residents on edge. it is saturday, march 19th. thanks for joining us. we will get to that in a moment. first, they look at the weather with lisa. lisa: good morning. the next couple of hours will be transitioning into some scattered showers. a cool day on the way with the briefing northwest wind as the front sweeps through the bay area. there is live doppler 7 where most of the activity is offshore. you will notice that the north bay is looking at some returns but the activity is there just off the coast. as you look at our storm impact scale, here is what you can expect. light rain and gusty winds, chance of a thunderstorm with possible hail. 50 in one a clear -- walnut creek. 45 santa rosa. 46 in pacifica. the golden gate bridge is dry.

9:00 we will see some showers. it will be a cool day. the winds will pick up and breezy northwest winds will relax overnight to give us a chilly night. the sun setting at 7:20 and we will talk about a sunny first day of spring any warm outlook for the week ahead. liz: thank you. developing this morning, four people are in the hospital after an apparent head-on crash in contra costa county. this happened before 11:00 last night on byron highway. firefighters say two people were critically injured and were flown to a trauma center. the other two were taken to the hospital with less significant injuries. navy's are back in their homes after a bomb scare -- neighbors are back in their homes after a bomb scare. an evacuation order was lifted last night but the situation was enough to leave people shaken. reporter tim johns has the story. tim: a quiet apartment complex in pleasant hill turned into the

scene of a nightmare friday night. >> i do not feel safe here. i do not feel safe here. tim: the police department says they were investigating a series of vandalisms in the area. >> as a part of the investigation, pleasant hill detectives discovered that it was possible that are suspect in the vandalism case was acquiring explosive devices. tim: law enforcement agencies say they got a search warrant for an apartment on the 300 block of long breakaway. officials say they found bomb making materials along with some type of device. police say they arrested a 27-year-old man. >> the hazmat was here, the fire department was here, the fbi was here. we did not know what was going on. tim: she lives of the complex and was one of 20 residents evacuated around 3:00 p.m. friday afternoon. she says the suspect caps on himself and never had interaction with others in the

complex. >> to put plastic over his windows, which we thought. was kind of weird. tim: that sentiment also shared by other residents, many of whom were shell-shocked over what had happened. >> we had suspicions of something lower-level. maybe growing some pot or something like that. we had no clue anything like this could have been happening. tim: as residents begin returning to their homes, some say it might not be for much longer. the events of the night causing at least one to say she is moving as soon as she gets the chance. >> as soon as i'm physically able, yes, that is what i will do. tim: tim johns, abc 7 news. liz: fire crews are investigating this fire at an apartment building in campbell. the fire destroyed the building yesterday morning. sky 7 was above the scene where you can see smoke coming from the building.

crews were able to queue flames from spreading to nearby buildings. the structure was deemed unstable and dangerous. people working from nearby buildings walked and found it hard to breathe. >> all you can see was smoke pouring out of the second-story windows. liz: a large modifier has been put out. -- a large amount of fire has been put out. there are no reports of injuries. morgan hill police arrested a 17-year-old after he shot gel balls at pedestrians. the behavior is being tied to a viral social media trend that encourages people to fire pellets at unsuspecting victims. reporter amanda del castillo has the warning. amanda: what take tech cougars -- what tiktok users might consider a new challenge is landing teens in some trouble.

in morgan hill a 17-year-old boy was arrested after police say two people walking along east main avenue were hit with gel balls shot from a blaster gun fired from a moving car. these water-based pellets hit one person in the head, another in the arm. >> if someone were struck in the face or the eye, that is going to cause significant damage. . >> or worse, if you get hit with something like that on the bike, you can fall off into oncoming traffic. amanda: residents say there is concern since is this -- since this is the third incident in the past two weeks. police say they do not believe the incidents are connected. pd says they were able to identify the car involved and later found the driver at home with a splatter ball blaster gun in the backseat of his car. he was then arrested and booked

into the santa clara county juvenile hall. sergeant scott purvis says what is challenging is it does not take much together needed materials. >> it is sold as a toy for children so the accessibility is easy for anybody to purchase these. does not have evidence that thursday's case was related to the tiktok challenge, but pd believes it is likely seeing social media encouragement to shoot strangers. >> you would not want that to happen in any neighborhood. but it will not stop me from going out for my evening walk. i do not think it is a big problem. amanda: others consider viral social media trends that harming others a huge problem. >> that is crazy, just crazy. i do not get this tiktok challenge stuff. the kids need something else to do. amanda: police are asking parents to speak with children

about the serious dangers and consequences of this criminal behavior. in morgan hill, amanda del castillo, abc 7 news. liz: several european countries are deserting rise in covid cases. experts are predicting that the new variant could become the dominant strain. >> time to assess the impact and whether people will be say in large numbers, whether it will increase mortality. liz: a senior advisor to the white house covid-19 response team says the u.s. is typically four to six weeks behind trends in europe which is why the white house is keeping a close eye on the u.k.. hospitalizations have not increased in the bay area despite ba.2 being 32% more transmissible than the first rain of omicron. effective april 1, people attending mega events indoors will not have to show proof of vaccination or negative test.

