. 33 in napa. 34 in livermore. with the dry atmosphere. a little warmer in the south bay. today we will be looking at increasing clouds in the north bay. cooler clouds in the 60's. we will talk about the opportunity for rain coming up. liz: thank you. federal investigators are piecing together what happened on the caltrain tracks that left 13 people injured. we are first at the last night. reporter tim johns was there and has the takeaways. tim: new details emerging as investigators from the national transportation safety board touchdown in san bruno. their goal was to figure out what went wrong thursday morning when a commuter train crashed into equipment left out on the track. >> there was a truck and two

equipment trains which were working to install the electrification system. tim: the ntsb will be here for the next several days collecting evidence and launching an investigation. one of the things they are most interested in is finding out why the positive train control, a system that is designed to prevent accidents like this one, did not work. >> we can confirm the positive train control was on an active on the accident train at the time of the accident. tim: the agency will release a report in the next three weeks followed by a complete report anywhere from 15 to 18 months from now. when ntsb leaves, caltrans will get to work clearing the tracks and restoring service to the affected area, but it currently has no concrete timeline. >> it is difficult to tell. until we get the train out of there, it is difficult to assess the situation. we will do everything we can to move through quickly and safely to get service restored. tim: thursday's crash leaving many passengers rattled. >> it was a scary moment for

warehouse of frozen goods to catch on fire. reports show that there are no victims. the long column of russian tanks that had been stalled outside of kyiv is advancing with satellite images showing the convoy as close as nine miles from the city center. the president of ukraine urging fellow ukrainians to hold on. >> today everyone is getting glory for ukraine. it shows the world who ukrainians are and what strengths we have the hold our ground, hold on, we will win. liz: also caught on camera in the city, the mayor is seen being detained and dragged away by armed men. he is reportedly accused of terrorism. ukrainian president zelensky is calling for his immediate release.

news reporter loose pain yet found a family that's been driving to the romanian border to help hundreds of refugees. up the water and behind not some families with freezing temperatures time is crucial as millions of ukrainian refugees. wait in line to flee into neighboring countries. this is a convoy of the us-based nonprofit save a life international at the border between ukraine and romania our convoy. the guys just stopped and we start asking people who has a babies women come get into our cars so people coming with randomly actually brought around 70 women and babies through the border once in romania many ukrainian refugees don't have anywhere to go that's where cornell his wife and five daughters come in. they partnered with save a life international. we are ready to serve even 24 hours necessary throughout the day, they meet refugees and

drive them to safety. they own a summer camp 30 miles from the romanian border become this. to three nights and then we try them to find their way for the past two weeks. this family has helped over 600 ukrainian refugees with shelter food, and now relocation to multiple countries around europe. nobody walks from here without knowing where to go. we're gonna change them in the car with us this week. they rescued a 33 teenagers who fled ukraine with their judo coach many of their parents stayed back to for their country as a barortian not in war under the war wayne heavy on this coach is when these teenagers will see their parents again. today is a our priority keep them safe as to cornell. he's hoping more people help. his goal is to continue this aid until this summer the love of

quote quote game the system. we're very concerned. 18 months kind of moratorium would allow the university to continue to increase enrollment during that period block avoids groups sued the university citing increased enrollment over the years not accompanied by adequate housing negatively impacted the community. we're really pointed in the legislature because this bill doesn't address. the root problem which is that students are unable to find housing block a voice says the group is assessing its next move in a statement. the university said in part. we are continuing to work on our enrollment mitigation plans as currently required and will be prepared to adjust as best we can if there is a change in the law. we took immediate legislative action because of the 5,000 families who are going to be negatively impacted by this situation through no fault of their own a committee. is scheduled for monday? i'm amanda del castillo abc 7

pescadero the san mateo coast, and here's a look where you can see the low cloud deck and and the sunny conditions the clear sky above it was certainly cold out there overnight and still with those chilly numbers in the mid-30s from santa clara to half moon bay 37 in mountain view 43 in san francisco and a vantage point here from vollmer peak showing you the patchy fog there looking at the day today that's going to be sunny to start out. in fact all day long if you're in the south bay. otherwise, we will see increasing high and mid-level clouds. look at those low 30s from petaluma to santa rosa. 33 in napa 34 livermore the delta's at 35 and once again nobody there the golden gate bridge there's a car but certainly some dense fog so we'll look for that to lift and then with partly cloudy skies throughout the day today a few showers may arrive in sonoma county later on perhaps marin county and then the system falls apart, but there's another chance of rain late monday into tuesday that sunrise tomorrow at 7:23 the sun sets at 7:15 and

