but some workers are returning and now like you said, a party is being planned to welcome those folks back and attract new visitors. >> it has been a struggle. reporter: steve is cooking for a lunchtime crowd in his food truck at first and howard streets. some pre-pandemic customers have returned, but he needs more hungry folks. >> i'm looking forward to seeing people come back to work, support a food truck. we really need it. reporter: workers have been slow to come back. just 30% have returned to the office. the mayor is hoping flowers and music will bring more employees downtown. earlier this month, some of the city's largest employers announced workers would be coming back. >> not only are we coming back, we are coming back and we are going to have a good time. >> these acrobats are just some of the entertainment and events planned around downtown for bloom sf.

we have to be realistic. we have been completely humbled. our infrastructure, our health care systems, we have been humbled by what we can do. we have seen inequity in termses of our education system. we have seen what happens with the haves and the have-nots in so many sectors and i hope this gives policymakers, all of us more fortitude as we prepare for the next inevitable pandemic. there is so much to learn. we have also learned about the power of collaboration as we saw a lifesaving vaccine go from the testing block to people's arms in under a year. there is a lot to digest. >> and it is not over. wastewater data is showing we could see an uptick in cases. is this likely because of the change in masked mandates? >> it could be because of change in mask mandates. the fact there is a baseline

amount of virus in the community -- remember, when we say pandemic, you can still see wild fluctuations even when we say we are endemic, there is still going to be a certain level of virus in the community. what is important about wastewater surveillance, there is an increase in comparison to february in 30% of those sites and this is usually suggesting there's going to be increased transmission in that community. what is important to note about wastewater surveillance is that this might be in the future our best tracking as we are not tracking tests. there are a lot of home tests out there. i do not think it is going to change policy, but people might want to pay attention and say i should keep wearing a mask or am going to take precautions based on what is happening in my community. hopefully that includes getting vaccinated if someone is not yet. >> that is a great point because a lot of people are not testing at home.

the white house said it is keeping an eye on ba2. >> this just goes to show that variants can surprise us. we have seen in china, the u.k., and hong kong, we cannot just write off ba2 as something that is no big deal. in people who have no natural immunity, it can cause devastating illness. it can cause you to transmit the disease to someone who is vulnerable. we are keeping a close eye on it. it is not the dominant strain, but this could cause problems for anyone who does not have protection as we start to lift restrictions with a highly trans missable variant out there. >> i'm told we need to move on, but give me the shortest answer ever, where are we with the vaccine for kids under five? >> seems to be a battle between pfizer and moderna. i am guessing within the next month we see a clear path. fingers crossed.

of the car trying to stop the thieves. they pull away and that man just fell off the car, slamming his head onto the pavement. that is awful. it is unclear if that was the man's suv. the san francisco police department tells us he was taken to the hospital. thankfully not seriously hurt. quite scary. >> joining us to talk about it is an abc7news insider. what you do not see at the end of that is a police officer taking off after the car, but they did not catch them. this area as prime pickings for tourists so this begs the question. if police are right there and this still happens, what more can be done? >> it is interesting. i was talking with my police sources and they said the car -- police officers tried to pull the car over. what happened was the thieves just hit the gas and sped away. under california or san francisco policy, in high-speed

pursuit, you don't go after someone unless it is a violent felony or you have a weapon in the car or they are endangering somebody at the time. the police just had to let them go. you can see the license plate on the car but that appears to have been stolen as well. they don't have the car, they have some leads, but no, they were basically allowed to drive away. it is ironic, it is infuriating, but those are the rules in san francisco and thieves know it. when you watch the break-in, it is not like the thief is breaking into a sweat or appears to be nervous. it is like they are unloading groceries. >> it almost felt mundane. that is the scary and the sad part. this seems like another video that will go viral, get a lot of attention. the mayor mentioned that in her state of the city address. >> there is a lot of noise about what is happening in our city. you see it in the headlines, often in the right-wing media. they love to talk about san francisco, don't they?

you see it on social media. you see one video take off as if it is telling the whole truth about who we are. >> so it appears the mayor was talking about our video of a theft from walgreens. here is another video, right, that could possibly go viral like that one. she said one video, but you have two and then three. and then four. >> the mayor as a politician, she is trying to sell the story. you can say one picture is worth 1000 words and you can say yes, these videos do not portray the whole story of san francisco. but what they do show is that you could be part of that video in and that is part of the story as well. there's a lot of problems facing the city right now. noted that one of the big problems of the city is they are bleeding cops. they are down 500 cops in san

francisco and there is little sign they are going to be able to regroup -- recruit police to replace them. it is not just a problem in san francisco, it is up and down the west coast in big cities and the east coast, where police are moving out into the suburbs. they cannot get people to join. this problem is not going away anytime quick and there will be perfect for. -- more videos. >> workers have left the city in the past two years during the pandemic. today she launched this big bloom sf. when they are here, there is deterrence to crime. how do you draw them back? it is kind of a chicken and egg situation. >> one thing you used to deter crime is to have a big flow of traffic, people walking, things going on. the idea that more eyes is just going to put a damper on it.

it is a catch-22, but that is why she is trying to bring the businesses back. she knows she has to sell san francisco. like it or not, we are in the age of video. videos are out there and they are going to keep coming. this one at least, the person was not seriously injured. that if anything puts it more on what were they thinking versus what a tragedy. it underscores the challenges facing san francisco and decisions we have to make in the bay area going forward about how we want to live, how we want to police, and how we want to deal with these situations. >> thanks a lot. >> oakland police will have eyes in the sky with the launch of three drones. donations from the oakland chinatown improvement council paid for the drones. the department previously borrowed them from the sheriff's department. the police chief announced the addition of the drones today and says they will be used to conduct searches and rescues in

for me and something i wanted to pursue but never thought would actually happen. >> a geologist and one of the youngest candidates in history was chosen as the final member of spacex crew four. in mid april, she along with others will spend six months on the international space station, conducting research and observing geological changes on earth. we often hear from astronauts that when they get up there and see the earth from that vantage point it changes them. have you thought about how it might change you. >> being able to see the earth as one whole body and one small fragile body as well that we all live on, that kind of sentiment being able to see how small we really are, how shared our space is and then how fragile that environment is i think we'll have an impact in terms of

appreciating what we have and being good stewards of it. >> she will serve as a missions specialist and well she will be the fifth african-american woman to go to space, she will be the first to actually live and work on the iss on a long-duration mission. what was that training alike? >> there are two components of training. two years of basic training. >> she spent the last few years learning how to fly t 38 jets, to speak russian to learn how to communicate with crewmembers and spacewalking. >> what is important about that is for everyone on the ground is hitting to see the team of people at nasa that all come from different backgrounds, different expertise come together and accomplish these difficult things should set these almost impossible goals and put in the work to make those goals happen.
