wild video coming out this morning of both devastation and those tornadoes in action. >> all this is not over now. the severe storms on the move this morning. ginger is tracking where they're headed and towns like brandon, mississippi, are now preparing for the worst. >> that's right. but first, we have marcus moore starting us off in hard hit round rock, texas. marcus, good morning. >> reporter: amy, good morning. it was a sleepless night for a lot of people across the region and you can hear them clean up back here. you can see large pieces of wood and bricks littering the parking lot after this vicious tornado. overnight, devastating twisters, this incredible video from texas as a tornado crosses the road, transformers igniting. a pickup truck knocked on its side as debris rains down. the truck spinning across the road, then knocked right side up and moments later miraculously the truck drives off. >> i got it. >> reporter: lightning iluminating dark skies across texas.

>> there it is. >> i see it. i see it. it's crossing the road. oh, my gosh. it's right here. >> reporter: reports of at least 19 tornadoes tearing into texas in the past 24 hours. outside austin overnight, we spoke with storm survivor tim berry. >> i mean, five minutes, five minutes, and it was over, you know. i mean it was literally gone, the devastation is unbelievable. >> reporter: homes and businesses were seriously damaged in the city of round rock. >> get inside. get inside. run. >> reporter: customers in a parking lot running for cover at this walmart as a twister moved in. >> go, go, go. >> reporter: and video taken from inside dell computer's headquarters shows a twister moving across the parking lot then knocking out a traffic camera. a shopping center taking a direct hit. this bank of america destroyed and a restaurant seriously damaged. and the city of jacksboro,

northwest of fort worth, gutted. a path of destruction stretching for two miles. aerial images showing part of the roof ripped right off this elementary school and a high school gym teshe e. >> reporter: this morng,n beag. >> only two pictures survived on my wall. >> reporter: and communities coming together helping one another in any way they can. >> i'm just trying to help the county clean the roads up here. trees are down. you can see, my neighbor's house is tore up. >> reporter: and in oklahoma, a tornado touching down in the town of kingston causing widespread damage to several homes there. later this morning, there will be teams out to survey the damage to see just how bad it is across the region. amy, i can tell you there were a lot of families that couldn't sleep in their homes overnight. >> those videos and images so

devastating. marcus, thank you for that. t.j.? this is possibly not over, folks. the threat of severe thunderstorms and tornadoes now shifts to the gulf coast states. ginger is in brandon, mississippi. ginger, folks like the one there in brandon are getting their storm shelters ready for potentially a direct hit? >> reporter: that's right, t.j., most people here in the deep south do not have a basement or a storm shelter. so community shelters like this where they can withstand 250-mile-per-hour winds can take projectiles, debris right into here and be totally fine. they are going to pack these today with hundreds of people likely and they've got the room here in brandon. they say that they are prepared but i got to tell you this is the type of room you need to be in to be sheltered from those types of storms. let's go ahead and look at what's happening yet this morning. we've already got tornado watches on the map. houston, they've seen warnings with little rotation wrapped up in that line up to shreveport. this is all going to keep marching east, but it is not just that line, it's the discrete super cells that we call them that produce the tornados along the warm front we are most concerned about late

morning through early afternoon from meridian along the alabama state line back to jackson, hattiesburg, baton rouge, it is not going to stop here either. after tonight, it moves east through georgia, south carolina, north carolina, folks even in southern virginia will have to look out for this front moving through by tomorrow. i will have so much more coming up but we are certainly preparing for a rough day here. >> all right, ginger, we appreciate you as always. thanks so much. whit? now to the latest on the war in ukraine. the russian attacks on civilian targets escalating with a deadly strike on a shopping mall in kyiv and the situation in the besieged city of mariupol growing increasingly desperate as it refuses to surrender. our foreign correspondent james longman is in lviv with the latest. james, good morning. >> reporter: yeah, good morning, whit. there have been 27 days of this war now and since the very beginning, mariupol has been bombarded and under siege. there are something like 300,000 people still stuck in that city but the ukrainians are holding out. russia may have demanded

surrender from mariupol, but this morning, ukraine is clinging on. the city's agony continues relentless bombardment on civilian areas, apartment buildings hollowed out, and the satellite images showing smoke pouring over the besieged city. residents taking shelter underground in freezing conditions, food and water increasingly scarce. president zelenskyy with another powerful address telling people there never think even for a moment that ukraine does not remember you. this as video verified by abc news shows a russian strike on a shopping mall in kyiv. the attack, the largest and deadliest the capital has seen so far, killing at least eight people. russia releasing this video says this shows the attack, claiming the site was used for a missile launch and ammunition but ukrainians have yet to comment and now under curfew with fears russian saab trues or kill teams in the area. in kherson, locals take to the streets. streets to protest the russian advance. these shocking images showing russian forces firing into the

