the city council agreed, voting in favor of the recommendation to align with state rules for large indoor gathering. the mandate requiring proof of a booster to get into events owned by the city. the change will impact attendance at places like the s&p center, home of the sharks. karina: in about one hour, the san francisco school board meeting will get underway. they are expected to vote on whether to lay off 200 teachers and staff members. the district says layoffs are necessary because of the projected $125 million budget apposite for the next school year. dan: breaking news in the north bay dashers alive picture of a fire burning near russian river. about four acres have burned so far. we will bring you any more updates as they come into our newsroom. karina: there is also a search for this man -- francisco gonzalez. the sheriffs office says he shot and killed a man this morning

near alder and willow roads and a shelter-in-place order has been in place. this is a few miles from the brush fire we showed you. officials say he is armed and dangerous and you should not approach him. they're working with multiple agencies to search the area. >> we know he has a long gun. he's going to be able to shoot from a distance, so we want people to stay indoors and not come to the scene and figure out what's going on. karina: officials are calling the shooting a family disturbance. anyone with information should call 911. dan: a former ufc champion is being held without ale on suspicion of attempted murder after a car to car shooting in san jose. dustin dorsey has more on how the arrest is being received by the mma community. >> traffic was blocked for nearly two hours yesterday in south san jose. police say a man shot another driver in a separate car,

historically dry january and february. when the california part one of water resources measured the snowpack at the start of march, the number was bleak -- only 63% of normal water content. >> we are in a world of hurt here. i know we feel there are so many crises going on, whether it be covid, the un-housed, ukraine, this is a real crisis but i don't think people are going to realize it until the taps run dry. >> santa clara valley water said they may have to increase their mandatory conservation target and offer bigger incentives for things like ripping out lawns. wells could run dry. as they lay down plans to utilize supplemental supplies and purchase water -- if anything, conservation is now going in the wrong direction. >> most of us have been conserving 10% until february and this dry, crispy whether it

dan: in less than two hours, president biden will deliver his first official state of the union address. karina: it comes at a trying time for the country and the world. dan: liz kreutz is here with a preview. what are you hearing about what the president plans to say? >> those are three words to describe much of what we are going to hear from the president going to hear from the president tonight . inflation in the economy is the number one issue for americans. the president expected to tout growth in the economy and with all eyes on the situation in ukraine, the president is expected to talk about unity, how the country and the world are rallying against putin and to support democracy. this is what the department of energy secretary told me earlier today -- >> i think he will obviously talk about the ukrainian

these two were hooking up. look what it does to our rain. it slows it down, light to moderate through most of the more -- most of the morning commute. then with the counterclockwise flow, most of the rain will wrap around that low and the closer you are to the coast, the more likely you are to see rain. the farther inland, the less likely you are to see rain. look at these rainfall amounts -- a quarter to half inch in the coastal mountains to barely a 10th of an inch in the east bay valleys. we will all be significantly cooler. from 74 to 58, mid wind chill as winds gusts to 40 miles an hour. 50's saturday, slight chance of a shower and sunday, monday and tuesday, we start to warm up a little bit and more sunshine. we talk more about our chances

dan: new developments in ukraine where russia is escalating attacks, hitting a tower in -- hitting a tower with a missile in kyiv today, and hitti civil administration building, killing at least six people. the ukrainian president is calling the attack a war crime and is pleading for more help, including ukraine's admission into the european union. the united nations says 130 six civilians have been killed since russia invaded last week, more than 400 wounded. u.n. estimates 677 thousand people have fled to ukraine so far, most into neighboring poland. karina: ukraine's president is

calling for volunteers to help fight. he has created a new unit, the international lesion of territorial defense of ukraine. the consul general of ukraine in san francisco posted information, including an appeal to foreigners who want to help. governor newsom is calling for more sanctions against russia. the government has asked state run retirement systems like calpers to pull funds from investments related to russia. roughly one point $5 billion in funds has a connection to russia's financial markets. dan: in the meantime, a ukrainian man living in the bay area is trying to keep tabs on his grandmother's into different regions. stephanie sierra shares their story as they struggle to survive in kyiv. >> they can hear explosions day and night. >> he's watching the devastation unfold from the bay area, struggling through sleepless nights. his entire family is split up in kyiv.

four. some are labeling it mask confusion, but seems like mask fatigue. we are talking about the changing guidance for masks at school. santa clara lifted it indoor mandate starting tomorrow. officials are strongly recommending people wear their masks indoors in consideration of those still at risk. the announcement comes a day after state health officials lifted the indoor mask mandate at california public schools effective less than two weeks now, march 12th. we have been reporting this for so long. it's not a surprise that at the end of it all, it is still confusing. everything has been infusing from the start of the pandemic according -- in terms of the guidance we are getting. ama: i was on a tear yesterday. my husband did not even want to be in the same room with me. i didn't think it would apply to childcare facilities since they don't have the option of getting vaccinated, so i went off on --
