diablo. closer to the bay in the 40's but temperatures will continue to drop a few more degrees, so we could be right around freezing. 31 in napa. 11 degrees colder in half moon bay this morning and 8 degrees colder in livermore. as we look outside from our camera, it is clera and temperatures will stay in the 40's but as we get towards 9:00, upper 40's. mid to upper 40's bayside in line. -- in land. mid 50's half moon bay 263 in san jose. we talk about a warming trend and get the work week going coming up in a few minutes. liz: developing news on the war in ukraine. a third round of talks between russia and ukraine is set for tomorrow. russian president vladimir putin's warning that ukrainian statehood is in jeopardy and is blaming u.s. sanctions. more than 1.5 million people have left ukraine since the

invasion started. the world health organization confirms several attacks on ukrainian health care facilities causing multiple deaths and injuries. >> potential new trouble in the worsening relations between the u.s. and russia, wnba all-star brittney griner is in the custody of russian authorities after they say they found vape cartridges containing cannabis oil while searching her luggage at an airport near moscow. the state department says they are aware of her arrest and will be doing whatever they can to help. the arrest comes as russia continues its push into ukraine. president joe biden speaking with ukrainian president volodymyr zelensky. biden says his administration is working closely with congress to secure additional funding to help ukraine. the u.n. estimated by saturday night as many as 1.5 million people will have left ukraine with more than 750,000 people entering poland.

but as many people leave many other stay behind to fight. in kyiv hundreds of men lined up ready to join the army. >> we know why we are here. we know why we defend our country and our guys that are standing there and fighting the russian military forces they know what they are doing. those guys, they don't. that is why that we will win. >> vladimir putin warning a no fly zone would constitute a declaration of war. the u.s. state department warning all americans to leave as soon as they can. >> solano county congressman john garamendi was on a call yesterday with president zelensky. he says zelensky remains defiant. >> you talk about a mayor in one of the cities that was removed from the city hall, taken in shot.

he said that is what they intend to do is to put in place a puppet government after they remove us. he said clearly, i am not leaving. garamendi sits on the armed forces committee and says in addition to military and financial aid so landscape wants to end all oil imports from russia to the u.s. as a way to stake oppression -- russia financially he also told us he believes the u.s. should sanction russia's oil sector and he believes that could happen in the coming days. in the east bay, a berkeley parish is coming together in prayer and course for the war-torn nation. ♪ >> lifting their voices and prayers for ukraine. newman hall in berkeley showing its support. the father ivan tow is the pastor.

gabe last seen january 26 in oakley. 90 volunteers gathered in braidwood to cover five locations. the foundation founded by mark class after his daughter went missing provided cutting edge technology to track clues based on gps . >> technology has changed the search-and-rescue game. when my daughter was missing in 1993, everything was done in house. we have searchers that are organizing tefhe country. >> here volunteers first -- search for clues by taking pictures along highway four in brentwood and hope any evidence found will bring alexis home soon. san francisco is ready to put money in the pockets of residents who cannot afford to serve jury duty. they will launch a program that will pay low income, low to

moderate income jurors $100 a day for their service. people who are self-employed or unemployed also qualify for the program. the goal is to create juries that are more reflective of san francisco's diverse communities. prospective jurors were was steep information about the program along with their jury summons. 5:09. lisa: freezing temperatures by the delta. meanwhile, here is 45 degrees and we are on her way slightly milder afternoon with less sunshine and less wind in a warming trend as we begin the work week. how warm and for how long. >> i had a group of young climate activists trying to prevent more oil drilling sites. the protest they plan to bring more awareness to the community. i new outdoor event space hosting its first mardi gras celebration today. what you can expect.

>> here is a live look outside this morning from our camera. we will check in with lisa in a bit. a group of high school students is planning a protest to stop oil drilling in contra costa county. they say they are doing their part to build a better bay area by drawing attention to the issue. ryan curry shares with us the change they also want to see within county government. >> placing flyer after flyer. that is in theighbo brentwood. their goal is to raise awareness about oil drilling in contra costa county. >> we do not want this drilling site here or any other drilling sites in contra costa because of the health and environmental consequences. >> lindemann is a high school senior and works with sustainable contra costa. she is planning a protest march 12 to inform people about a future oil drilling site.

