one. deliberate union high school district voted to no longer enforce mask wearing inside. it comes to weeks before the statewide mandate expires. >> we will not remove the kid from the classroom anymore. we will give them the education they deserve. ryan: eric stone barker says before this week, students who refused to mask up would be removed and sent home. >> we were removing kids from the classroom and having their parents pick them up. then, shortly after that, the parents refused to come pick them up. ryan: the school board president says he does not see the point in waiting two weeks. the teachers union says this put some an illegal bind. >> the resolution the board has passed has compelled us to breka the law --break the law and not enforce the students to wear their masks. ryan: hillary pedrotti is the

kristen: there was an outpouring of support for former ufc champion who is accused of a ttempted murder. a crowd of people wearing shirts showed up in hit -- san jose for his first court appearance after a car to car shooting monday. court documents show he was targeting 40-year-old harry berart jr., accused of molesting. his four-year-old relatives. . he shot his stepfather, in the driver seat, and not a suspect in the molestation case. demand is expected to recover. his legal team arrested -- requested his arraignment be postponed until monday. oakley sheriffs deputies decided a body inside a home serving a search warrant for an unrelated crime. police say the death is suspicious with two people detained, but do not call them suspects. the police chief says officers have been out to the house a few times before but he did not have details.

( ♪ ) (laughter) ( ♪ ) kristen: the coalition on homelessness has a report on coordinated entry, the system san francisco uses for connecting on house people with services. the process the system uses to help individuals and families according to the coalition is difficult to navigate and the system used to quantify the needs of on house is unfair. >> you really need to transition to a system that is more about connecting people to the great resource that works for them,

instead of giving them a store -- score that does not capture the needs people have and doesn't do a fair assessment of what resources. kristen: the coalition based its report on its outreach to more than 80 who have experienced homelessness and interviews with 16 homeless service providers. larry: 30 organizations are banding together to fight homelessness in san francisco, yet another effort to try to get some sort of control on the problem and help the homeless. phil matier joining us with a closer look so what is this program, what are they hoping to accomplish? phil: it is called the urban vision alliance and what we are seeing here is an effort to be both political and practical in terms of solutions. on the political front, the group is a counter or out onto the coalition of homeless, probably one of the most effective lobbyist groups in the city of san francisco. they basically have been the policy centers in the city for

years. people say it needs to have other voices in their, and that is what this group could be doing. the other thing is raising money. the first goal is to raise money for one of the oldest self-help groups out there, the salvation army. it is an interesting twist, larry, because what the salvation army does is they are the old-school alcoholics anonymous type. sobriety is the answer. sobriety out of the gate. not any of what we call harm reduction, which is provide people with meals or provide them with alternate drugs. in other words, taking up slowly or trying to accommodate them. their goal is to get you off drugs, into housing, and into a job. that takes time and money. larry: why did it take so long to get all of these groups together, and the second part of the question is, would you have 30 groups? it is hard to get 30 people to agree to anything. you are already talking about the salvation army having one approach and others having another. will it work? phil: whether it works or not,

it remains to be seen, but right now, i will tell you that some of the supervisors i have talked with are sort of frustrated to the point they are ready to try anything. why did it take so long? we have over 100 nonprofits in san francisco, some small and serve meals, others not hand out methadone, to the people that do huge developments to incorporate affordable housing. that comes under the umbrella of nonprofits, independent of what the city does. demand contracts with the cityu. is a confused, tangled group. it takes a long time for anything to come together on this. the other part of it is the finances of it. i mean, there will be a lot of money being spent in the next couple of years on homelessness. the governor has made it a top priority and he is putting billions towards it. the question is, what are the new coalitions going to do and deliver? will it make a difference?

well, you know, one thing we had a problem with in san francisco is we have all these groups, all these good intentions, and do not have accountability. the question is, are they going to be able to raise the money, and are they going to be able to do it? yes, we will keep an eye on it because what we have seen right now is a lot of effort,, but not a lot of return. larry: you mentioned the effort. this is not a new problem. it seems we have thrown money and throwing more money, throwing more money, do you think this will be any different if we can really get kind of a coalition together and everybody cooperating to get something done? phil: let me tell you what might make a difference. we would have a new group formed. we had a coalition on the homeless. they are the ones that have dictated the policy. some people say it is failed because it doesn't have enough money. it doesn't have enough housing. some of those things are never going to be enough.

this group is going to concentrate on what can be done. larry, that is not a small difference. what should be done, versus what can be done, and if we get more realistic, we might get results. that's part of building a better bay area. your trying to make it better. you cannot make it the best wordperfect. if we have groups that say we can move it forward, that would be a change, as far as homeless policy in san francisco goes. kristen: steady improvement. we take it at this point. you will stay on top of this program. . i know. abc 7 insider phil matier. thanks. larry: oakland's mayor says the city is getting tougher on illegal dumping. kristen:a new find is in place of $1000 per day for every cubic yard of trash dumped in the wrong place. the mayor said the city will have less trouble catching violators thanks to 11 to hold them accountable. mayor: we have 10, high quality,

kristen: one issue president biden called for last night was children's online privacy strengthening. pres. biden: it is time to band targeted advertising to children and strengthen privacy protections. demand to stop collecting personal data on our children. kristen: abc reporter david louis with a reaction from privacy advocates on why this is an issue that cannot be delayed. david: children's advocates are worried the pandemic is letting kids spend more time than ever online. sometimes for school but also for entertainment and social media. who's monitoring their privacy? a new survey by palo alto.

people rallying behind this in a timely fashion and prepare for the influx to come. reporter: monica is a volunteer with nova ukraine, the nonprofit helping organize volunteers. monica: we anticipate having a need for helping the families adjust to life in the state, anything from getting a drivers license to rolling your children in school. reporter: the most urgent need she says is for immigration lawyers willing to work pro bono. >> ideally, these firms and attorneys are russian or ukrainian speaking, as a lot of the documentation will be in russian and ukrainian and a lot of families will have somewhat of a language barrier. reporter:reporter: another barrier is housing. it is unclear how many ukrainians will land in the area, but finding homes will be tough. monica: we might have orphans, so if you can offer any housing to families, orphan children,
