they became optional yesterday and were a rare sight in the chamber tonight. >> what was on display, the colors of the ukrainian flag, blue and yellow. president biden wore a blue tie and nancy pelosi also wore blue. dan: the war in ukraine was the top topic in the speech that lasted over an hour, ranging across issues including the pandemic, inflation, and the environment. liz franks has been listening closely and joins us to break down what was mentioned. liz: he delivered a wide-ranging speech with a focus on unity. he spoke about the economy, inflation, covid-19, bending back to normal, and russia. the president had stark words for vladimir putin and his oligarchs. he announced u.s. will close all

american flights from russian airspace. pres. biden: we will find and sees yachts, luxury apartments, private jets. we are coming for your elbow gotten gains. we will join our allies in closing off american airspace to all russian flights, further isolating russia and adding an additional squeeze to their economy. he has no idea what's coming. >> after addressing the crisis in ukraine, the president pivoted to the economy and inflation, the number one issue facing americans right now. he says his top priority is to deal with rising costs. pres. biden: one way to fight inflation is to drive down wages and make americans poor. i have a better idea. lower costs, not wages. justice department will soon name a chief prosecutor for pandemic fraud and announced a new test to treat initiative, a plan for americans who test positive for covid to get access to pfizer pills free of charge. the president said the country is moving toward normalcy. the president himself did not wear a mask. asks were optional in the chamber. dan: that was very noticeable. something else i noticed was the tone of the speech, less partisan than in the past. the president spoke about unity and introduced a unity agenda. liz: a four-point unity agenda with ambitious goals that all americans can get behind. one, beat the opioid epidemic. two, tackle mental health, especially among kids. biden called out social media and named facebook whistleblower

let's get you caught up on the latest developments. russian military advances have troops 15 miles off keep's center with indication the troops are running out of gas and food. moscow's forces have made inroads into border regions north, east, and south of the country, but face slower than expected process to the p of -- capital kyiv. the ukrainian government reports more than 350 people have been killed so far. at least five died in a strike on a tv tower. >> russian strikes are hitting schools, hospitals, federal buildings, destroying critical infrastructure. dan: tonight a warning from the u.n. of a worsening emergency, the mass exodus from ukraine. the u.n. estimates nearly 700,000 people have fled across

neighboring borders, while in russia harsh sanctions have resulted in the crash of the ruble and have the country scrambling to keep the economy running. [bell ringing] ama: stocks dropped as investors wait the rush of attacks on ukraine and the impact sanctions are having on moscow. the dow plunged 1.8 percent, the nasdaq 1.6%, the s&p 500 about the same. governor newsom has asked the state run retirement system and the uc retirement system to pull funds from investments related to russia. roughly 1.5 billion dollars have a connection. dan: ukrainian civilians are joining armed forces to fight for their country. luz pena spoke to two ukrainian countries show us what they do

dan: your health is a big part of building a better bay area and the new month has brought changes to the rules. the state says even people who are not vaccinated no longer have to wear masks in indoor public spaces. santa clara county will lift its indoor mask mandate tomorrow. it held off until it met its own metrics on case rates, hospitalization, and vaccination. in two weeks, the state will drop the school mask mandate. locally it is up for debate. we have a closer look at the mask confusion. reporter: california continues to ease restrictions on masks. the san francisco mayor is

calling on them to join the rest of the state and left the mask mandate. >> i called the superintendent and expressed my desire to see masks removed and the schools. he has to work with the union to figure out a solution. reporter: san francisco unified says it is keeping its mandate, saying masking is one of the least burdensome policies on schools and is effective. the mayor says transmission rates are good enough to know longer need the mandate. >> 83% of san franciscans are vaccinated and hospitalization rates have gone down considerably. reporter: other places in the bay area are also dropping mask mandates. santa clara county will no longer require masks indoors. santa clara was the only bay area county that did not join the state when lifting mask requirements. >> we are transitioning from a

requirement to a strong recommendation. reporter: california continues to move in a less restrictive direction. even on vaccinated people are no longer required to wear masks indoors. after months of restrictions to get people vaccinated, is there anything left? >> for people who have not been vaccinated, it is easy to only think about the present. i think about vaccines as the future. reporter: the doctor does not want us to forget about the need to get vaccinated. >> almost everyone who has a real covid disease has been on vaccinated. reporter: the mayor says she trusts the guidance of health professionals. >> i am going to continue to trust them. if we no longer need to require it, i am ok with that. ama: there is an effort to get carpooling back in the bay area. it dropped because of the pandemic, but with the price of

tolls and gas going up, it has become appealing. the ntsb is helping to coordinate efforts to make it easier for riders and drivers to match up. ferry service between san francisco and treasure island is finally here. sky seven caught one of the first runs. the trip is 15 minutes long and the boats run seven days a week. dan: plain sailing out there today. gorgeous. when my wife and i took the dog for a walk, we did not need a jacket. it was quite warm. >> you must have been inland. dan: it was cool but bearable. >> it was actually really nice, the 70's, inland. a nice day to be out sailing. along the coastline, we did see cooler air in the form of fog. i want to talk about rainfall records first. it has been the record driest

