. reporter: ukrainian president zelensky addressing his nation tuesday evening. saying his country once piece, but also has a right to self-defense. ukraine's foreign minister in the u.s., eating with secretary of state antony blinken. >> ukraine is in danger. president is violently breaking the laws and principles that have kept the peace for decades. reporter: in the bay area, more shows of solidarity with ukraine tonight. local activists partnering with a museum in kiev to project art from artists -- ukrainian artists. ama: we will use the abc 7 news

dan: some covid developments to pass along. all k-12 public schools in california it would have to develop covid testing plans for students and staff under a state bill announced today. would also apply to preschools, childcare centers and afterschool programs. the city council voted unanimously to rescind the city's indoor mask mandate. even though the state and solano county both lifted mask mandates. target says masks are no longer required inside stores across the country as long as local galatians allow. ama: in a spate tonight, san leandro's police chief unveiled the plan to install dozens of cameras. most of the locations will be on

major thoroughfares in the cameras will be used to prevent and solve crimes. the police chief repeatedly emphasized they would not be used for surveillance. video would be kept for 15 days and discarded. >> is there -- if there's information to suggest a crime occurred, we look back at the video to see if we can glean any intelligence information that will help us solve the crime. we are not pulling people over based on seeing someone drive through our city for some low-level offense. it is objective crimes that have occurred. ama: the estimated cost is 100 $10,000 per year. no action was taken tonight by the city council. dan: memorial is growing at the firm up police department. 54-year-old freddie bobbitt was it with the department more than 30 years. he grew up in fremont and attended missions and has a high school. he was married and has a son who is a detective with the fremont police department. fremont police will release more information in the coming days

on how to support his family. ama: early in the morning in the south bay, more than 200 volunteers will and out to count the homeless population. it is the first cap since 2019, for the pandemic. homeless population will be counted between 5:00 10:00 tomorrow and thursday. volunteers are worried about the early morning temperatures. >> we are excited to be doing the count. also fearful because it is going to beat freezing conditions. we are afraid with 38 people who have passed so far this year that we may find someone else has passed. ama: the cat will show the total homeless population as well as how many youth, young adults and veterans are experiencing homelessness. organizers want county officials to use the information to allocate resources and coordinate services across the community. dan: as her temperatures felt, so did snow in higher elevations. this is the view from our camera in the east bay hills. in the south bay, matt hamilton got a good dusting of snow. did your neighborhood get some

we are talking mid to upper 20's at the northern end of our viewing area. 28 in santa rosa, 26 in napa. mid to upper 30's from richmond to fremont to san jose. a live look from our emeryville camera. temperatures falling below freezing the next few mornings. widespread frost. records are possible. we expect mild mornings and days this weekend. we can't get enough of this. a snowy scene over the hills near dublin. you can see that snow coating the hills. nice to still see some green hills with the white dusting of snow. live doppler 7 tonight, is all quiet. there are couple of isolated returns off the coast. don't be surprised if one comes through during the time you're sleeping. certainly not a lot of which are coming through here in the form of frozen precipitation in some showers. some reports of hail here.
