patchy fog in santa rosa. partly cloudy skies throughout the day. we are slowly warming up through the 60's by noon. this afternoon, it will be warmer compared to yesterday, mid-60's and it low 70's away from the coast. today is dry. tomorrow, rain. it's a level 1 somewhere tracking on saturday with light showers, winds ramping up at the coastline with gusty conditions. and the threat of some hail. we will time out the rain for you, when it arrives and more importantly when it will get out of here. jobina: educators have made it clear that they are ready to strike. 92% of members voted in favor of walking off the job, and today they will be picketing. amy hollyfield has been following the negotiations between the union and district and is in walnut creek with

details. amy: yes, we will see teachers outside of the schools like this one picketing. it's not a strike, but they will be picketing. consider it a warning. a warm up, they say, but they are ready to strike if necessary. this is the mount diablo school district. they want to pick it to show they are united and ready to strike, saying 92% of union members voted in favor of striking if demands are not met they have schools along 680 from martinez to concord. the teachers in this section of the east bay say they need a 12.5% pay raise over six years. the district is offering 7%. >> i know how vital a fair contract is. it is essential to retaining the teachers we have and bringing in new ones.

it does not buy groceries andt put gas in the tank. amy: teachers chose today to pick it because it is the day that a pena will be meeting that panel is expected to announce recommendations on how to proceed with the negotiations. the teachers believe the district can afford to give raises, dating back from 2017 and continuing through 2024. the superintendent says there is not room in the budget. the teachers plan to picket before today and after school. reggie: thank you. teachers in another school district will return to the classroom today. announced that they had reached a tentative agreement with the district ending a strike there. the union calls it a monumental shift that will prioritize teachers in the budget. the schools are still operating on a half-day schedule today. kumasi: grief counselors on and

in mountain view to support students, staff and teachers after a student was killed in a crash. the student was biking to school when a truck hit him at el camino real and grant road in mountain view. people in the area say it is known for being a dangerous intersection. >> it is brutal. people ignore you here, across the street, especially catty corner from here. >> the police department says the driver is not facing charges currently and they do not believe that speed or alcohol was a factor. the school have grief counselors at school on monday as well. reggie: the man suspected of shooting an officer is due in court today. the officer died after the shooting in november while protecting a tv news crew. local employees charged three people in the murder and one suspect is still out there. u.s. marshals are asking for the

to russia. president biden is expected to warn against that. there are signs china is working to soften the blow of sanctions imposed on russia. >> the fact that they have not denounced what russia is doing speaks volumes. >> the ukrainian military says russia fired six missiles towards the western city of lviv this morning. the mayor's office as an aircraft repair plant was hit. work at the plant had been stopped. there were no reports of casualties. a state department official confirms a u.s. citizen, james whitney hill, has been killed in a separate russian attack. his family says he was waiting in a bread line. a group of u.s. senators is going to poland and germany this weekend to learn about the u.s. response to the war in ukraine. >> in today's first look, as russian bombs fall in ukraine, volunteers are risking their lives to share artifacts in the

jobina: health officials have a warning about overdoses, they have issued an alert in response to overdoses among people accidentally exposed to fentanyl while using cocaine.

investigators have seen three deadly overdoses in the last two weeks involving people who say they thought they were using cocaine only. fentanyl is a synthetic opioid that can be up to 50 times more potent than heroin. julian: covid travel restrictions in the u.k. have been lifted for arriving passengers, unvaccinated people do not need to take tests when they landed into passenger forms are no longer required. officials say they have ended the restrictions before the easter holidays, but say that there are contingency plans to respond to future variants. jobina: landmarks are in green this morning for st. patrick's day, one of the biggest parties in the city happened at the united irish cultural center. we explain why this year's celebration is paving the way for the future. ♪ reporter: after a long two-year break the music, the dancing and

celebrating were back for st. patrick's day thursday night at the united irish cultural center in san francisco. >> it is great to be back open. spirits are high. reporter: this is the center's president yoon says after the pandemic hit the finances here hard, he is happy to see the community come back to help the center come back on its feet for the second time in a few years. >> we were worried about the center because it had closed. so we have had kind of some rough economic headwinds here. reporter: for decades, the irish center has been one of the largest ethnic groups. the impact was felt across the bay area in education, construction and religion. >> it is in san francisco as old as the city itself, the immigrants who came during the gold rush brought their music and traditions. reporter: the historical presence will soon be getting a big boost as the cultural center raises money for a rebuild of

