rain overnight. good evening. i'm ama daetz, let us get right to sandhya patel who is tracking the storm. sandhya: the storm is going to dampen the morning commute. already seeing some light returns for north. let's get you industry level radar. see branch, annapolis road, is getting wet. a little bit mist and drizzle reported around santa rosa. there are two systems, the first one is the one we are watching. it is an atmospheric river ended ascending most of that moisture into the pacific northwest. we also have the system coming our weight this week. both are ones, 12 to 3:00 in the north bay as we head into the east bay and san francisco peninsula, four to six -- 4:00 to 6:00, the south bay 7:00 to 9:00. winds have begun to pick up.

office monday night. literally, sleeping bags outside his door, demanding the unpaid teachers get their money. >> i think i owed $2000 or so. it is because there's all these issues with the new payroll system. they didn't create new codes for things. reporter: the covid code for additional sick days being one of those problems. substitute teachers not being paid for work at different schools, pay for those working after our programs and know access to health care or retirement benefits are all major issues. this camp was set up inside district headquarters, educators want picket lines outside and then a back-and-forth between the union and the superintendent. >> $900 does not seem like a crazy amount, but when you are living paycheck-to-paycheck, that is childcare for the week. reporter: the district claims a new payroll computer system, union heads disagree.

>> this is not a software issue, this is the problem of decisions are made from top management and continue to persist into march. reporter: dr. matthew says 15 more people have been brought in to help with the problems. since last friday, six to 700 additional payments have been made. -- 600 to 700 additional payments have been made. reporter: >> that shouldn't happen. reporter: as of late monday night, the union tells me they will be staying at the district headquarters overnight as they are still awaiting checks. ama: building a better bay area by boosting the economy, you could see a lot more european tourists in san francisco if mayor london breed gets her way. she left tonight for europe to promote san francisco as a tourism destination. it is one of the efforts to help recover from covid shutdowns. her 10 day trip includes stops in london, brussels, branford

it is about ensuring officers are out of their cars, on their feet, on bikes, engaging with community members, getting to know the community in a way that builds trust. reporter: that trust challenged after the death of george floyd and during the civil unrest and street demonstrations. several brought to the mayor's doorstep. one of the deadliest years on record for traffic-related deaths in san jose, the mayor will be making a case in front of the state legislature later this month for automated speed enforcement cameras to monitor key core doors. holding people accountable, hoping that my help address another budget priority. >> see the illegal dumping going on, we need to get better about enforcing illegal dumping happening in our city. reporter: in the mayor's top priority, but he considers to be his greatest failure,

ama: is san jose police officer and former san jose football star died over the weekend. please say dejon packer responded good afternoon and his milpitas home. he was just 24. he grew up in san jose and during the spartans as a walk on, eventually becoming the school's leading running back. he then joined the san jose police department a year ago. >> it is a difficult day at the police department for a lot of us. >> everybody is heartbroken for pack, for his family, and for our football family. he had a tremendous impact on everyone he met. ama: the santa clara county medical examiner and milpitas police department are investigating the cause of death. checking the latest covid headlamps of, for the first time
