>> that emotional plea coming from a ukrainian american at the foot of market street in san francisco yesterday. hundreds gathered to show their support for ukraine and condemn the actions of vladimir putin. many ukrainians are asking not just for a show support but for concrete actions from international governments. several nations are imposing the biggest sanction on russia so far impacting its banks. ryan curry spoke with experts on whether that is enough. >> ukrainians are very brave and ukrainian army is very brave. ryan: natalia is waking up every day fearing for family members. she is a scholar at uc berkeley and visiting from ukraine. she says russian troops have moved interfamily's town. >> they are in shelters, they are hiding in their basements and they are trying to find a safe place to spend the night.

ryan: it leaves her helping other country support ukraine. >> i think every country should ask themselves, is there anything else i can do? ryan: so far, other countries have only implemented sanctions, trying to deter pressure from continuing its attack. but some scholars think that is not going to be enough to stop the ongoing invasion. >> in the short term the effects are going to be minimal. you really need to scale them up. ryan: yuri is an economics professor at uc berkeley. he thinks the sanctions will not stop russian troops. >>heank will calan say, sorry we had c critar that will not change behavior. ryan: the biggest sanctions came saturday. the u.s. and other countries, mostly in europe, disconnected some russian banks from the international financial system of swift. it allows banks to send money to each other. they said banning russia could

the whole thing was caught on restaurant security camera. watch as a fire engine speeds past the intersection, then a car turns into the middle of thf the fire truck following behind. it swerves to avoid the car and runs into a storefront at grand avenue and perkins. you can see the trucks' skidmarks. it was headed to a fire when the crash happened. even its lights and sirens were on. other firefighters had to raise to the scene to rescue their colleagues. >> five toters were on the truck with three having injuries. all firefighters on the truck were evaluated and three of them were treated and transported to the hospital. liz: people who lived in the apartments above were evacuated because of broken utility lines and concerns about structural integrity. oakland police say they will give an update on the whereabouts of the other driver. if you're planning to drive or

day of celebration for the life of oscar grant. community members, family and friends marked what would have been his birthday weekend this weekend. grant was shot and killed new year's day 2009 by a police officer. it also contributes to his mother who works to build bonds between police and the community. >> there is no place for that in napa. no place for hate. liz: people gathered at a synagogue after anti-semitic flyers were reported in the community earlier this week. residents found them around the temple and outside homes. there have been similar reports and similar incidents in other bay area cities and cities across the country. anyone with information is asked to contact the police department. the golden state warriors hosted a black history month celebration in san francisco.

there is santa cruz with low 60's arriving from ocean beach, pacifica and half moon bay. the risk of occurrence will be strong. you head toward santa cruz, how about 62? we fast-forward into wednesday. we are dry, cloudy and 6:00 will bring rain offshore. as we get into the overnight thursday it is scattered showers. the highest amounts will be along the coastal hills and sierra snow. as we look at this forecast model it is still a ways out but picking up 1/10 of an inch through santa rosa, better in napa. these are definitely overdone toward fremont and san jose. but as we get closer we will define the amounts a little better. in the meantime, things have changed and we will get wet weather from wednesday into thursday. that is good news. 65 richmond, 68 fremont, but
