something california voters passed in 2014 which tomorrow could be overturned. liz kreutz is in the newsroom to explain what is at stake. >> could be overturned if this bill passes. this committee, tomorrow lawmakers are going to debate two bills. two that would reform proposition 47 and one that would repeal entirely. those against it say it impacted crime in california. supporters say the proposition has been more successful than people realize. is it time to repeal or reform proposition 47? that is the question up for debate at the state capitol tomorrow where some lawmakers say it is a necessary step if the state wants to crackdown on crime. >> the bill is very simple. just overturned prop 47. >> kevin kiley is the author, which would repeal of the law that would reduce shoplifting

>> that is what edwina johnson said in december right before christmas. pg&e saw the story and reached out to ms. johnson to assure her it would not disconnect her service during the holidays. the utility put her on the care plan, a discount program for families in need. shortly after that, the state came through with assistance to pay her building back to july appeared >> i am grateful to you guys for doing that. i don't think they would have done anything without you. >> she waited and waited for an answer. finally contacting 7 on your side and we reached out to the state. she received this notice on december 1 approving financial assistance for her pg&e and comcast bills. it took another six weeks for any of that to come through. jeffrey ross is a deputy director for the state agency overseeing the relief program. darker the priority is folks
