weekend weather with meteorologist lisa argen. lisa: it is certainly cold out with freezing temperatures and the north bay and by the delta looking at live doppler 7, there are just a few clouds around but overall it is the temperatures that really stand out. 31 in campbell. 32 santa clara. 35 in saratoga and sunnyvale. look at the low 30's from danville to livermore, 30 by the delta and it is 45 in san francisco so significantly warmer and milder by the bay. otherwise, it is hard to believe that we are warmer this morning because we are not in the 20's. we had so many 20's the past few mornings. with the cloud cover increasing, we will be in the mid and upper 40's by 9:00. no time, upper 50's more clouds around and temperatures near average today about 60 around the bay and we will be looking

at a sunnier sunday. detailing that and a look at march in a few minutes. and announcements going off in ukraine overnight telling people to take shelter as gunfire rang out. keith is -- kyi standing. this is a live look at the city. ukraine's president was warning that russian forces would storm kyiv overnight. here is the latest information we have on what is going on right now. ukraine says the russian attack on kyiv has slowed as ukrainian forces put up a fight. there is street fighting within the city. a curfew for ukraine's capital has been ordered and now running from 5:00 this evening until 8:00 tomorrow morning. that will begin in just a few

hours. the american government has asked ukraine's president to evaluate the capital, but president zelensky has turned down the offer, vowing to stay and defend his country, saying he needs ammunition, not a ride and this comes as citizens are also taking up arms. locally there are at least two rallies in support of ukraine, one in san francisco at the ferry building at noon and another at city hall at 4:00 and tonight city hall will light up in ukrainian colors as local fundraising efforts happen across the bay area. terry campbell has more on how you can help. reporter: the situation in ukraine intensifying and so is the humanitarian crisis. patrick is a global -- a volunteer with the polish school in walnut creek. >> we feel helpless being thousands of miles away. reporter: people fleeing ukraine, streaming into poland. >> all of those coming into

country with nothing but a backpack and they have to start a new life. reporter: sunday the polish school is hosting an event at larkey park. you can make it in notion -- make a donation and show your support. >> we want to do everything we can which is raise awareness and help these people out who are left with nothing. reporter: funds are key says eagle markoff with eagle ukraine, a nonprofit based out of palo alto. you can make a donation online and provide much-needed supplies. >> diapers and basic necessities. reporter: also urging people working in tech to take note. your donation might go farther than you think. >> google, netflix, apple. there is a number of companies. reporter: asking people to hold off on clothing and other physical donations, they have too much coming in. >> overwhelmed it is difficult to ship things to ukraine. reporter: another way you can show your support to the people of ukraine is by showing up.

organizers inviting everyone here to the ferry building saturday at noon. hundreds of people have been gathering at local rallies and markoff says the support goes a long way. >> this is impressive and it shows that people care, it shows that this is important. reporter: important and also personal. >> my relatives were fortunate enough to escape on friday. so far, credit cards work. reporter: speaking of currency, he wants people to know crypto donations are also an option. >> crypto does allow more efficient transfers in some cases and so we have already had a couple of donations of crypto. reporter: terri campbell, abc 7 news. liz: as the u.s. and other nations imposed sanction some pressure, concern is growing that russia may fire back and that could be a cyber war on critical utility, banking, and cyber criminals appear ready toy going out to federal agencies

health. the cdc a big shift in indoor mask guidelines infecting within 70% -- impacting more than 70% of americans. luz pena spoke about what these changes mean for the bay area and how close we are to remove the schools. luz: the cdc revealed a new metric that places most of the country at a low to medium risk of the virus. >> what the cdc did is change the mask guidance so that it is based on the number of hospitalizations in a region for covid-19. luz: based on this new metric, the majority of bay area counties are at low levels of community spread. napa and solano counties remain in the high risk category. dr. monica gandhi, an infectious disease specialist, saves it is -- says it is safe to unmask indoors if you are vaccinated and not immunocompromised. >> for the bay area, it verifies

the decision that was made that there is no reason to mask indoors. luz: the cdc is recommending schools use the same guidance placed for the general public and only require masking and places with high risk levels of covid-19. but in recent weeks, the mask mandate has become an increasingly controversial topic with some questioning why the state lifted universal mask mandate on february 15 and kept it for schools. >> the state needs to give local control back to the schools. luz: the state of california confirmed it will make an official announcement on monday about masks in schools. san franciso mayor breed said change is coming. >> i'm trying to respect and support our public health officials and the data and what they say but i think they are getting very close to making that change. luz: the founder of the parent group let them breathe said they are ready to take legal action if the state removes the mask mandate on monday. >> we are not anti-mask.