the teachers say they need a 12.5% pay raise dating back to 2017, going through a contract to 2024, but the district says it cannot afford that. the teachers union says 92% of teachers have voted to authorize a strike. >> the earliest day for a strike to win what is best for our students would be monday, march 28. there's a lot of moving and we hope to reach an agreement before a strike, but we want everyone to be aware of the earliest possible date so they can build contingency plans. no one wants to strike, we want a fair settlement. amy: this is the mount diablo school district with campuses along the 680 corridor, from concord to walnut creek. teachers will picket today, it is not a strike, it is more like a warm up showing that they are serious and they will be

picketing today before and after school. in walnut creek, amy hollyfield. julian: san francisco unified teachers have packed up their sleeping bags after spending the night at district headquarters. jobina: they have reached a deal on ongoing payroll issues that left some teachers underpaid. they got a commitment from the district that all outstanding checks would be resolved by today. the district says a new system led to underpayments in more than 1000 cases. a special education teacher says that she has received money for afterschool programs that she was involved in and expects covid to pay next week. >> i was excited to see the email because i saw the 15% interest paid to educators for each day back pay that was owed, which is huge. jobina: under the agreement, the union says any future payroll errors will be paid within 72

hours. julian: to the latest in the war on ukraine. russia's foreign minister says foreign supplies containing military equipment to ukraine will be considered targets for russian strikes. the ukrainian police are reporting an american was killed by russian charlene, hours after the u.k. defense minister says he thinks that russia's invasion of ukraine has stalled. russia is relying on longer-range missions. and a theater in strike despite satellite images showing the words children visible from the air. a day after calling putin a war criminal, president biden has harsher words. >> there is brutality in what he is doing in ukraine, it is inhumane. julian: the u.s. house has passed legislation to revoke the status of russia and belarus as

normal trading partners. that would open the door to stiffer tariffs on goods from those countries. the bill is now going to the senate. jobina: arnold schwarzenegger is making an appeal to the russian people. he posted a message urging them to resist the country's disinformation. >> ukraine did not start the war, neither did nationalists or nazis. those in the kremlin started this war. this is not the russian people's war. to putin i see, you started this war. you are leading this war. you can stop this war. jobina: he also spoke directly to russian soldiers, warning them to avoid becoming like his father, a nazi he regretted his involvement in world war ii. the video has received more than 50 million views. julian: americans are bracing for even higher gas prices among

supply concerns. it has given people anxiety as daily driving is costing more and more. our reporter shows us how some are looking to help. reporter: this morning, proof of the heavy told a high gas prices are taking on americans. thousands in chicago waited for hours to get a free fill up. >> i have been out here since 5:00 a.m. reporter: a local businessman donated $200,000 in gas to stations across the city and he says he will do it again next month. >> it is a blessing. i thank everybody. reporter: it comes as americans get ready for even higher prices at the pump. oil climbed 8% on thursday due to supply concerns stemming from the war in ukraine. by april, the global markets could see the biggest supply crisis in decades. california's gas prices average about $5.78 a gallon. to offer relief, some lawmakers

booster shot recommendations for different age groups. santa clara county's public health officer is expressing optimism for the future, and thanking the community for making it happen. sheays the nc residents and officials saved thousands of lives. the county's death rate average is two times lower than the state and lower than the nation as a whole. she attributes the success to high vaccination rates and regulations of the county deployed. >> we have lost tover people to covid to date, but without the collective efforts we have made, we would've lost them anymore. -- lost many more. julian: while she says the covid epidemic is not overcome, the good news is case rates are stable or declining and she does not anticipate new mandates. jobina: a big day for future

jobina: sentencing will be underway today for a getaway driver that killed a man in oakland. byron reed was convicted of second-degree murder in november, the deadly crash happened when a 34-year-old was trying to stop thieves who took his laptop from a starbucks. this was on new year's eve of 2019. reed is facing object 30 years in prison. julian: police are investigating a crash that happened moments after officers tried to stop a suspect. they pulled the person over on wednesday night near international boulevard. when officers approached, the driver sped off, slamming into another car. two people were killed. a women in the backseat is hospitalized. a small memorial has popped up