we'll be looking at the clouds. starting out throughout the day on your sunday today though. they'll finish the afternoon. there's a look at one in the afternoon where we're already getting cloudy up in santa rosa and it looks like you'll have a pretty sunny day in the south bay. the east bay looks pretty bright, but as we get towards the seven eight o'clock hour, perhaps if you sprinkles, maybe some drizzle along the coast waking up to some cloud cover and then partly sunny with more temperatures that will be falling in the afternoon with the warm up behind us for the first half of the upcoming workweek. i have to wait till the second half of the workweek to warm up because our first opportunity of rain not too impressive by sunday night. we have more clouds. we'll bring in that level one system for the first system tonight into sunday with spotty showers less than 500s out there, but there's another system behind this one. so look at the amounts that really don't amount to very much at all across the bay area, but

enough to perhaps get the ground. that as we go through the middle of the week, let's say monday night into tuesday, actually the beginning of the week. we've got sierra snow we've got wind in the mountains southwesterly winds very gusty tonight the greater lake tahoe area and then by tuesday morning, we'll see most of the activity up far in the north bay. we're talking north of nevada with maybe a quarter of an inch to a third of an inch from napa santa rosa. so that's our more promising system late monday into tuesday 65 in fremont santa rosa 64 palo also getting easy throughout the afternoon level one system late tonight into very early sunday then again monday night into tuesday. are hoping we get more than the ground wet for that second system, but we're back to sunny conditions kind of breezy and cooler throughout the beginning of the week though list. all right. hopefully we get some rain soon lisa. thanks just ahead. it is a marine creature named for where it resides but now researchers say to california market squid has actually

to understand the forces that may have driven a marine species common to the california coast much farther north while climate change may be one of the drivers as abc 7 spencer christian learned the complete story and the impact maybe even more complicated. if you come across a california market squid, it may be on your dinner plate, but when researchers from stanford came across the sea creatures, it was someplace more unusual waters in the gulf of alaska many hundreds of miles north of their normal west coast habitat. yeah. yeah, they're typical range would be from basically, washington state down to down to baja california. and yeah, they they made a made it pretty big leap marine research. benjamin burford was working as

a graduate student at stanford when he began looking into the northern migration. he found the highly adaptable squid. not only extended their habitat, but managed to keep growing to their full size at the same time. they have the ability instead of having to like reach a specific size or age in order to mature and breed. um, they can adjust that based on the conditions they experience and so often what you'll see is is squid that grow up and really poor conditions like warm not a whole lot of food, they'll mature it really small body size. but at full size. he says the alaska squid have the ability to hunt small fish potentially impacting populations of baby salmon and other sea life. in recent years marine biologists have noted a number of other marine species like juvenile great white sharks. also extending their range farther north to waters near monterey. theories have centered on climate change and warming ocean temperatures, but stanford marine scientists professor, mark, denny says the forces

could be even more complex. can't just look at over the water temperature went up. so they moved, you know, well you've got to have you know the competition with other things and and the lowering oxygen levels and things like that to to explain it. they say it's all critical to understanding which species might be on the move in coming decades along with where they might wind up and just as important. is the impact they could have on everything from fishing to local ecosystems once they establish themselves. i mean, that's like the first thing we want to know like yeah, what are these squid doing? who are they eating? who's eating them? who are they competing with because it's a new ecosystem. it's gonna it's gonna affect them at stanford spencer christian abc 7 news and researchers did identify climate change factors, like warming waters and decrease oxygen saturations in their home waters. they may have contributed to the shift. word silicon on abc 7 mornings, the ripple effect were feeling here in the bay area from the sanctions being put on russia what experts say could affect

in oakland and from vollmer peak kind of a cool shot right with the fog there in the sun on the buildings with below freezing numbers santa rosa petaluma. napa's at 33 35 by the delta livermore. chilly 34 so a degree cooler for you four degrees colder in novato. would you believe those 30s on the coast a little bit milder? so the fog lifts will have plenty of sunshine the first half of the day the second half of the day. we'll see the clouds increase in the north bay. it's not going to be as warm staying in the 50s at the coast. cisco a high of 59 while morgan hill should warm into the low 70s. so we'll detail that for you in a few minutes liz. all right lisa. thank you this morning. there is new evidence that the russians are repositioning their forces to encircle the ukrainian capital of kiev. this comes them in heightened concern that russia could stage a chemical weapons attack to escalate the war even further abc news reporter corina. has the latest russia's attacks on ukrainian cities and civilian areas unrelenting in mariopol the a children's and maternity

