announcer: building a better bay area. this is abc7news. >> the ukraine continues into a six day with more deadly attacks. russian troops are being met with fierce resistance from ukrainians. thank you for joining us. >> you're watching abc seven news :00. today, russia escalated attacks, hitting a tower with a missile in kyiv, killing at least five. this is also targeted the sevillian square in ukraine's second-largest city, killing at least six. president zelensky called the attack a war crime and pleaded with the european union for

admission. >> we are fighting for our rights. for our freedoms. for our life. and now, we are fighting for survival. do prove that you are with us. do prove that you will not let us die. >> united nations says 136 civilians have been killed since russia invaded. more than 400 wounded. some believe that number is higher. dan: as the war intensifies, civilians are patrolling and joining armed forces to fight for their country. luz pena spoke with ukrainian families to show us what they do at night. >> as night falls and russian forces continue to press through major ukrainian centers, civilians are arming themselves to protect their cities. one of them is -- husband. six days ago, he was a lawyer.

today, he is fighting for his country. >> we are protecting odessa. he is fighting. he is patrolling. he is waiting for another family that they will be allowing to stay in their house from the city. luz: with the help of a translator, they said they stayed back to fight for freedom. their 15-year-old son is also armed. >> he knows where to shoot and what to do if something does happen. luz: when i spoke to her, she had only slept two hours. her home is located on the outskirts of the city of odessa. she has turned it into a shelter for multiple families escaping gunfire. >> the government has advised us to make sure that it is dark. when the satellites are looking over the city, trying to see where people are. >> two hours from kyiv, -- also joined the local defense team. this is footage of him

the invasion is creating, it is estimated nearly 700,000 people have fled ukraine since the attack began. unicef estimates nearly half our children. officials are prioritizing women and children, but there are some immigrants living in ukraine who believe their race is a factor in delaying their ability to evacuate. one man from congo says he watched as white men were allowed to board trains to poland but men of color were turned away. >> you feel like because you are black that you were treated differently? i want to make it clear, you really think that was? >> in my case, it was clear. it was clear. because we are black, that's they were acting that way. >> more than 4 million people are expected to leave ukraine in the coming days. the u.n. humanitarian agency is asking donors for an additional $1.7 billion to support the

crisis. dan: at home, governor newsom is calling for more sanctions. the governor has asked state run retirement systems to pull funds from investments related to russia. roughly $1.5 billion in funds have connections to russia. >> due in part to the war in ukraine, oil futures rallied with prices around their highest levels since 2014. oil-producing countries are taking action. all members of the international energy agency agree to release 60 million barrels of oil to send a message to markets that there will be no supply shortages. dan: what is happening in ukraine will be a significant part of joe biden's official state of the union address which begins in less than an hour. liz kreutz is here with more. the president is expected to make a big announcement tonight? >> he is. the president is expected to

announce the u.s. will ban russian carriers from its airspace. this is a major step and something the ukrainian president has been urging the u.s. to do. much of this speech will deal with the situation in ukraine. the white house says the president will directly call out vladimir putin by name. he will say putin thought his invasion would divide the west and nato, but that he was wrong. additionally, the president is going to talk about the other issue, inflation and the economy. >> bottom line is, the president is going to focus on reducing costs to people, addressing the issue in ukraine, and building out supply chains for manufacturing the technologies that will move us into the clean energy future. >> white house also says the president will announce a unity agenda tonight that is going to include tackling the opioid and mental health crises, supporting veterans and ending cancer.

an issue that is quite personal to the president who lost his son to brain cancer. on top of that, the president will announce a new test to treat program for covid-19 to get americans easy and median -- immediate access to the pfizer pill. first and foremost, much of the speech will be about the response to ukraine. the first lady is bringing the ukraine ambassador as one of her guests. many members of congress have said that it a show of solidarity, they will wear yellow and blue. dan: abc news state of the union coverage begins tonight at 6:00. on our website, and o o bay area streaming app. that is available all -- fire tv and roku. >> breaking news out of east oakland, police are investigating a shooting. it happened about an hour ago.