mega events are 1000 people or more. there are new details on open unified school district mask policy. the district is making masks optional for students, staff, volunteers, and visitors when outdoors. masks will be required in classrooms and other indoor locations. the district will hand out covid test kids to students and teachers as they headed to spring break. they are being asked to take those tests shortly before returning to school. teachers from mount diablo unified school district mean business after an impasse over a pay dispute. they already voted to strike. yesterday, they piled on the pressure and their boss agrees with them. >> we call this getting ready to strike awareness campaign just to let the community know that we are ready to do what it takes to get fair wages. >> all of our employees deserve an increase in salary. liz: teachers are asking for a

12.5% increase over six years. the earliest they could strike would be march 28. president biden has signed a bill aimed at helping healthcare workers on the front lines throughout the pandemic. the bill is named for a doctor who died by suicide in 2020. she worked at a new york city hospital that was hit hard by covid. the healthcare provider protection act offers mental health services to healthcare workers. it will also fund research on the best mental health strategies. a documentary on national geographic called "the first wave" looks that what happened in the early weeks of the pandemic and chronicles the lives of doctors, nurses, and patients in the new york hospital system. you can watch it on hulu. let's get a check outside. lisa: no rain yet. we are waiting for it. a level 1 system on the way. san francisco where temperatures are in the low 50's. a mild start for everyone. scattered showers and a cool saturday on the way. stay tuned.

president zelensky is calling for peace negotiations. he says they are russia's only chance to reduce the damage from its own airstrikes and mistakes, saying otherwise russia's losses would be huge. for the first time since the invasion, missiles have hit just 40 miles from the polish border. rescuers to view to search for survivors at a feeder hit by a russian airstrike used to shelter children. 130 people have been rescued but hundreds are still missing. russian president vladimir putin praised his military as a patriotic rally in moscow. president biden spoke virtually with china's leader for almost two hours. >> the also describe the implications of china to provide material support to russia. liz: president bill clinton and former president george w. bush both laid some flyers at a ukrainian church in chicago.

they release this video on their social media accounts calling on americans to rally in support of ukraine. if you want to help people in ukraine, we have put together a list of verified nonprofits sending supplies to refugees on our website abc7news.com /takeaction. google is facing a lawsuit over alleged discrimination against black employees and people of color. a former employee is leading the charge against google. the lawsuit claims the company pays black employees less and that employees of color face harassment at work including being asked to serve white colleagues. the lawsuit is seeking punitive damages and fees. google has not responded. frustrations over homeless encampments and a call from the city of san jose for patience. it is tackling what it caused an epic crisis. tara campbell has a story. tara: from one homeless encampment to the next, it is a

site some are getting sick of. >> the amount of trash that is there is appalling. it is absolutely appalling. it is not safe. it is unsanitary. tara: she lives near several of these and can it. >> i live off of capital expressway. it is right here. you cut the corner, go down the street, it is right there. tara: every time she drives by she worries. >> you better be lucky you do not hit anybody or something is going to fall down because you will get into an accident. tara: frustrated, having countless complaints go unanswered. >> call this person. it is not our district. call that person. it is not there district. emails and phone calls. tara: he is asking the city to do more to keep these encampments contained. >>: provide them with a doctor. tara: the city is planning on bolstering that service as well as adding more porta potty. deputy director of the department tasked with keeping camps clean.

>> city council provided our department with quite a bit of american rescue plan dollars so that we could up our game. tara: a big part of the plan is to pick up garbage every week starting by the end of april. >> and move from biweekly to weekly service to approximately 200 and can't meant. -- 200 encampments. if garbage is everywhere, we will do escalated cleanups. tara: one of those cleanups happened a few days ago at watson park. >> we took camps that were sometimes two stories high and probably 200 square feet and we removed the debris but we said, this is how you can stay. tara: a relief for people like jody who calls a camp home for now. >> i ended up in an encampment. the people are wonderful.

