with the change means for the bay area and how close we are to removing masks in schools. i'm liz kreutz. we have a lot to get to this morning, but let's start with a look at the weekend weather with lisa argen. people need to check this morning, lisa. lisa: temperatures below freezing, some hovering at 32 degrees. we are mainly clear in the valley, so that's why san ramon, livermore at 31, how about 29 in napa as well as ukiah. we've got freezing in gilroy with numbers in the mid 30's from novato, upper 30's in hayward. 30 in palo alto. despite the freezing temperatures, still anywhere from two to three degrees warmer than we have been. it marks the changes the afternoon gets warmer and the knight will be much, much milder. we have cloud cover increasing, upper 50's by noon time and

numbers near average with a milder afternoon. tonight, we will be having the 40's instead of 30's. we will talk about it in detail, coming out. liz? liz: announcements going off in ukraine overnight, telling people to take shelter as gunfire rang out. but kyiv is still standing today. this is a live look at the city, where it is saturday afternoon. a few clear clouds in the sky there. a nice look at the capital, still standing. ukraine's president warning that russia's forces would storm kyiv overnight after beginning their invasion of the country earlier this week. russia says the attack on kyiv has slowed, as ukrainian forces did put up a fight overnight.

there are reports of fighting within the city. it curfew inside the capital has been ordered until eight tomorrow evening, which will begin about an hour from now. ukraine's president has been asked to evacuate the capital, but president zelensky has turned down the offer, saying he needs ammunition, not a ride. this comes as citizens are also taking up arms. and there are two local rallies happening in support of ukraine today. one at the ferry building at noon and another at city hall at 4:00. tonight, city hall will light up in ukrainian colors. reporter terry campbell has more on how you can help. polish school in walnut creek.

here is a gorgeous live look outside from our santa cruz camera. a beautiful sunrise this moment. ask: 12 right now, but it is chilly out there, so bring your jacket if you decide to get a morning walk at the coast. concord police say a 16-year-old cyclist was killed in a crash involving several vehicles. the collision happened after 3:30 yesterday near downtown concord. one of the vehicles hit a teenage cyclist and he was pronounced dead at the scene. you can see his crumpled bike on the street. one driver was arrested for vehicular manslaughter. police have not revealed what caused the crash. and the vigil is hoping to draw attention to the death of jackson sales, who was found dead in a san francisco apartment of march 2020. reports show that he met a man on a dating app and there were drugs in his system. a statement was released, saying there were no signs of foul play, but the victim's family

believes the case was dismissed as an accidental overdose because the victim was asian and gay. a protest at city hall is being held from 11:00 to 1:00 today. alexis gave is the oakley woman who has not been seen in exactly one month now. yesterday, dozens gathered in antioch to search abandoned fields for her. her ex-boyfriend was with her when he disappeared. police urged his home, but no arrests have been made. the class kids foundation has joined the search to offer their expertise and missing persons cases. >> it's a matter of eliminating various areas so we can move on to somewhere else. have 300 people lined up to help search this weekend. anyone who is interested in helping can go to the contra costa county fairgrounds.

and alex padilla has announced new legislation to address the padilla says the housing for all act in 2022 would invest in what he calls proven solutions to investing the shortage of affordable housing and provide funding for existing programs to reduce homelessness. according to padilla, there is a shortage of 7 million affordable housing units in the u.s. and at east oakland pride elementary school, recess had to be moved indoors this week, and that's because a city sewage pipeline runs under the playground -- that runs under the playground ruptured again. you can see crews working to clean the spilled sewage. the city needs to dig up the yard in order to access and repair the damaged line. this is the same line that ruptured earlier this month. the city of oakland is causing it a major step forward to prevent illegal dumping. 10 new high-quality surveillance

cameras are up and operating in locations identified as illegal dumping hotspots. the footage the cameras capture will be used to build cases against defenders with find -- against defenders with fines up to $1000. >> we will do more to enforce laws against illegal dumping by getting to the source, holding accountable those repeat offenders who are trashing our neighborhoods. liz: illegal dumping is as as problem in oakland that has only gotten worse in recent years. an analysis by the chr the found that enough trash was dumped to cover three football fields, three feet high. it's pretty as the sun comes up, also very cold. lisa: 30 minutes until official sunrise, temperatures dropping into the upper 20's for some locations. it was 32 degrees right on the coast, but since then, we have warmed up. not in our valleys, though.