hospital was hit earlier now seeing more bombardment with reports of shelling every half hour the mayor of mariopal describing a siege as armageddon. the situation is awful russian army continues to do air strikes airborne been artillery shell and ukrainian president a lot of years olensky posting this address to instagram saying the mayor of melatopo was kidnapped seeing the actions of russian invaders will be equated with those of old isis terrorists all of this while the huge column of russian tanks that had been stalled for over a week outside of kiev now on the move again, you satellite images show the russian convoy that once spanned 40 miles is now as close as nine miles from the city center, and we do assess that the russians are beginning to make more momentum on the ground towards keith despite the critical situation in many parts of the country. there are ominous warnings today of how much worse it could get a us.

joe biden continues ramping up the economic pressure announcing that the us and allies are taking steps to deny. most favorite nation status to russia something. he says will be a major blow to their economy in the us and local economy. drivers that continuethe gas pud oil and gas prices have continued to climb san francisco metro area now and average of $5.86 a gallon attention is turned to the ripple effects. those higher gas prices could have key players in the travel industry have just released new findings and how it could impact summer travel, which is a major source of income for local economies and about two thirds of drivers said that they would absolutely changes to their driving habits and their lifestyles if gas prices reached five dollars, which we're seeing that happened in a lot of western states, including california, but they also found that many drivers don't look at spending money on day-to-day habits the same way. they look at spending for long road trips. we don't anticipate this to have

an impact on summer travel. people are still going to want to get out there and travel. so regardless of how a high gas prices are gonna get people are still going to be taking their summer summer vacations but in the interim when not taking those vacations they are going to be you know, kind of adjusting their habits and driving driving lifestyles in the south bay zach fuentes abc 7 news. and happening today organizers are planning a youth climate march and a rally in antioch. they say their protesting oil drilling in east contra costa county and to celebrate antiox recent ban of oil and gas drilling within its city limits the demonstration begins at 1 pm at the antioch community center uber wants to help his drivers with surging fuel prices. so it's adding a surcharge on fairs and deliveries in the us and canada riders will pay 45 to 55 cents more per trip and uber. deliveries will add a 35 to 45 cents. surcharge new york city is excluded from this because

drivers they're already received to pay increase the company said the added charges are temporary and will last for at least two months. the money will go to drivers who buy their own gas. the fbi is asking the public for help and locating a pleasant hill teenager missing for the past two months 15 year old brandon a bit went missing from his home january 16th or 17th. he's not been heard or seen from. sense police have been searching for brandon since then and today the fbi issued a national missing persons poster. brandon's family is worried for his safety. the more eyes that get out there and actually see. him or know that it was a you know that he's disappeared. yeah. we're hoping somebody can come forward with some information. that'll will help him, you know. be returned home safely. brandon is five feet six inches tall and weighs about a hundred and five to 110 pounds. he also wears braces. anyone with information is urged to call pleasant the fbi.

congresswoman jackie speier held a press conference at the south san francisco ferry terminal the highlight funding opportunities for ferries in the bay area the infrastructure investment and jobs act added billions of dollars for transportation. the congresswoman says the bay area has an excellent chance to secure a slice of the pie. we now have 2.5 billion billion that was given to the federal transit administration and that 2.5 billion dollars ended up in the ferry program last month the federal transit administration awarded the san francisco bay ferry operator 3.4 million dollars to purchase a second electric ferry boat and the proposed ferry service extension to redwood city from san francisco. and the east bay has already secured five million dollars in state funding. a federal jury is ruled four sutter health and a huge antitrust class action suit the verdict follows a month-long civil trial.

the plaintiffs argued unsuccessfully that sutter used his out. market power to inflate prices overcharging patients by nearly 400 million dollars some three million californians were represented in the class action suit sutter tonight any wrongdoing and the jury agreed with the sacramento based nonprofit system. sierra at tahoe will open for skiing on just one weekend this season you might recall that the resort was badly burning caldor fire last october but on april 9th and 10th, the resort will operate two chairlifts and a bunny hill conveyor to celebrate their 75th. anniversary tickets will go on sale on wednesday the resort hopes to open for a full season next winter. and so i had abc 7 morng efhe tral easier where it's being tested out this weekend in the bay area for the first time. and here is a live look outside this morning looking out over the san francisco skyline. just gorgeous here a little bit of fog rolling in we'll check it when lisa when we get back.
