we anticipate any rain to stay along the north bay and stay back offshore. it will not move south and inland. the south bay and in lynn east bay, you will likely remain dry. showers in the forecast through saturday. tomorrow, the winds will pick up. this morning, the best chance of the showers will be in the north bay i knew in. that best chance is along the coast. angst quite down along the afternoon, expecting quite skies, but we will show you the time on coming up in a few minutes. reggie: developing's, second round of talks between ukraine and russia scheduled to begin this morning in belarus. cubs as russia increases attacks across ukraine, as troops are pushing toward marie callender's --kyiv. jobina: president biden will meet other leaders soon. there are five major ukrainian cities that are surrounded right now. overnight, russia claimed to seize a city in eastern ukraine,

kumasi: a person took off after hitting a pedestrian after 4:30 yesterday afternoon. there is no description of the driver of the vehicle involved. a deadly crash in oakland. the driver of a stolen band was trying to outrun police when the van caught fire and killed the person inside. sky seven was over this crash site at 64th and s no avenue. ethanol avenue. the police put out a spike strip that popped the valence tires, then the van caught fire. >> unfortunately, within the van was accelerant. once those tires caught fire, the entire van was engulfed in flames. kumasi: two officers were injured trying to pull the

driver from the band. they were treated for birds and other injuries. the chief says his officers did not chase the man, but a police helicopter was tracking it. reggie: happening today, governor newsom will be at san clark county for a new effort to treat homelessness and calvert appear the plan includes community-based care and support for those struggling with mental health and substance abuse. officials say many of those in need of care are experiencing homelessness. in san francisco, there is a new coalition trying to truckle -- trying to tackle homelessness. it is something we focus on as we try to build a better bay area. it brings together 32 different public and private organizations, and climbs to be unlike anything the city has tried before. our news reporter was at the launch. reporter: it is one of san francisco's most pressing issues. >> people feel like it is hopeless. they feel like almost miss is unsolvable. reporter: on wednesday, a new coalition officially launched in

to the office at least part time. that could help downtowns that are looking for signs of life, looking to come back to life, looking for more activity. google has offices in san francisco. that is where the downtown is starting to show more signs of life. one woman says she is working with business leaders about announcing a shared commitment to get people act the office. the chamber of commerce is also part of that effort, advocating for those small shops and restaurants that rely on downtown for traffic. they hope to commence workers that there are advantages to coming back in. >> i think people are ready, ready to get back to work, to collaborate. zoom is not going away. that is still an incredibly efficient way for us to do business, that there is still reason for face-to-face interactions and creativity. looking forward to those come face coming back to san francisco. employees in the suit -- in the

reggie: new details about a former ufc champion charged with attempted murder and more. he is now being held without bail. this morning, we are learning about who he was potentially targeting in a shooting one day and why. our news reporter explains prosecutors feel velasquez took the law into his own hands. reporter: a former ufc champion is in court wednesday, formally charged with attempted premeditated murder and multiple gun assault charges. the santa clara county das office says he fired at least seven rounds, shooting into a truck and injuring one person. this happened monday afternoon, during what is being described as an 11 mile high speed chase. >> there may be some people who really understand the motivations of the defendant in this case. his actions on february very reckless. reporter: that so-called

motivation, passenger inside the truck velasquez was said to be targeting. he was not injured in the shooting, but prosecutors have accused him of molesting a last as's -- velasquez's four-year-old relative. >> after deputies interviewed the child and other parties involved at this daycare, they determined that a sexual assault occurred. reporter: the man was charged and released last week. according to the das office, he was on his way to get an ankle monitor at the time of the shooting. sky seven was over the home daycare center, which his mother operates. i checked with the states social department and found that his last inspection was as recent as january 11. according to the facility evaluation report, a supervisor noted the licensing states adults over the age of 18 years old residing in the home are herself, her spouse, and her son , harry. all adults residing in the home have terminal background check

here are some other cover headlines. the white house has released a sweeping 96 page strategy for fighting covid. one key part is making more free rapid tests available online starting next week. this plane also aims to set up pharmacy clinics by the end of the month. staff will be handing out free antiviral pills for people who test positive. there is also a new goal of producing one billion vaccine doses year. that is three times the u.s. population. all of this hinges on congress approving the money for it. reggie: this is no april. . at the beginning of next month, google says its employees need to come back to the office. that aligns with local leaders, ike -- local leaders who are trying to bring downtowns business centers back to life. any holy village life. amy: good morning. many are hoping more companies will do a google is doing. it has announced it will be requiring employees to return to

we are in the process of going through all the cases. reporter: the police commissioner questioning the police chief, asking if the past policies that in at least one case allow dna from a 2016 rape victim to be used in helping identify her as a property crime suspect, could have been used in other cases, too. >> this is something that should not have happened. we will see whether it is the same. -- if it is a single event. as far as we know, it is. columns have been identified and policies have been put in place to not have this happen again. reporter: at wednesday nights please commission meeting, sfpd said they are still looking at 17 cases to make sure that victims were not identified as suspects with dna from a rape kit. commissioners questioning if the police department should be the ones investigating themselves on something like that. >> what sort of professional and ethical standards the crime lab

has. reporter: the chief says the lab is accredited and follows some of the toughest research into the country, saying the problem was immediately fixed once identified now, it is just a matter of collecting records from those 17 cases, which are archived on paper, and going through them all to make sure the dna identifications from sex assault survivors were not used. >> we should never be in this position again, and we are committed to this not occurring again. we are open to getting better and not having this happen again. whether it is the attorney general's office, or whoever else, we would welcome that. reporter: the police to part and says they should be finished reviewing these cases in the neck month. the fear here is that if this dna were able to be used in criminal cases like this, then it rape victims might be even more fearful to come forward in the first place. j.r. stone, abc7news. reggie: cal state university

trustees have hired an international law firm to investigate six years worth of sexual misconduct complaints at fresno state. the former chancellor resigned last month amid criticism of his handling on sex assault allegations against an administrator while he was president of the university. after investigating, the law firm will then review title ix policies and practices at all 23 campuses. title ix is a federal law that prohibits sex-based disco nation in any school. kumasi: lift rental bikes could eventually this appear from san francisco street concern about price hikes has the city exploring new options. one of those is owning and operating its own bike share program. the other is a system owned and operated by another entity. the third option is a system that is publicly owned and privately operated. the district five supervisor once the city to own and operate its own share program. >> i view bike share