she chose this neighborhood because it borders the site. >> really close to this neighborhood, the closest house is only 900 feet away. >> but it is not just about a future site. it is about protesting one currently operating. they issued a drilling permit for this site in 2018. the board supervisor said the permit was issued without it ever being discussed by the board. >> this only administrator, their decisions can be appealed to the planning commission. if nobody appeals that, and apparently nobody did, to the board, it never comes before us. >> the supervisor says he wants to see any future plans for an oil drilling citing contra costa county like this one get presented in front of the board before anything happens. >> we need to draw the line and not have any additional drilling in contra costa county. >> the possible new drilling site is still awaiting an environmental impact report. that could get done in the next

few months but their new -- the reason why lindemann is organizing a protest now is because she does not want the same thing to happen again like with the previous drilling site. she wants a public to be aware of the issue. >> after they dropped the environmental impact report we have a bunch of comments -- public comments. >> to say taking over our resources. >> the fight continues. dozens took part in a protest to fight the plan. they held a rally. in east oakland middle school that was shut down in recent years. protesters march to international community school about three miles away. last month, the open school board voted to shut down 11 schools. now to the latest on covid. while the pandemic is not over experts say the u.s. may be in

for a near-normal spring and summer. updated data from thedcays the number of counties with high covid-19 levels dropped from 1200nre than 470 on march 3. using use met -- new metrics that include hospital capacity, cdc numbers show that 90% of u.s. residents now live in a location with low to medium covid community levels. an honor for late journalists chauncey bailey. bailey now has his own piece of downtown. a ceremony was held to rename the stretch of 14th street and his name. in 2007 bailey was shot and killed they are working on a new story. a jury later convicted three men for his murder. chauncey bailey way will run along 14th between broadway and lakeside drive in oakland. thousands of people showed up to san francisco's union square to pick flowers yesterday. 100,000 tulips blanketed you can see -- union square to celebrate

flower bowl day and international women's day. festivities were scaled back in 2020, so volunteers had to hand out bouquets instead but this year they are back in force. where people can pick up their own flowers to make thei we aree netherlands consulate for bringing this incredible display of beauty and spring to union square. it feels good. the sun is shining. we could not be happier to be back in full swing. >> just gorgeous. the event included some fashions there, too. access was free. and so were the flowers. bummed i missed that. the deyoung museum also hosted its first ever youngsters day out, a free event for families to indulge in the arts. ♪ >> activities with local artists.

there were free performances and an on-site vision screening. donation support the museum's equity schools partnership project to help kids get supplies for school. today this the first mardi gras festival in marketplace at the crossing in san francisco. the outdoor space on folsom street will feature dancers and live entertainment including a brass band. there will be several food vendors and a beer garden. kids can enjoy an arts and craft station as well. everyone is invited to wear a vibrant costume and beads. the event starts at 11:00. and lisa, what is the weather going to be like? >> nice. a little bit warmer than yesterday. it was cold. in santa cruz and napa we had 60 degrees. otherwise everybody in the 50's. and it felt that way with the wind. and today we are backing off on the wind and looking at temperatures coming up just a couple of degrees. as some of us will be near where we should be for this time of year, early march, as we look at

live doppler 7. the sun setting at 6:08. that gives us 11 hours and 35 minutes of sunshine. and, as we look at the current numbers, that is really the headline in our inland valleys. danville, freezing at 32 degrees. all of these valley numbers pretty cold. 34 in dublin. and these are going to lower still in the next few hours. widespread frost from pleasant hill at 36. 37 in lafayette. but, as we get closer to the delta we have got freezing conditions. 33 a livermore and closer to the bay we have these 40's but check out the peninsula. send carlos 39. mt. view 36 and napa already below freezing. bundle up out there. we will have plenty of son but temperatures are still going to be on the cool side. still some breezy wins right here along the shoreline. 11 degrees colder half moon bay.

five degrees colder around send carlos and mt. view's. a chilly start. but with clear skies, it will be a nice morning despite some of that frost. slightly warmer for the afternoon and looking at the warming trend for monday, then tuesday the air mass is dry. we have radio relational - radiation of cooling. is high pressure builds back into the eastern pacific would begin to see the temperatures respond. let's check out cupertino, the south bay, the average high in the mid 60's. and today's san jose about 63. tomorrow 69, low 70's on tuesday. a little bit of a dip on wednesday and thursday as the system misses us to the north. then we begin to see that warming again by the end of the week into the upcoming weekend. of course, the next seven days looking drive but there has been some trends that want to bring in a little bit of precipitation beyond that. highs today anywhere from the

area is taking care of our environment. this spring marks a turning point in the way that we battle our drought. it is a drinking water technology that has supporters and critics intrigued. mike nicco has an update on plans turks planned the footprint of desalinization to an area near l.a. >> as the pressure on california's water supply begins to jump this summer, at least one community could begin the process of producing their own. the california coastal commission is set to vote later this spring on what would be the state's second major coastal desalination is plant in huntington beach. >> i think folks are starting to recognize that there are uncertain sources of supply. our water supplies and our snow pack is becoming less and less reliable and less certain. it's time to start exploring alternatives. >> the plan is being developed by poseidon water that fully

