they could not believe that this happened. as black history month comes to an end, people gathered in downtown oakland for the fifth annual black joy parade. this is the largest free parade in the state celebrating black artists, black organizations. this year people were able to celebrate in person after being forced to go virtual last year. festival featured more than 150 music dance, and black organizations. there were also 200 vendors there. we had a wonderful time. amy: police were here throughout the night gathering evidence at this dave and busters restaurant and bar. it is also an arcade filled with videogames. there is a lot of ground to cover for investigators inside. concorde police say four people were shot last night just before 11:00. police say this involves some kind tell us no one outside these two groups was hurt. two men that they say took themselves to the hospital. when police got here they found a man and a woman who had been shot and i got them to the hospital. this dave and busters his located inside the veranda shopping center. police say this is still under investigation so they don't have any more details on whether there will be any arrests. they have not released any information about the people involved. they are asking for any witnesses to please come

they say no arrests have been made. kumasi: california's top doctors are set to provide new mask guidelines today. today's announcement comes after the cdc changed its guidance for masks in school on friday. communities with low to moderate covid-19 cases can ease masking mandates if they choose to do so. several bay areas are in a low risk. reggie: new york state is dropping its school mask mandate starting wednesday based off of new cdc guidelines. data shows 70% of americans living in communities with low to medium risk. over the next eight days, five states and washington dc are expected to drop their indoor mask mandates but could bring them back if cases start to search. >> i would like to see the most masking when it is really needed
