abc7news i team reporter melanie woodrow found out the bill is lacking some important details like how the trust will be funded. >> when fire victims of the 2015 beautifier, 2017 north bay wildfires and 2018 camp fire voted and agreed to the 13 and a half billion dollar bankruptcy settlement, they were agreeing half the settlement would be paid in half and half as shares in pg&e stock. though shares have never been worth $6.75 billion. >> it is an outrage the deal was allowed to go through. >> vincent lost homes and businesses in the fire. he says he received a pill luminary payment but when it comes to further compensation, he is still waiting. the fire victim trust recently sold 40 million shares. less than 10% of their total stake. the trust sold the steak and a little more than $12 a share.

in order for the trust to raise the 6.75 dollars in stock, it would have to share the ship -- sell the shares allocated to the trust at a little more than $14 a share. victims are shorted by more than $80 million and pg&e's stock price has not been above $14 a share since march 6, 2020. the price they sold the shares at was higher than the price of the stock on the fire victim trust was created. the trust could make up the difference in future stock sales if the price goes above $14 a share. >> the share price is never going to go up with pg&e as far as i am concerned. >> three weeks ago, the i team asked why they decided to sell the stock now and why -- and how they will make up the money in the long term. a spokesperson said the trust was not willing to do an interview because of our prior coverage.

in that prior coverage, reported the trustee makes $1500 an hour and the claims administrator makes $1250 an hour. both of their salaries are paid for by the trust from the same pool of money that pays fire victims. >> the only people not being paid are the victims. >> the trust also announced victims whose claims were submitted and approved would receive a partial payment of their claim. fire victims have already received a partial payment would receive a supplemental payment. based on aims d as of february 15 put up with a fire victim trust, the percentage of claimants who have received partial payments is less than 30% to closed to 50,000 people are waiting for a partial percentage payment. less than half of the nearly of energy -- nearly 70,000 claimants have received a preliminary payment.

tenderloin today speaking with residents and the mayor about what is being done to keep people safe. >> their job is to keep tenderloin streets safe but tuesday around 3:50 pm, one of the urban alchemy street ambassadors was shot while parking outside of a homeless sleeping site across from city hall. >> it is terrible. i was over there on the plaza and i heard the shots. >> vladimir has lived in the tenderloin for 12 years. we asked him should you feel safe? >> it is tenderloin. nobody feels safe in tenderloin. a lot of drug dealers. people having guns. everybody has a knife. >> the urban alchemy ambassadors were not allowed to speak on camera but could be seen walking down the site in a small group. the ceo said these streets are not safe. we hear from the community all the time how much they respect that urban alchemy staff are

this will help to increase enrollment. >> prior to the pandemic, sf unified had six thousand students. -- the district has lost 3500 students -- 60,000 student the district has lost 3500 students. san francisco wants to recover some of that money by lowering back parents. the declining enrollment is not only a san francisco problem. other districts in the bay area lost families during the pandemic. san francisco now has a plan. for decades, families were not guaranteed enrollment in their neighborhood school. they had 72 elementary schools to choose from all over the city. for the 2024 school year, parents will be given the option of selecting a school closer to home located in their designated zone. >> this is going to make a set of options a lot smaller for

families. i think it will help to strengthen communities, strength and for families. >> a family will apply to a smaller subset closed to their home . >> unity definitely get stronger. you are giving back when you're going to school near to you. >> some families have criticized the district for trying to place their children in schools miles away from their home in the name of diversity but after decades of trying, sf unified had to admit schools are more segregated under the current policy than they were 30 years ago. with this new zone policy, the district helps parents will decide to attend to the neighborhood school instead of going to a private one or moving out of the city. it will help lower the cost of school bus transportation. >> we are hopeful we can continue to reduce those costs

>> and alameda woman is calling into question how she says she was treated during a recent delta air lines flight. she was forced to move seats to accommodate two passengers on board. now that abc7news stepped in, delta is investigating the incident. >> i have been flying with delta forever. that is like who i exclusively fly with. >> she and her boyfriend were heading to atlanta, a major delta hub, to visit family. > my mom lives there. i want to go visit her and some sisters who have kids. >> on her return flight, a game of musical chairs in the air. she was seated in row 15 of the window seat at take off but by the end of the flight, she was in row 34 pair the two women seated next to her were upset about their assignment.
