san francisco. reporter: to ease the pain. they talked about getting rid of the gas tax temporarily. that did not pass. now they are talking about a rebate, giving us all $400 in our pockets to take the sting out of these prices. state lawmakers who support this idea are saying $9 billion is what they will do to pay for this and take it out of the state's surplus. californians feeling the cost and the pain at the gas pump. they are saying this would cover the cost of weekly fill ups for gas for a car with a 15 gallon tank. they think this will help us get through the year with the average cost at $5.78 for the state right now. some drivers tell us they are

to stop its movement towards kyiv and towards most of the big cities. ukrainian military has done what no one expected it to do. jobina: ukrainian government says nine evacuation routes leading to different cities including the southern eastern city of mariupol have been agreed to today. yesterday, the russian military did not stop shelling. the un security council is holding an emergency meeting at noon to discuss the growing humanitarian crisis the war has created in ukraine and surrounding countries. reggie: a ukrainian mother is doing everything she can to get her and her four month old son to sfo to connect with family. kumasi: they are stuck in a germany because of the baby's travel documents. reporter: these photos are proof of a more peaceful time for new mom, olga, her husband, and

their seven month old home. they left kyiv in march. when they escaped, sirens blared forcing them into a shelter described as fusing -- as freezing and unfit for an infant. they know they had to leave ukraine and reach family in the bay area. >> we left the country by bus which took us almost 20 hours. eight to 10 hours at the border control. reporter: her husband and father stayed behind. she, her baby, and her mother flew to frankfurt, germany. their final destination set for san francisco. they never made it onto the connecting flight. their itinerary was impacted without necessary travel documents for the baby. >> he does not have a passport. i applied in kyiv for the passport. russia decided to bomb our city.

reporter: ukrainian embassies and consulates cannot issue new passports. the consulate general of ukraine and san francisco says the ministry of foreign affairs in the case of a baby without a passport has allowed the infant to be included on a parent's passport with a photo. she completed that step which means the baby's page is now a passport inside hers. >> in order to get the visa to travel to the u.s., he needs a past that she needs a passport -- he needs a passport. in being written into her passport was not sufficient. reporter: she has spent the last two weeks reaching out to lawmakers for assistance. some put on an online campaign to cover her hotels and other expenses as she is seemingly stuck in a foreign country.

reggie: a group of teachers spending another night sleeping at san francisco school district headquarters because of a dispute over paycheck issues. hundreds of school workers did not get paid or only partially paid since january. the district says it has added staff to investigate and fix the issues. teachers in the mount diablo school district have organized a strike. they say 92 percent of members voted in favor of walking off the job to demand higher pay. their contract with the district expired last june. teachers want a 12 five cent

it is still rising in california. the average price for a gallon of gas statewide is $5.78. in san francisco, $5.90. amy hollyfield is live with the effort to give taxpayers some money back. amy: how does $400 sound? lawmakers are going to propose a plan that would give us a 400 all the rebate to cover the rising cost of gas. bay area residents rj with a -- residents are doing what they can, driving better, more consolidated trips. another tip, see what you can take out of your car before you drive it. >> an extra 100 pounds of weight reduces your fuel economy by 1%. if you have the opportunity, go into your vehicle, clear out the stuff you don't need to. it will help you conserve

gasoline and roof fuel economy. amy: rid of the gas tax temporarily while drivers are paying more and the state has a budget surplus. that idea did not pass but couple of lawmakers built announce today a proposal that will essentially be the same thing. this would give everyone, even those who don't have cars, a one-time payment of $400. they argue this is better than getting rid of the gas tax. it is about the same money. i did the math, if you fill up once a week and if you have a 15 gallon tank, you're spending $397 per year on the gas tax. this rebate would give you $400. if this makes it through sacramento, the state will spend $9 billion of the state's surplus to cover this idea.

amy hollyfield, abc7news. kumasi: soaring gas prices are taking a toll on families with sick kids traveling to and from bay area hospitals. for one couple visiting ucsf see their newborn, they pay almost $300 round-trip for gas. a local nonprofit stepped in to help the family but they are not able to keep up his gas prices are so high. >> we are nowhere near being able to meet the demand for gas at the moment. they are having to choose between paying rent, getting food on their table, or filling their gas tank. that is a tremendous amount of stress for a family with a six child -- a sick child. kumasi: if you want to help, we have a link in the story on our website. the u.k. ministry of defense says the invasion of ukraine has largely stalled.
