supporters say it will give people more space to enjoy the park. opponents plan to protest at city hall at 9:00 this morning. they worry this could limit accessibility to people with mobility issues or disability. and the climate and environment, key parts of building a better bay area. today, a brand-new edition that has been years in the making. a state-of-the-art floating fire station on the embarcadero. it specially designed for climate events that might be coming our way. gloria: good morning. we are talking about a floating fire station. the $15 million project was delayed by more than a year partly because of the pandemic, but it is opening today. we have footage from 2020, when crews move the two-story station from treasure island to its location in the embarcadero here

kumasi: the san francisco district attorney plan strip dismiss -- plans to dismiss one remaining charge against an officer, where video showed him beating a black man with his baton. the jury is deadlocked on that charge. abc 7 is told that it is the victims wish to have the charge dismissed. this is the first time in sfpd officer has been tried for excessive force while on duty. and investigators are working to identify a mummified body found in a construction site in oakland. reggie: they plan to do that

with dental records, dna evidence, and possibly fingerprints. the remains appear to be from a male. the sheriffs office says the body was preserved within the wall, where it was found. they say they hope the person's hands can be t fingerprints can be taken. but for now, there is lots of speculation on how the body got there and what went wrong. >> i hope they can identify how it got there, who was in that wall, who the person was. they can hopefully notify the family. >> i hope their spirit is in a good place. reggie: the convention center has a history of popular events. and the biden administration is restoring california's power to set its own car emissions rules, reversing the trump era policy.

expect to see loud, rallying cries from teachers to go on strike. if you plan to send your kids to school today, the union is predicting 90% of teachers will be on strike today. some schools will end up closing early. the district will try to cover those gaps by sending administrators, substitute and retired teachers in the classroom, but this is not the same and they will not be closing early. district cannot afford to pay the teachers more, but the teachers say they cannot afford to live here on what they are making. >> almost 50% of our educators have been in the district for under five years, which means they might be making something in the low 50's. as we all know, california, the

cost of living is skyrocketing. young professionals, they cannot afford to live here. they have roommates, second and third jobs -- >> wholeheartedly, we want to compensate our teachers and do it in a financially responsible way. amy: the superintendent says if she meets the teacher demands, the school would face a deficit in two years. teachers will be picketing at 7:30 this morning, impacting 2000 student. one school, monte vista and her monterey -- monte vista elementary, will be closed today. kumasi: students at oakland unified schools will have to continue masking until after spring break. the mask mandate will remain in effect until at least april 15,

as the district is revising its indoor mask guidance right now. to the war in ukraine, germany and france demanded an immediate cease-fire during a phone call with russian president vladimir putin. this video shows the russian military coming under attack near kyiv and retreating. and while, vice-president kamala harris wrapped up a meeting with poland's president in warsaw. she says she traveled: assure you -- travel to poland to show the united states was invested in the area's security. > we have shown what we have done and what we are prepared to do to help people of ukraine, full stop. kumasi: the u.s. has delivered two patriot defense missile

ukraine, their father joining the resistance fending off the russian invasion, and their mother unwilling to leave his side. >> i do feel guilty that i am here in a safe place, while all of my friends and family are in ukraine. >> she describes her terrifying journey out of the country, trying for days to get a train out of kyiv. >> they were all scared, everyone was in panic. >> spending her nights in a makeshift bomb shelter with other people. >> they were crying, they were in a terrible state. i would try not to look at them because i was also crying. >> she finally made her way to the polish border by bus, exhausted mentally and physically. in poland, she finally boarded a flight to the bay area, reuniting with her brother but

government to suspend the gas tax. jobina fortson is at the live desk with what could be. jobina: the 12% price drop of oil came after the united arab emirates called on its opec partners to ramp up production as the u.s. and other countries plan to ban russian oil. here at home, an increasing number of lawmakers want no more gas taxes when prices hit record highs. several governors are asking congress to suspend the federal gas tax, just over 18%, and lawmakers in michigan and pennsylvania have announced proposals to suspend or reduce state gas taxes. governor newsom is planning on providing tax rebates for people, but not suspend the gas tax. according to aaa, prices jump $.13 a gallon in california yesterday. $5.82 in san

reggie: new police body camera video shows black panther director and oakland native ryan kugler ler ler ler ler teller thought he was trying to rob them. this video is from january. according to atlanta police, he was withdrawing $12,000 from his bank of america account, and slid a note to the teller asking the cash to be counted discretely. she claimed kugler would not talk to her and just said to keep -- just kept saying to read the note. >> there is a medical assistant who works in my house. i withdraw a large amount to pay her, because she works a lot. i don't want it ran through the money counter right there at the
