what he called aggressive statements from nato countries. just minutes ago, a spokesperson for ukraine's president said they have agreed to a delegation to hold discussions with russia in the near future. the two sides have agreed on meeting north of chernobyl which is currently under russian control. ukrainian forces have managed to fightorffensive to take the capital city but it is estimated there been several dozen deaths. an intense battle continuing for the second largest city as well. ukrainian officials say a gas line has been blown up and fighting in the streets. the united nations says more than 368,000 ukrainians have now left the country, many arriving in neighboring countries the u.s. and key european allies said they would expel certain russian banks from swift, the network that connects global institutions.

biden administration official said it was unprecedented act of sanctions coordination. elon musk says he has activated the first of many starley satellites to provide free high-speed internet to the ukrainian people. a lot of new developments here as we wake up this morning. there are several events happening today in the bay area in support of ukraine. there is a rally in front of city hall in san francisco and at 3:00 a community picnic. they will be raising money for the jesuit refugee service. the courage and perseverance of ukrainian fighters and those taking shelter is being commanded on the world stage but it means families have been split apart. loveland's in the bay area are left watching and waiting.

were also glowing in the ukrainian colors. to the civic auditorium in city hall. saturday was marked with protests and rallies at every one of them a call to action to help the people of ukraine. >> i call on all the russians, do not stand idle. your time is not at the rallies. we ukrainians can talk to the media. we can organize the rally. you should be calling on people at home so they are not silent. liz: that emotional plea coming from a ukrainian american at the foot of market street in san francisco. hundreds gathered to show their support for ukraine and condemn the actions of vladimir putin. many ukrainians are asking not just for a show support but for concrete actions from international governments. several nations are imposing the biggest sanction on russia so far impacting its banks. abc7news reporter ryan curry spoke with experts on whether that is enough.

>> ukrainians are very brave and ukrainian army is very brave. ryan: natalia is waking up every day fearing for family members. she is a scholar at uc berkeley and visiting from ukraine. she says russian troops have moved into her family's town. >> they are in shelters, they are hiding in their basements and they are trying to find a safe place to spend the night. ryan: it leaves her helping other countries support ukraine. natalia i think every country : should ask themselves, is there anything else i can do? ryan: so far, other countries have only implemented sanctions, trying to deter pressure from continuing its attack. but some scholars think that is not going to be enough to stop the ongoing invasion. >> in the short term the effects are going to be minimal. you really need to scale them up. ryan: yuri is an economics professor at uc berkeley. he thinks the sanctions will not

stop russian troops. yuri: the bank will call and say, sorry we had to cancel the credit card. it is inconvenient but it will not change your behavior in the fundamental way. ryan: the biggest sanctions came saturday. the u.s. and other countries, mostly in europe, disconnected some russian banks from the international financial system of swift. it allows banks to send money to each other. they said banning russia could ultimately affect how russia funds the war. >> removing pressure from swift is a move in the right direction. we should not use the international financial system to fund war. ryan: he said it is a long-term plan but will not immediate leased up the fighting. he fears russia will continuing invading and other nations possibly. >> it will be moving to other countries. ryan: ryan curry, abc 7 news. liz: the bay area insight on the situation in ukraine and the situation as it comes in.
