heading to ukraine. the call for help. >> a 14 year-old teen gunned down and killed in oakland. tonight that victim's family members, community members and police are reacting. >> u.c. berkley forced to reduce enrollment by thousands. tonight, a look at the legal battle and what that means for cal hopefuls. >> showers and even the possibility of snow. the forecast is coming up. abc7 news at 11:00 starts right now. announcer: building a better bay area, moving forward, finding solutions, this is abc7 news. >> it's like a moral duty. >> tonight, ukrainians in the u.s. are vowing to return to the country to help fight back against russian invasion. dan: t comes after a dramatic escalation today. one of the world's largest nuclear power plantses catching on fire after being attacked by the russian military. i'm dan ashley.

ama: and i'm ama daetz. john has been following the latest. tim, you spoke to a young man planning to return to ukraine. tim: yeah, i did. he plans to go despite the developments today, a fire at that nuclear plant has set off a wade of panic. ukrainian officials have managed to put out the flames just a couple of hours ago but leaders are worried. international atomic agency putting this incident and emergency center in full response mode. panic thursday night at a nuclear power plant in ukraine after taking hits from russian forces, parts of the plants which is one of the largest in the world caught fire prompting ukrainian officials to call for an immediate stop in the area and a bid to avert a potential global disaster. it comes amid an escalating war in the country. it has caused one million to flee seeking refuge in

neighboring countries. while others are fleeing, others are heading the opposite direction. yan is a ukrainian who is doing a medical residency here in the u.s. he's been staying in san francisco for the past week. >> i was speechless and i basically woke up drenched in suite. the first thing that came to my mind is to call all of my friends and family members to make sure that everybody's safe and safe. >> he says the past week of the war has hit him hard. thousands of miles from home feeling up able to help his friends and family now, all that is set to change as seminovski said he will help his native ukraine to fend off the russian invasion hoping to use his medical training. mir profession is to heal the people and to bring life and so that is my major goal and aim. tim: the 27 year-old year-old says he's aware of the risk but

wednesday night. >> we're hoping that people feel courageous enough to call in and share whatever information they have. >> deputy chief of investigations drenin lindsay says around 10:15 p.m. shot spotter stecknology picked up gunshots near 98th and international. as officers responded to that area an ambulance was waved down on mountain boulevard near keller boulevard in oakland. paramedics told police the vehicle being driven appeared to have been struck by gunfire. >> the occupants pulled a male juvenile from the vehicle and then drove off. >> that 14 year-old was pronounced dead from that's one gunshot wound a short time lat later. what happened is heartbreaking, she says. >> anybody being shot in oakland is a concern to me. but when it becomes children, there's always near to my heart

it's a little damp from the peninsula and towards the south bay, san martin. highway hill. wet roadways. wider perspectives showing you one system is heading toward southern california. the other one in our direction. it's a light level one. as you take a look here, tomorrow morning, 5:00, there will be some rain on the roadway, 7:00 a.m. it's not just the way -- rain that you have to worry about, the wind is going to be coming up. 7:00 a.m. to 7:00 p.m. we have a wind advisory for the bay and the coast. gusts could reach 45 to 50 miles an hour. potential is there for some damage. i'll be back with the hour-by-hour forecast. dan: a large boulder at echo summit closing the road in both directions. it happened around 5:30. luckily no one was on the road at the up to of the rock slide. we'll check for any damage before they reopen the road. it's unclear when they will

dan: governor newsom is propose ago new plan that could force people off the streets and into the care that they need. it's called care court and would offer more services to homeless people and others with severe mental health and addiction disorders. counties would be required to set up a mental health branch in civil court and provide comprehensive and community-based treatment. if they fail to provide services they can face sanctions. >> it's a new approach, different pathway.

it happened south of redding in the community of anderson. police say 19 children and two staff members were inside the pre-school when a suzuki s.u.v. smashed through the wall of the building. two of the children were take ton the intensive care unit. they are now in stable condition. five went home with their parents. >> when i heard my heart dropped. i ran. [laughter] yes. yes. over there. i ran. but i'm glad he's ok. dan: it's not clear why the car went into the building, but police say the female driver was not impaired. they say she was cooperative and gave a statement and was released. >> a redding woman at that time center of a high profile missing person's case nearly six years ago has been arrested and accused of making it all up. sharia papini was found 22 days later in yolo county. she told her that two women kidnapped her.

peninsula. san carlos in the east bay, san pablo, richmond you're getting wet weather around el cerrito. we had thunderstorms in the east bay. some hail. you can see the lightening strikes of it was definitely active. now that pressure system is take all of the action, the lightening, the rain snow down into southern california. but that's been the peninsula to the south bay. san francisco has had its share of rain the runway is wet. we do have some raindrops from our san mateo camera here are some views from our camera to the golden gate bridge. we picked up .100. san francisco as you will notice around santa rosa to clear lake anywhere from 1900 to a quarter of an inch. it is a nice gentle rain. temperatures right now in the 40's and the 50's. here's a live view once again

from our s.f.o. camera windy weather tomorrow. occasional showers. cool, the possibility of snow over the hills and colder nights are expected this weekend. showers, the hail chance. windy, definitely windy coast. snow chance above 2500 feet. when you get going, you might need that little bit of extra time for some slippery roadway between 5:00 and 7:00 a.m. the winds will be cranking. that's going to be something you watch out for. most of the day is fine. by friday night, tomorrow night we start to get showers moving in. 11:00 p.m. you're looking at the potential for some snow over mount hamilton. saturday we'll see showers tagging the coast. and some more redeveloping especially over the hills, saturday afternoon. rainfall totals will look like this. anywhere from a couple of hundreds where it does rain. down tree limbs and a few power outages, wind alert, those are the possibility with these
