people, including his young children before turning the gun on himself. dan: it happened inside a church we had tim johns is live near the scene where he heard from investigators a few minutes ago. reporter: that is right. a tragic story unfolding tonight in sacramento. a father killing his three daughters, those girls aged 9, 10, and 13. a tragic scene unfolding in a sacramento church monday afternoon. after receiving a call at 5:00 p.m. of gunshots, officers arrived on scene. >> when they arrived, they found five people deceased. reporter: the shooter was one of the adult males and also the father of the three girls. he had a restraining order against him taken out by the mother of the children.

the other adult male was on a court order advisor. the sheriff's office calling it a domestic violence case. >> this was not a random shooting. this was targeted by the father. reporter: the sacramento county sheriff's office telling us they have notified the girls' mother about the incident. this is still an ongoing investigation as he can see behind me and we will continue to bring you the latest updates at our website. i am tim johns, abc7news. ama: thank you. developing news on the russian-ukraine crisis. right now, russian forces are closing in on the capital of kyiv. part of a 50 million dollar package of military aid to help ukraine.

morgan norwood tells us russia is now being investigated for war crimes. reporter: the ukrainian president is accusing russia of targeting civilian areas, calling it a war crime. but the casualties mounting among them, children, the international criminal court launching an investigation. this comes amid delegation talks without a deal. both sides say they will meet again but the u.s. department voices skepticism for whether russia wants diplomacy. there are worsening fears that putin will intensify the attacks. new images showing a long convoy of russian vehicles and tanks miles from the capital of ukraine. the u.n. is warning that up to 4

says that when it comes to masks in schools, they need to go. they will be going away in many districts as the state of california is lifting the school mask mandate with new guidance starting mask -- march 12. >> what is the point of waiting? >> to me it is pointless. it is a dumb idea. j.r.: but not everyone thinks it is dumb. while the public health guidance will align with the state, the san francisco unified school district is going the opposite route by keeping universal mask mandate past march 11. this is part of approach to reduce the spread of covid-19 in schools. dr. jean noble displayed her displeasure with the decision. >> this is disappointing. kids have been not having a normal school environment for two years and there are downsides to that. j.r.: while many of those we

spoke to our in favor of doing away with the mask mandate, some are not. this 11-year-old is high and goes to dallas ranch middle school in antioch. she says she will keep her mask on even if she is allowed to take it off. >> i just honestly feel uncomfortable with it happening. j.r.: now many school districts may wait to see what their county health officials say before they opt to go with states guidance. they have time before that march 12 date. starting tomorrow, masks will no longer be required for unvaccinated workers indoors and statewide. the rules may different county to county and among businesses. j.r. stone, abc 7 news. dan: thank you. there are conflicting reports tonight about the future of masks in san francisco schools. the mayor tweeted that there will no longer be mask mandates

see san jose city hall is glowing yellow and blue tonight, illuminated with the colors of the ukrainian flag. one leader is proposing an additional step to support ukrainian people. reporter: important and valuable, that is how the south bay nonprofit know ukraine is describing this latest display of support. san jose city hall now decked out in yellow and blue. colors reflecting the flag of the eastern european nation. >> this helps ukrainians to be stronger. reporter: the city made the change monday night in an effort proposed by councilmember david cohen. >> this was an important enough moment in history to at least show that we stand with the people of ukraine. reporter: the lights a show of solidarity to the more than 4000 ukrainians who live in the capital of silicon valley. it is a significant showing on the world stage. >> companies like intel, amd,