it is like family to me. tara: she has been living at the corner of monterey road for a year waiting for her family to pick her up. >> have you thought of going to a shelter? >> the the t with me. my family should be here any day. tara: the city is calling for patience. >> the tolerance with ourrr house community while we are grappling with this really epic crisis. tara: that encampment where jody lives could be a small win within the bigger battle. the city is working to turn it into emergency housing. >> instead of eight to 10 people living outside, we can hopefully have dozens of people living inside. tara: jeremiah is all for it, whatever it takes to get her neighborhood cleaned >> that would be wonderful. the trash that is there now

needs to be gone. tara: tara campbell, abc news. liz: the drought will mean that cities and towns will get less water. governor newsom's administration says the state water project will provide just 5% of the amount of water cities receive. that is down from 15% earlier this year because of record dry conditions in january and february. the state water project is a systems of parks and canals -- pipes and canals that provides water to 27 million people from silicon valley to san diego. we have been hoping for rain and you are saying there is a little bit of rain this morning. lisa: that's right. the rain is offshore. you will see that on live doppler 7 and we will take all of those raindrops we can get. the most should be along the shoreline, the coastal hills. there is a small chance of a thunderstorm and with that, some heavier downpours. but the showers will be scattered and there is a look at

live doppler 7 where you can see the yellows offshore, what is ahead of it is moistening up the atmosphere. nothing falling yet here although you see the green over parts of san francisco. throughout the afternoon, we will have the scattered showers. this will move quickly to the south and east, taking the rain with it and breezy winds behind it. temperatures are mild. 51 degrees in haywood, union city, and berkeley. cooler in the 40's. 46 and pacifica. a look outside from our roof camera, wet and windy. cooler today. springlike conditions tomorrow. spring arrives at 8:33 in the morning. it will be a cold start with temperatures in the 50's and 60's tomorrow was much warmer weather arriving. the hottest days are tuesday and wednesday. here is a look at the rain. by 8:30, you will notice around muir beach, stinson looking at some showers. it could be anywhere over into

emeryville. maybe a light sprinkle in san jose. 1:00, you can see most of the activity offshore but this does shifts to the south and east and that is when we could see our best chance of some of those rain showers bringing in that accumulating precip that will take us up over a couple hundredths so we will get something out of this. as we look at the unstable air behind it, we will see that thunderstorm potential for the afternoon. maybe 12 one hundredths in napa. the rest of us notice just a couple hundredths all the way down from mountain view. san jose should pick up a little bit of rain as well as the santa cruz mountains. with the winds increasing throughout the day, it will be quite blustery. 11:00, very light still. the winds move in and push the front to the south and as it does, they will either kick him out of the north. northwesterly winds up to 40 miles an hour. astlinl be breezy and sa the say

there is rain offshore. live doppler 7 confirming that. you will notice that there are a few returns. maybe a little drizzle started to happen around napa, moving into vallejo. the main activity is still well offshore. it is a level 1 system. we will see scattered light moderate rain today with gusty winds moving along the coast. a slight possibility of a thunderstorm embedded. low 50's in oakland, san jose, and concord. as we tracked the rain through the 8:00 hour, it is scattered from the north bay to the peninsula. by 11:00, a few east bay showers around half moon bay. the winds picking up by 1:00. heavier downpours over into san mateo and hayward. as we get through the 3:00 hour, the range shifts to the south and east where we could see a thunderstorm. we will clear out tonight. it will be a cold evening and we

will talk a big warm up coming our way in a few minutes. liz: the war in ukraine is entering week four with attacks increasing. ukrainian president zelensky says more than 180,000 ukrainians have been infatuated. christine sloan has the latest. christine: as russia's war on ukraine enters its fourth week, the russians firing missiles at leveev hundreds of miles away. martha raddatz is there. martha: the russians are sending a powerful message. lviv has been a critical place for refugees trying to get out of ukraine and a critical pipeline for humanitarian aid and supplies. those strikes just as president biden met virtually with china's president for almost two hours. russia has asked china for military or economic help and the u.s. says china will pay if they assist russia. >> china has to make a decision

moving forward. spencer: a slight smoky taste can add character to a fine wine but not too much. >> i have encountered wines in the bottle and thought, this is an ashtray. how did it make it this far? spencer: she is a winemaking consultant who sometimes judges competitions as well. she says the effects of recent wildfires can often be tasted and wines from oregon to california and around the world. identifying which vines are damaged can be tricky and expensive. >> and you have to scrap an entire vintage for an entire part of the world. we did not know what to do. spencer: enter chemistry professor fill crews. he first took note of the snow damage -- the smoke damage in 2018 began studying techniques to identify which grapes contain smoke taint. he says the taint can remain

hidden when smoking compounds bind with sugar molecules in the grapes but they can be released later by enzymes during the fermentation process or when the compounds come in contact with the saliva of a wine drinker. >> the enzymes in your saliva and bacteria in your mouth will clean this complex and free the volatile molecules. that is when you can taste them. spencer: the professor expanded on work done in australia where wildfires have devastated grapevines. he says the key is to test for smoke derived compound. modern techniques like spectrometry can identify the compounds even if they are not producing the full smoky taste. >> that was the technology be put on the table. severing compounds and and and you measure them by using spectrometry. spencer: the hope is that more