and a new big shift in covid guidelines. the cdc sharing new data measuring hotspots. what they are saying about masks in public places and schools, it's all ahead on gma. liz: we have told you about the struggle to deliver unemployment benefits during the pandemic. the d was instantly overwhelmed and many did not receive benefits until 2021. not only was it a hardship for recipients, some are realizing they missed out on a big tax break too. >> it was such a shock. >> crystal morris did not know if she felt happy or mad. she was both. >> all this authoring we went through for 14 months, and they were supposed to be like hey, we will to assist you. >> the eed told her that she had used up her benefits at the

armed services committee is joining us live now to talk about the us response and the impact here in california congressman. good morning. thanks for joining us. well, it is a good morning in california. i was looking at those sunrise pictures and thinking about how fortunate we are here. and it's just a week ago that the ukrainians had a similar sunrise now, the sunrise is really blocked by smoke and bombs and horrible horrible invasion by russia. it's so yeah, you've got work to do here in the united states to to support ukraine. we really do and and that's such a an important way of framing it. we are we are so lucky here in the us we have seen overnight ukraine putting up an impressive fight, but how long is that sustainable? i mean in your opinion, is it inevitable whether it's today? or in the next few days that kiev will fall to russian forces. i keep will never com n fall russia may be able to take control of it militarily, but there's four million people there that are determined to

fight back. i'm thinking about the american experience in iraq. we very quickly over around iraq and then the assurgency began. and for years the american soldiers were killed in iraq because of that insurgency. similarly. this is likely to happen in ukraine. the ukrainians are not about to bend their need to russia. they want their own democracy. they've fought for that in the streets in 2014. they did achieve they threw out the russian puppet and they put in a duly elected free elect. leader and ultimately zilinsky became the leader three years ago. they're going to fight for their democracy and the united states and nato and other countries will support them both in the current war and later if when if and when russia is able to gain dominance over that country, that is a very large country. it's the size of texas and clearly russia does not have enough soldiers and will not be

able to subjugate ukraine. so this is the long haul also in russia the people in russia went to the streets immediately when they learned about the invasion and they continue to protest and i would suspect that those protests are going to continue and ultimately putin's real jeopardy lies with the people in russia that not understand why their country russia has invaded a sister country. when we were the us can do i saw that you told the washington post this week that the us is going to begin our potentially began training ukrainian forces from abroad so talk about what that exactly looks like. and how is that different from the assistance the us has already been giving well, the united states has been supporting ukraine for many years at least eight years since the crimea invasion by russia. that support has been in three different areas. first of all, we have had.

military trainers in ukraine training the russian, excuse me training the ukrainian army as they fight against russia that's been going on for several almost seven years now in addition to that. we have supplied financial assistance as well as military aid to ukraine that has been ramped up this last year. we've provided very significant very deadly anti-tank and anti-air armaments the javelin missile specifically. the number of tanks have been taken out may vary, but i've heard numbers in the 100 range. so we've seen that kind of support. we're going to continue that support in three different ways. you just heard the president talk about additional support specifically now training outside the ukraine in the neighboring countries for russia and paramilitary organizations. we've also put together a one a 1 billion dollar loan guarantee

for the ukraine government and there's a six billion dollar bill that is now going to be moving through the congress and i would hope that would also be a bill to support and authorize the sanctions that the president has already taken and more to come right so all activities. yes, excuse me for interrupting you i'm we i only have time i'm just curious some of your conservative colleagues. you're talking about the actions the us is taking some of your conservative colleagues in congress are calling on biden to sanction russia's oil sector. do you think that should be a step the us takes? that has to be done very very carefully because that is going to come right back on america. there are efforts underway to ramp up international oil production to backfill the reduction in gas and oil from the soviet union from russia that takes a little while to get all that together, but i would expect that in the days ahead