we are for choice and so it should be up to each individual child, each individual family what they feel comfortable with. luz: in san francisco, luz pena, abc 7 news. liz: governor newsom has lifted a majority of his executive orders but he stopped short of ending the emergency declaration he called nearly two years ago. the governor issued more than 550 orders, more than two dozen will remain in place and they include provisions to support the state's covid testing program like allowing pharmacists and technicians to administer tests and orders that help the state hit its goal of being able to distribute 300,000 covid shots per day like letting emts be able to administer jabs. other orders are focused on hospital capacity. republicans have called to end the state of emergency saying the declaration gives governor newsom too much power. to stay up-to-date on the latest

involving several vehicles. the collision happened just after 3:30. he was pronounced dead at the scene. you can see his crumpled bike on the street. one driver was arrested for vehicular manslaughter. police have not revealed what caused this crash. a vigil today is hoping to draw attention to the death of jackson sales. he was found dead in a san francisco apartment in march of 2020. he met a man on a dating app and there were drugs in his system. sfpd released a statement saying there were no signs of south play but the victim's family believes the case was dismissed as an accidental overdose because sales was asian and gay. the asian-pacific alliance is holding the vigil inside of san francisco city hall from 11:00 to 1:00 today. volunteers will spend more time today and tomorrow looking for

23-year-old alexis gabe. she is the only woman who was seen exact the one month ago. yesterday dozens gathered at antioch to search abandoned fields for her. her family says her ex-boyfriend was with her when she disappeared. police searched his home but no arrests have been made. now the class kids foundation is joining the search to offer their expertise in missing persons cases. >> it is a big world out there. she is a small woman and it is a matter of limiting the areas areas so we can move on to something else -- someplace else. liz: mark class created the foundation in 1994 in honor of his 12-year-old daughter who was kidnapped and murdered. search organizers they they have 300 people signed up to help search this weekend. anyone interested can go to the contra costa county fairgrounds. california senator alex padilla has announced new legislation to address the affordable housing and homelessness crisis in california and the nation. he says the housing for all act of 2022 what invest in what he

calls prudent solutions to address the shortage of affordable housing and provide funding to existing programs to reduce homelessness. according to adia, there is a shortage of 7 million for the housing units in the u.s.. an ease oakland pride elementary school, reese has had to be moved indoors because of a city sewage pipeline that runs under the playground ruptured again. this was the scene from sky seven yesterday. you could see crews working to clean the sewage. according to a spokesperson for the district, the city needs to dig up the yard in order to access and repair the damaged line. this is the same line that ruptured earlier this month. oakland is calling it a major step forward to prevent illegal dumping. 10 new high quality surveillance cameras are operating in locations identified as illegal dumping hotspots. officials say the footage the cameras capture will be used to build cases against offenders

with fines up to $1000. >> we are going to do more to enforce our laws against illegal dumping by getting to the source , making sure that we are holding accountable those repeat offenders who are trashing our neighborhoods. liz: illegal dumping has long been a problem in oakland and it is only gotten worse in recent years. an analysis found that enough garbage was dumped in oakland to cover 13 football fields with trash three feet high. let's get a check on the forecast now. it has been chilly this past week. lisa: we could drop off into the upper 20's still this hour. more widespread 30's and san francisco, 10 degrees warmer than many of the coldest locations out there. if you are not around the water, around the bay, you are certainly chilling out this morning. there is a cloud cover. a storm system to our north that will miss us, but by late tonight, it will allow for maybe a few sprinkles into the far

northern sonoma county but this will also demo the sun in parts of the bay so we are talking about increasing clouds. 35 in black hawk. temperatures in the low 30's from dublin to pleasanton. 31 in danville. 34 in lafayette. 35 in martinez. elsewhere, or 30's. upper 30's on the peninsula. 34 san francisco. pacifica at 35 degrees. low 30's and the north bay. even though temperatures are right around freezing, still a couple of degrees better than we were for several days last week. we still could be dropping off right on through the next hour or two, getting some overnight lows maxing out in the upper 20's. bundle up. delay the dog walk or the run out there because it is cold out. milder days with more clouds so that is for today. then tomorrow we will be looking at brighter conditions, above average. we have been around average,

benefits during the pandemic as millions of claims poured in. the edd was instantly overwhelmed and many did not receive benefits until 2021. not only what is -- was it a hardship, but some are finding that they missed out on a big tax break. 7 on your side's michael finney has an open woman's bittersweet story. >> it was such a shock. michael: crystal morris did not know if she was happy or mad. she was both. >> all the suffering that you went through the now it is like we were supposed to give you money to assist you. michael: crystal was unemployed when the pandemic hit. edd said she had already used up her benefits and did not qualify for more. >> it was a lot of confusion. michael: no one told her about the pandemic benefits congress had just approved. >> they were like, you are not qualified and they hung up the phone and that was the end of their part of my life. michael: crystal struggled through the first year that the pandemic with no income. >> there is nothing that i can

do but use up all my savings, a lot of credit card debt. michael: a year and a half later, the edd said there was a mistake. she should have been getting pandemic benefits all along. edd gave her all the payments she missed in 2020, more than $11,000. >> it was such a blessing, but at the same time, why did this happen? michael: crystal could have used that money during the lockdown when she fell deeper into debt. >> to find out that you would not have had to have done that if they had done what they were supposed to do over a year ago, that was painful. michael: on top of that, she found out she does not get the big tax break others got, a $10,200 tax exemption on unemployment benefits paid in 2020. crystal was not paid until 2021. the tax break had expired. >> if they did not receive the benefit until 2021, they are out of luck. michael: the irs agent says