january, february this year for san jose with only .01 inch over two months. san francisco, .65. you have to go back to 1852 to get the second driest, which was .75 inch. the streak is not going to continue. notice the fog below hover around the golden gate bridge. that dropped temperatures near the coast and parts of the bank. higher clouds are changing towards thursday. overnight tonight, not only high clouds but we see the fog along the bay shoreline. watch out as you are commuting. it is dicey in terms of visibility with the fog. for the afternoon the sun will be filtered by the high clouds coming ahead of the atmospheric river named at the pacific northwest. i am not expecting a lot of rain

thursday, but we will see some. here is a look at temperatures, mid 50's from mountain view to san francisco, 50 four half moon bay. gorgeous view looking toward sutro tower. visibility is good. 53 petaluma, 58 napa, 56 livermore. san jose from the shark tank perspective. morning fog and high clouds, cooler in the afternoon, chillier with rain thursday. blustery friday with cool showers, may be hail and thunder , the potential for high elevation snow. 40's with fog and high clouds in the morning. the afternoon, low 60's to mid 70's, still mild around inland communities. light friday, slight chances of thunder, hail breezy to gusty and chillier.

watch the wet weather. 7:00 thursday starts to move into the north bay. this is the latest computer model. it wants to bring a few showers by evening. it spends near the coast. inland areas could be missed entirely. along the coast, you are looking at a few hundredths to .14 inch of rain. the wind will pick up as the system goes through, 40 to 50 miles along the coast. onshore breezes make it feel even colder. as we look at the extended computer model, friday night into saturday looks like the potential for more wet weather. could be some hail, certainly snow in the sierra. cooling spreads tomorrow. you won't feel it inland, but a light level 1 for thursday, friday, blustery with a wintry mix.

saturday, a chance for showers before vika dry and warm. ama: a historic appointment for president at santa clara university. the move breaks a 171 your tradition at the jesuit school. dr. julie sullivan is the first layperson and first woman named the post. >> the first lay and f president of this university, dr. julie sullivan. reporter: the unanimous choice of 64-year-old julie sullivan is not only a seachange for santa clara, but left apparent desire to bring new perspective to issues of social justice, diversity, and allegations of sexual abuse. she is a wife, mother of five, and a grandmother of nine. >> it develops a lot of coping, empathy skills, skills to deal with change and the unexpected.

i hope that better prepares me for this role. reporter: dr. sullivan was first layperson and woman at the university of st. thomas. she was selected out of 58 applications, including jesuits. >> eligible jesuits is a smaller pool. hopefully that will change. reporter: the previous president stepped down after complaints of inappropriate behavior. women raised allegations of drugging and sexual assault. students hope she will be the right leader. >> carrying, empathetic toward students. i think we need that now because of everything that's happened on campus. reporter: dr. sullivan pledges to be accessible and supportive. the next step will be proof of performance. university students say they are looking forward to an open door policy. she assumes office on july 1. dan: next, $1000 for a cat.

ama: new meaning to the term cat burglar. someone stole a kitten from san francisco. ajack was taken last wednesday, a six-month-old tortoiseshell.

the cat rescue group give me shelter provides animals for the display and first thought ajack had escaped. they found security footage showing the crime. >> it was clear the suspect was holding the cat and walking out of the store. they walked in around 5:30, seven minutes later they walked out. ama: the thief was with two other people and was able to break a lock to get ajack. give me shelter is offering a $1000 reward for her return. dan: a missing falcon is no longer missing. any the peregrine falcon has been a fixture at uc berkeley since 2017. recently she appeared to have flown the coop. annie has just returned. those who keep track of the bird say in all their years, never

state of the union announced the u.s. will close its airspace to russian aircraft. he reiterated u.s. troops will not engage in conflict with russian forces. dan: a ukrainian man in the bay area is trying to keep tabs on his two grandmothers. >> stephanie sierra shares their story as they struggle to survive in kyiv. stephanie: slava is watching the devastation in ukraine, struggling through sleepless nights as his entire family is split up in kyiv. >> part of my family has been hiding out in the subway system and the rest has a bunker outside ukraine. stephanie: pictured here is one of his grandmothers, sitting in a tiny bunker beneath their home. every day she takes turns cooking meals, bundled up with family and frigid temperatures,

wearing bullet-proof vest's. after living through world war ii at 14 years old, she tells her grandson she is still ready to fight at 83 years old. >> she said she will grab a pitchfork and stand up for ukraine. stephanie: he says both grandmothers are separated in different locations. he checks in with them every couple hours, often hearing bombs in the background. >> one, after spending three days in the subway, said she would rather take the risk and stay-at-home and if she has to dive, she has to die. to look in her eyes and see that fear broke my heart. stephanie: that fear compounded with separation. his parents are both coaches for the ukrainian national rowing team and arrived in turkey days before the explosions hit kyiv. >> it is scary for the athletes. they are freaking out.