when officers arrived, they could not find any victims. investigators say minutes later, two victims showed up at a nearby hospital. no word on their conditions or if they are related to the incident. police remain on scene. dan: and sonoma county, a fire is burning above the town of monterey a. calfire tells us six, maybe seven acres have burned but no structures are threatened. they are fighting from the ground into the air. no word how it started. >> only a few miles from that, a manhunt as ended. hours ago, the sonoma county sheriff confirmed to us the suspect in a deadly shooting is in custody. >> community members started calling in, saying they were seeing him in the area. deputies responded with swat personnel and took the suspect into custody. >> officials say francisco gonzalez killed a family member after a dispute this morning.

a shelter-in-place issue was issued for part of the town, that has been lifted. dan: a former ufc champion being held without bail under suspicion of attempted murder after a shooting in san jose. dustin dorsey has more on how the arrest is being received by the mma community. >> traffic was blocked for nearly two hours near monterey and bailey roads yesterday. police say a man shot another driver in a separate car, sending the man to the hospital. one arrest was made, former ufc champion cain velasquez. >> cain velasquez is not the kind of guy you would think would be involved in something like this. >> mark -- as a combat sports reporter for espn and has gotten to know velasquez well. learning the news that velasquez is now in jail, suspected of attempted murder, is something he never would have considered. >> mna -- mma is a sport with a lot of characters, people from

all walks of life. there are some people who get in trouble a lot. cain velasquez was never that type of guy. >> police arrested velasquez and this salinas native was booked in jail where he is being held with no bail. the rest is being felt throughout the community, as well as with fans. >> complete shock. surprise. i've seen people say of all the people in this sport, cain velasquez, that is a shocking name to be involved in this. >> velasquez is one of is one of fighters to train in south san jose, a location just miles away from where yesterday's incident occurred. police any motive and circumstances surrounding the incident are under investigation. >> i feel like there has to be some kind of reasonable asked -- reasonable explain a as to why this may have happened. i cannot speculate on motive. >> velasquez denied our request

in a statement, they said masking is one of the least burdensome properties -- school spirit the mayor says the metrics in the city are good enough to not need the mandate. >> we are doing well with our numbers. we have -- san franciscans fully vaccinated. hospitalization rates have gone down considerably. >> it comes as other areas are also dropping mandates. dr. sarah cody announced santa clara county will no longer require masks and doors. santa clara was the only bay area county that did not originally joined the state when lifting requirements. >> we have met the metrics. we are transitioning from a requirement to a strong recommendation. >> california continues to move in a less restrictive direction when it comes to covid. even unvaccinated people are no longer required to wear masks indoors. after months of restrictions designed to get people vaccinated, is there anything left to continue the push? >> for people who have not been

comes into our area but it is going to be slow-moving. it is not going to rain everywhere right away. 6:00, well to our north. 10:00, north bay seeing showers thursday. 4:00, coastal areas and the east getting wet weather. you will notice inland areas not getting a lot. some of you may not measure at all. as far as rainfall totals go, about one third an inch in santa rosa. it turns to snow in the mountains. up to 10 inches at kuipers. snow levels are going to start high and will eventually lower. really picking up to 50 mile an hour wind going into friday night. saturday as well. it is going to feel blustery and colder than what we have been experiencing. the cooling spreads tomorrow. it's a light level 1 for thursday and friday.

wet, chilly and blustery friday. slight chance saturday and then we go mild and dry again sunday. ama: thank you. dan: a large group gathered at city hall in san francisco. an organization called walk san francisco is asking the board of supervisors to make golden gate park's jfk drive car free permanently. during the pandemic, the mayor closed the street for residents to exercise. now people want to keep it that way. organizers gathered 6000 signed postcards supporting the cause. they anticipate the board of supervisors will vote later this spring. ama: the parks at five them had its grand opening. it is a four acre space intended for artists, performers and more. located at fifth and mission streets. there's also office space, housing for middle to low income residents. the project took more than a decade.