taxes are based on income when it is received, not when it should have been received. >> i am sure it is going to be in the heigtened's of thousands, if not, hundreds of thousands of people that are affected by this. michael: given the large backlog, he says any others likely missed out on the tax break too. edd statistics show about 310,000 claims were still awaiting approval on the last day of 2020. at the same time, edd froze 1.4 million claims to investigate fraud, delaying payment just as the tax break expired. >> some 100% of the unemployment benefits are going to be tax deducted. michael: the edd did not address the delays or what happened to crystal but tells us the on and off again nature of the laws continuing to pandemic extensions of regular benefits did lead to some starts and stops and definitely made is confusing for claimants. >> it was really painful.

we are starting this half-hour with another look at the weather although i am excited to hear about that virtual-reality tasting room. let's get a check outside. lisa: over half a dozen temperatures below freezing this morning. although we are advertising a warm up, this morning it is pretty cold out there. 36 in gloucester city. 33 redwood city was only 36 half moon bay. it is freezing in pacifica, looking at upper 30's down in the south bay with 31 in livermore. fairfield at 30. 31 and napa and 30 in santa rosa but much milder around the shore. that is bringing temperatures anywhere from two to four degrees milder than yesterday. remember we had some widespread 20's with a few records. the records expected this morning but it is plenty cold out. at 9:00, we will see clouds increased 40's throughout the bay area, upper 50's to near 60:00.

notice the clouds are advancing. that will bring a warmer afternoon despite less sun and we will talk about a sunday or sunday coming up. liz: now to the crisis in ukraine. president biden has authorized up to $350 million in additional securities assistance. both president biden and kamala harris are expected on a call with the national security team to get the latest updates this morning and this comes as the president of ukraine urges citizens to stand firm against russian troops have stormed the capital. here is reporter christine sloan. christine: the situation in ukraine is growing more urgent as the russian troops invading the country pushed toward the capital of ukraine. friday, ukrainian president volodymyr zelensky spoke to people across the country urging them to burn down enemy tanks and armor with whatever means. and ukrainians are answering the call. alexei, a prominent ukrainian

that peterson did not get a fair trial and that she had a restraining order against a woman who had been harassing her when she was pregnant back in 2000. stephen clark weighed in on what went on in the hearing. >> it is clearly important and the defendant is entitled to 12 impartial jurors, not 11 so i think this is going exactly the way the defense wanted to go. liz: nice was questioned yesterday about her financial history. a fellow juror testified that she said she was having financial problems and joked about posttrial books and movie deals. the florida man seeing caring nancy pelosi's podium during the capital insurrection will spend two months in prison. that is adam johnson. he was sentenced yesterday. prosecutors say he plays at the podium and the capitol rotunda in for pictures, and pretended to make a speech. in addition to present, he will have one year of supervised release. he also has to pay a $5,000 fine

and do 200 hours of community service. more than 750 people have been charged with federal crimes related to the riot. now to a historic nomination. president biden taking 51-year-old ketanji brown jackson to become the first black woman to serve on the u.s. supreme court. pres. biden: i believe it is time that we have a court that reflects the full talents and greatness of our nation. liz: jackson currently serves on the court of appeals. the president appointed her to the position last year and received republican support at her confirmation hearing. >> i can only hope that my life and career, my love of this country and the constitution, and my commitment to upholding the rule of law and the sacred principles upon which this great nation was founded will inspire future generations of americans. liz: judge jackson will meet with lawmakers in washington next week. senate democratic leaders hope

to have a vote confirming jackson to the court by mid april. meantime, a trailblazing firefighter was honored in a big way. san francisco acknowledged the contributions of earl gage jr, the first black firefighter hired in 1955. reportedly a melendez tells us he had one goal in mind, increase diversity. reporter: a mural of earl gage jr now covers part of the exterior of rosa parks elementary in san francisco. it is to remind a community of his struggles to bring diversity within the fire department. his daughter talked about those ugly years of discrimination at the fire stations. >> sometimes he would come back and there would be urine or bowel movement and things like that in his mattress so he started carrying his mattress around. reporter: gage was hired in 1955 and for the next 12 years would be the only black firefighter in

the department. >> i cannot imagine what that must have been like, do not have the resources or support from your peers. reporter: eventually he gave up fighting fires to become the director of community services. in that position, he recruited firefighters and improved diversity. his work paved the way for robert devens who became san francisco's first african american fire chief in 1996. and later in 2000 for, joanne hate white, the first female chief -- joanne hayes white, the first female chief. >> the first thought was how can he let people do him like that and not fight back. it took more curse to handle it the way he did. reporter: it seems fitting that his image now addresses the school named after the civil rights leader rosa parks, the very same school attended by san franciso's first black female mayor, london breed. >> i feel honored and blessed to be in this position and i want