my dad is trying to distract them as much as possible. stephanie: his mom and dad hiding out with 20 ukrainian athletes, all separated with their families with little access to search for them as most bridges into the city have been blown up. the uncertainty increasingly painful. but he prays his family will find each other and get to safety. dan: you can stay up-to-date on the war in ukraine. the abc 7 bay area news app is streaming 24/7 for you. ama: a homicide suspect taken into custody this afternoon after a five hour manhunt. a shelter-in-place order was issued for part of the town as law enforcement agencies searched for francisco gonzalez. they say he was armed with a rifle. the shooting happened just after 10:00 a.m. the sheriff's office spotted

gonzalez near green valley school road. >> community members started calling, saying they were seeing him. deputies responded with swat personnel and took the suspect into custody. >> officials have not really the identity but say he was a family member of dollars -- of gonzales. dan: there are new details in the case of a rented apartment k9 that ripped the scalp off a woman method of shop -- shoplifting. she is suing the city and the hands are now. we have more on why a canine was used and the command of the handler says it received. reporter: the video is so graphic, we can't fully show it. tamika bates admits she shoplifted from an altar beauty.

bates and two others stole $10,000 worth of perfume. >> i was a regular person trying to make my way and it escalated. reporter: bates was in a getaway car that rammed a police cruiser, according to the police report and seen in this dashcam video. the suspects later ditched the car. police apprehended one suspect hiding in a garbage can, according to the police report. bates says she hid in these bushes. hey k9, marco, and his officer found her. >> i just felt something attacking me, pause on my back. then i started feeling reps from my scalp, here, here, and teeth grinding. i thought i was going to die. reporter: terrified, bates

called her mother. the brentwood police officers association says police dogs are often used search these types of areas because armed suspects can conceal themselves in vegetation. the officer writes, when marco locates human odor and if he comes into contact with subject, he is trained to bite the first part of the body he contacts with or without command and hold the suspect until i release him. >> no warning, no, with your hands up? that would have been better with me. reporter: the officer says the search command was the only command given. a canine alert was not given because there was no indication there were suspects in the area. he began calling for bates to come toward him and bring him the dog. without compliance, he made his way towards her and took marco

off the bite. the report states he was biting for more than 60 seconds. her lawyer has filed a lawsuit against the officer. >> we want to bring attention to this officer and is out of control german shepherd. neither one are fit to serve the community they are sworn to protect. >> i didn't know the dog was going to bite me. >> you shouldn't have run from the police. reporter: the city tells abc7news the incident was reviewed by the use of force committee, which found it to be under policy and law in the circumstances. surgeons were able to reattach bates' scalp, but she says she has nightmares, memory loss, and. >> depression i want the dog to be laid down, i want him to be fired. i want justice. reporter: the city of brentwood

dan: is tax season ramps up, taxpayers are finding some losses they suffered last year are no longer tax deductible due to changes in the tax cuts and jobs act during the trump administration. personal losses generally cannot be deducted. michael finney says it is a double whammy for those hit by scams. michael: i have been reporting on a scam where imposters trick victims to sending money through zelle. now victims are finding out the irs won't give them a break either. >> i had been scammed. >> $3500 was gone right there. >> the money disappeared. michael: all were victims of the same scam. bank imposters claiming to help stop fraud tricked them into

sending money through zelle, but it went through the clerk's. >> i went -- i sent $7,000 through various transactions. >> i had six dollars left. >> my hope was i could treat this loss of money as a deduction. michael: donald james tells us of the sting of losing thousands to the scam. he figured at least the federal government would soften the blow with a tax break. >> i called my accountant and he said, no longer available since 2017. >> that law changed in 2017. >michael: the irs agent says sas news is bad for scam victims. they can no longer deduct losses from being swindled by thieves. other personal casualties are no longer deductible either, such as a home burglary, house fire, wind storm, or auto accident.

dan: a fire burned seven acres in sonoma county tonight. the fire started above the town of monteleone. the fire isn't growing anymore but crews are watching for hotspots, making sure it doesn't flare up. no word on how the fire started. ama: state water officials measured the snowpack in the sierra with ominous results for continued drought conditions. leslie brinkley checked in with the experts for what it means in the bay area. leslie: there was the infamous october storm followed by a dry january and february. when the snowpack was measured, only 63% of normal water content. >> 63% is one step short of

catastrophe or us. i know we feel there are so many crisises, whether it be covid, dion housed, ukraine -- this is a real crisis but i don't think people are going to realize until their taps run dry. leslie: san francisco valley water says they may have to increase 15% mandatory conservation target and offer bigger incentives for ripping out bonds. -- lawns. they laid out plans to use supplemental supplies and purchase water. if anything, conservation is going the wrong direction. >> customers have been conserving 10% until february and i think this dry weather is causing people to turn on irrigation again, at a time when we would be expecting natural rainfall to water those
