white house national security adviser jake sullivan meets today with his chinese counterpart amid growing concern that china is lining up behind russia and could potentially even provide moscow a lifeline in ukraine. >> we will not allow that to go forward. >> reporter: a senior u.s. official tells abc news russia asked china for military equipment and economic assistance since the invasion of ukraine began. how china responded to russia's request is not clear.home china struck a neutral tone on the war, saying it will not join harsh sanctions against russia. on sunday, sullivan warned china to avoid helping moscow. >> we also are watching closely to see the extent to which china actually does provide any form of support, materiel support or economic support to russia. it is a concern of ours. >> reporter: meanwhile, ukrainian and russian diplomats will hold peace talks today as both sides project optimism. russia is still demanding

ukraine change its constitution, commit to not joining nato or the european union, recognize crimea as part of russia and the eastern separatist regions as independent. but russian negotiator for moscow says there is progress. and the chief negotiator for ukrainian president zelenskyy says russia is, quote, starting to talk constructively, but he insists ukraine will offer no concessions. the russian military expanded its targets over the weekend, striking a military facility only ten miles from poland. the closest attack to nato's eastern border. at least 35 killed, more than 100 wounded. the u.s. and nato previously used that base to train ukrainian troops. one volunteer fighter at the base who did not want to use his name described the chaos. >> the chaos, bombs coming from left and right, just god it doesn't land near you. going to regroup, have a pint of beer, tell my mom everything he

try to move some automatics. >> reporter: president zelenskyy says russian fighter jets fired 30 missiles at the base, again pleading for allies to impose a no-fly zone. if you do not close our skies, zelenskyy says, it is only a matter of time before russian missiles fall on to nato territory. the white house has ruled out a no-fly zone, insisting it would put u.s. troops in direct military conflict. but this morning, the pentagon is reaffirming america's commitment to nato. >> an armed atack against one is considered an armed attack against all. warns hundreds of thousands of civil gla civilians in ukraine lack food, medicine and water. there is no end in sight to the refugee crisis. one official warns up to 10 million people may flee ukraine. victorowe kendo

>> reporter: volunteers say they're seeing 1200 refugees per train and two trains every single hour. they are running out of room and resources. >> ukraine's neighbors are urging the eu to provide more humanitarian aid. we're learning more the american journalist killed by russian forces in ukraine. abc's ika is here with those details. >> reporter: friends and colleagues of brent renaud are describing his commitment and devotion to his work and say they're shaken by the news of his death. an american is now first known foreign journalist to be killed in the ukraine war. authorities say russian forces shot brent renaud outside kyiv. >> where are you from? >> the u.s. >> reporter: they came under attack at a checkpoint. aradondo described the terrifying ordeal, unaware that renaud did not survive. >> nobody offered to take us to

the other bridge and we crossed the checkpoint, and they start shooting at us. so the driver turned around and they kept shooting at two of us, my friend is brent renaud. he's been shot and left behind. >> and how is he? >> i don't know. >> you don't know. you don't know what happened to him? >> i saw him being shot in the neck. >> reporter: renaud was on assignment for "time" studios working on a documentary about the global refugee crisis. originally from little rock, arkansas, his work brought him to the darkest corners of the world. >> this may look and feel like a war zone halfway around the world. >> reporter: renaud gained access to mexican gangs and the award winning documentary arming the mexican cartels. he won a peabody award for last chance high, about a school for at risk youth in chicago. >> only so much we can do in the school. >> reporter: this morning, renaud's colleagues calling his death devastating. >> brent had this ability to go anywhere, get any story, listen

and communicate what was happening to people that otherwise wouldn't otherwise see it. >> reporter: now time issued a statement saying it is devastated by the loss, adding it is essential that journalists are able to safely cover the ongoing invasion and humanitarian crisis. andrew? >> ike, thank you. growing tensions in the middle east this morning after an iranian missile strike inside iraq. the missiles hit near the u.s. consulate in northern iraq, but iran says it was targeting an israeli intelligence facility in retaliation for an attack by israel. local media says no one was killed. to tom brady, coming out of his less than two-month retirement to play his 23rd season in the nfl. is anyone surprised? here's will ganss. . >> reporter: thought you would be talking about march madness this morning? think again. >> this is the night everyone is talking about the brackets, talking about the men's tournament, the women's

the mayors of new york city and washington, d.c. are vowing to catch a, quote, cold blooded killer targeting homeless people in both cities. surveillance images show the suspect who is believed to have shot five people, three victims were in washington. one was killed. two others were shot in new york city, including one found dead saturday. police say the gunman sneaks up on victims while they're sleeping. meanwhile in new york, there is an urgent manhunt for the man seen here, jumping over security desk at the museum of modern art before stabbing two workers. police say the 60-year-old suspect was a regular at the museum, but his membership had been revoked due to unrulli behavior. he reportedly has a history of mental illness. we turn to a new warning from police across the country about thieves stealing gas. they're getting more creative and more brazen.

here is derrick dennis. this morning with gas prices spiking by an average of 79 cents per gallon in the last two weeks -- >> just ridiculous, crazy, have to put in extra hours at work. >> reporter: -- urgent warnings, be on the lookout for thieves stealing gas, and not just from cars. authorities in houston say this video shows a vehicle parked over a gas station's underground storage tanks, they say thieves inside were stealing thousands of dollars in gas. >> the van drives on top of the fuel tank, that's all you see. no one comes out. they have a trap door inside their vehicle, which is crazy. >> reporter: the thieves stealing more than 1,000 gallons of diesel fuel during three visits to the gas station. they came back for a fourth, but the manager says he chased them away. >> the days where we're paying like a real premium. altogether, about 5,000 bucks. >> reporter: the manager now placing new locks on the storage lids. cases of gas theft are popping up all over the country, with