opened the largest desalinization plant in san diego in 2015. since that time the carlsbad facility has grown in capacity. >> it represents 10% of the san diego region's water supply. on an annual basis. importantly for them, it provides all reliability they need. >> but the licensing process for huntington beach has stretched on for more than a decade. concerns have ranged from potential impact on sensitive marine life to the cost of the facility itself, an estimated $1.4 billion. heather cooley is director of research at the pacific institute. >> sea water desalinization becomes one of the most expensive options. that california communities still have cheaper options. water conservation and efficiency, for example. >> several weeks ago the company signed a nonbinding agreement to address another criticism, the carbon footprint. it's the result of the energy

required for the desalinization process. in the agreement poseidon pledges to work towards using 100% renewable energy. >> i think renewables would be a better strategy, of course than using electricity from the grid, which include some fossil fuels. an even better strategy is to avoid that energy use in the first place. >> supporters argue that cost and technical challenges are just part of the price california will have to pay moving forward in the face of climate change and worsening drought cycles. >> there is no low hanging fruit. there is no cheap water supplies that are sitting out there that water managers have not scooped up a long long time ago. the next increment of water supplies expensive. >> the final vote was scheduled in a matter of weeks but it has now been pushed back to may to give the company time to work with the coastal commission. still to come, severe weather

these numbers will be expected to drop a few more degrees. palo alto could be 34 in the next hour. that brings us anywhere from two to 11 colder's. bundle up. the winds are calm. we will get into that warming after 10:00. more in the low 50's but that is still chilly. they will take until 2:00 when we see some 60's arrive. by later on, 4:00 some lower 60's east bay and southbay. another cold night tonight as high pressure takes command of our weather. you know what that means, but i will fill in the details for the warmer than cooler days. we will talk about rain prospects coming up as well. >> thank you. this morning national weather service surveyors will be in iowa to assess the damage from a turn nato there. at least seven people have died -- to assess the damage from a tornado there. at least seven people died including two children have died in winterset southwest of des moines. the tornado was spotted yesterday afternoon i left a path of destruction behind.

>> many people had their houses loss that were staying at this point. the trail is probably about abot or 30 houses we are estimating. >> the national weather service in des moines says an initial look at photos and videos suggest the tornado may had been an ef3. outrage over the war in ukraine is growing in the bay area. communities held fundraisers for humanitarian relief. ♪ >> hundreds of people gathered at san jose city hall to support ukraine by singing its national anthem and condemning russia's invasion. >> along with ukraine. >> 20,000 ukrainians live in the bay area. many of them are tech workers. actavis are calling on silicon valley to cut ties with russian companies. >> f a lot of the companies have done that already. we are here to thank them and we are here to put more pressure on those that have not yet officially condemned the invasion.

and officially told pressure to get the hell out of ukraine. >> antiwar. push for policy and change. >> in san francisco a small but vocal protest at city hall. usf students calling on the u.s. to impose more economic sanctions. >> the people are the ones that will be able to cause change in the government. the only way they can do that is if the people make it known to those politicians. >> he was holding a lot of pastry boxes eddie ukrainian restaurant in san francisco where on saturday 100% of all sales will be donated to organizations providing humanitarian aid to ukraine. >> we have over 100 people ordered. >> the ukrainian native says all preorders sold out fast. proving people care about the ongoing crisis. >> i can feel the support of all the people. a lot of people care what is going on in ukraine. it is not only the united states, it is all over the world people supporting ukraine.

>> > on friday the bay area saw some of the first refugees arrived at sfo riordan knighting with loved ones living here. she left her homeland with only a suitcase and says after a bombing blitz by the russians she has nothing to return to. >> no house, no town, no friends, no my dog. no. atch of un supplies has arrived. this. ist of a six truck convoys contain six to two tons of supplies on its way to ukraine. >> the resuscitation kits, first-aid kits. these can only go to hospitals, around 100 hospitals in kyiv. this is the kind of support that we are doing hour after hour in the ukraine. >> the supplies include personal

1500 acres have burned and at least eight homes have been destroyed. the same area was hit hard by hurricane michael and 2018. officials say downed trees from the hurricane along with humidity and strong winds made for the perfect file conditions -- fire conditions. >> it was terrifying. i ran to my fire and my son's room, there is a fire and we need to -- and we don't know what is going on and i cannot get hold of them. so it was just terrifying because i did not know if it hit them or what was going on. >> the cause of the fire is under investigation. this weekend march the 57th anniversary of one of the darkest days of the civil rights movement. events commemorating the 1965 crossing of the edmund pettus bridge will take place in person for the first time since the start of the pandemic. the bridge is in selma, the side of the bloody sunday conflict. police attacked demonstrators with horses, billy clubs and tear gas.
