11:00. we begin now with major new developments tonight in the war in ukraine calling for urgent peace talks. ukraine's president is demanding an immediate meeting with russia and warning against further escalation as the fighting intensifies. destruction widens and more people flee russia launched new missile strikes at a military barracks reportedly killing dozens of ukrainian. troops us defense secretary lloyd austin today said russia has used brutal savage techniques to target civilians. war our voice against has been tragic. russia's invasion has taken a terrible toll on ukrainian lives. in maurepool in coastal ukraine russian forces heavily damaged one of europe's largest steel plants 3.3 million people have fled ukraine over 24 days and relief agencies are ramping up efforts to deliver aid. labay area man is taking his

support for ukraine to a whole new level the american red cross volunteer made his way onto the front lines abc 7 news reporter tara campbell spoke with him from kiev and joins us now from the newsroom with a story you'll see only on seven tera. yeah, dion the american red cross isn't actually on the ground in ukraine, but dennis ottochi was determined to get their doing it on his own dime and now he's in the thick of it. from the front of san francisco city hall to the front lines of ukraine. dennis otoshi says he just had to do more every time i turned on abc 7, you know, and i saw what was going on here. i got angry. i felt like i needed to do something aside from waving a flag at the rallies that flag now hangs that headquarters in kiev where he's part of an emergency response team of volunteer with the american red cross using his connections to get into the country by contacting my friends in the ukrainian red cross and said, do

you need my help and they said yes, of course. so i just immediately flew to warsaw eventually making his way into ukraine it took. week and i finally caught a refugee train going back in the opposite direction and he's been putting his nursing skills to use ever since soon as i hit the ground. i responded with the emergency response team. we went off in a large ambulance to one of the buildings. this was last tuesday. that was hit by on the scene for hours on end holding on to a report card pulled from the ruins still unsure if the young girl is alive. we were gathering up, you know, like any of the survivors and we're also talking to the people the relatives we would try to you know, first of all calm them down and keeping calm. he says can be tough. you occasionally may hear what sounds like the blue angels but

then all sudden there's a boom so that means that the air defenses have a successfully knocked it out. dennis is no stranger to a crisis. he served across the us and around the world, you know, the wildfires we've had the floods in, nebraska, louisiana, texas a hurricanes tornadoes. but nothing quite compares to being at the center of war during the forest fires. no one was shooting at that's different here crediting his spirit to serve with his upbringing in the bay area just the nature of being a san francisco, you know where people who need help you reach out and his deep desire to help in ukraine that too has a tie to home i grew up with the russian and ukrainian and belarus community out on gary boulevard. so that was part of my upbringing as far as the risk factor the danger of this

friend abc 7 news reporter. ryan curry tells us at least one other city official wants the mayor to step down immediately. and deeply sorry for the lapse in judgment, and i hope that you can forgive me antioch mayor lamar thorpe issuing a video statement following an arrest on a dui charge saturday morning a chp of report shows officers pulled thorpe over near the monument boulevard exit in pleasant hill thorpe did not crash his car and chp did not mention what his blood alcohol level was you have my full commitment that i will grow and this moment and continue to work diligently on behalf of the residents of antioch marathorpe declined a request for an interview deferring to the video. he put out saturday morning. the mayor is also facing a recall effort that is currently collecting signatures from antioch residents and some residents. we spoke with tonight. say the news of this has been disappointing to hear surprise and disappointment mostly, but other than that, i hope he gets better and learns from it kobe battle lives in antioch and says, he likes the mayor but

building a better bay area moving forward finding solutions. this is abc 7 news. russian forces made significant gains in ukraine today advancing into the port city of maurepool abc news reporter christine sloan tells us russian forces say they used a new weapon in ukraine a hypersonic missile. the russian defense claims their forces deployed hypersonic missiles for the first time in this war. those missiles seen in this video from a february training exercise before the invasion were used in a friday strike on a ukrainian armed forces ammunition depot in the southwest of the country the fact that putin is you having to use these very sophisticated

howe are constantly updating our abc 7 bay area stream. app with the latest updates on the crisis in ukraine that app is available for roku and amazon fire along with apple or android tv. just search abc 7 bay area well, abc news has learned that at least 20 people were shot including children at a car show in rural arkansas tonight, at least one person has died that is according to police. shooting took place in dumas about 90 miles southeast of little rock at about 7:30 pm local time. the police chief told abc news that children were among those injured in the shooting but did not have a specific number. police have a person of interest in custody, but continue to investigate whether more people may have been involved. it is unclear. what caused the shooting or the conditions of many of those injured. for us marines were killed during a nato training exercise in norway on friday night.

stop that vehicle after they deemed it unsafe to pursue the chase through city streets. abc 7's commitment to building a better bay area now focuses on the economy if gas prices. have you fuming these days you might be surprised that part of what you're paying for at the pump has to do with a mystery surcharge reporter amy powell from our sister station in los angeles explains that surcharge went into effect years ago and never went away. california drivers know that gasoline is much more expensive in the golden state than anywhere else in the nation and they know the cost of fuel is pumped up by state taxes, but there's also an extra 30 cents added to the price of a gallon of gas and no one can explain why this mystery gasoline surcharge is just going to suppliers. we don't know what it's paying for. we don't know who's of money professors severin bornstein director of the energy institute at the university of california. berkeley says that 30 cents a

gallon is costing california drivers about 4 billion dollars a year. he says the surcharge was tacked on after a disastrous 2015 fire at the torrance refinery in southern california after the torrance refinery fire in 2015 our prices. up relative to the rest of the country and they never came back to the same relationship experts say california's higher prices are due to nomination of factors including gas taxes and the cost of making cleaner gasoline. the state is also a fuel island meaning it does not receive any supplies through interstate pipelines. an effort started a few years ago to investigate the mystery surcharge, but that effort was abandoned due to a lack of progress as gas prices continue to skyrocket bornstein says it's time to solve the mystery. it's costing california. it's about four billion dollars a year. it seems that spending a few million dollars to figure it out would be a wise expenditure.