crowd. stun grenades and automatic weapons and one person reportedly injured. the staggering human toll of this war worsening by the day. according to the u.n., over 10 million people have been forced from their homes. that's nearly a quarter of the entire population. 3 million have fled the country and half of those children. yulia was able to escape from kharkiv. she says we were in a basement for ten days. planes and rockets were flying over us. it was really scary and now ukrainian officials are accusing the russian military of taking 2,300 children from donetsk and relocating them to russia. the invasion forces have just below 90% of its combat power still intact. the ukrainian military also has 90% of its power intact although the official points to weapons shipments from allied countries helping to bolster its defenses. president biden has now confirmed that russia has used hypersonic missiles in ukraine, an advanced weapon that can evade aerial defenses. now, president biden has been warning about the very real possibility of russia using chemical weapons here. he says they've been laying the groundwork making false claims

about the u.s. and ukraine preparing chemical weapons. it just feels like with his back against the wall now putin could do almost anything to win the war. whit? >> that would be a significant escalation. james, thanks so much. amy? now to breaking news out of russia. president vladimir putin's top critic this morning alexei navalny could face 13 years in prison. erielle reshef has the developing details this morning for us. good morning, erielle. >> reporter: good morning to you, amy. he's been sentenced to nine more years in a prison camp just outside of moscow. these proceedings lasting for nearly five hours. standing the entire day, convicted on fraud and other charges. widely criticized as politically motivated. navalny has been serving a three-year sentence, yet another

move by the kremlin to crack down on internal dissent. amy? >> erielle reshef, thank you. whit? president biden warning about the potential for a russian cyberattack as a form of retaliation. our chief justice correspondent pierre thomas is tracking the threat, and pierre, the white house putting american companies on alert now. >> reporter: indeed. whit, good morning. as the war in ukraine drags on there appears to be new evidence that the russians could be looking for ways to inflict punishment on everyday americans beyond rising gas prices. a senior white house official saying on the record monday that there's new evolving intelligence that the russians are, quote, exploring options to potential cyberattacks on critical infrastructure in the united states. a sign concerns are growing, the administration met with more than 100 companies in the past week warning them to be prepared amid this new intelligence. federal officials declined to say which industries they're most concerned about, but abc news has learned that authorities are focused on the banking industry, telecommunication facilities and utilities such as the energy grid.

>> so, pierre, with this threat now what are companies and individuals being asked to do? >> reporter: first, companies need to close and lock all unnecessary doors connecting their computer networks to the internet. they need to make sure that employees use o-factor authentication and passwords that are lengthy and complicated. for the folks at home, when you get security notices on your mobile devices and computers, don't ignore them. please be careful not to open any attachment without being 100% certain that it's from someone you know. whit? >> pierre thomas in washington, thank you. t.j.? whit, we turn to history. senate confirmation hearings for judge ketanji brown jackson, the first black woman to be nominated to the u.s. supreme court. those hearings now under way and judge jackson will face the first day of questioning after delivering a personal opening statement yesterday. our congressional correspondent rachel scott is in that hearing room. rachel, good morning to you. >> reporter: t.j., good morning. democrats and republicans both acknowledging the history made in this room. and while judge jackson is

certainly expected to face some very tough questions ahead, on the first day of her confirmation hearings, she opened with a promise to defend the constitution. history made on capitol hill. >> so help you god. >> i do. >> reporter: judge ketanji brown jackson sworn in as the first black woman nominated to serve on the supreme court. the weight of the moment sinking in. >> thank you for this historic chance to join the highest court, to work with brilliant colleagues, to inspire future generations and to ensure liberty and justice for all. >> reporter: jackson introducing herself to the country as the daughter of schoolteachers. she credits her father who later became an attorney for shaping her passion for law. >> my father in particular bears responsibility for my interest in the law. my very earliest memories are of watching my father study. he had his stack of law books on the kitchen table while i sat

across from him with my stack of coloring books. >> reporter: seated there behind judge jackson her two daughters and her husband patrick jackson, a cancer surgeon overwhelmed with emotion. >> i have no doubt that without him by my side from the very beginning of this incredible professional journey, none of this would have been possible. >> reporter: if confirmed, she would be the second working mother serving on the court. >> girls, i know it has not been easy as i've tried to navigate the challenges of juggling my career and motherhood, and i fully admit that i did not always get the balance right. but i hope that you've seen that with hard work, determination and love, it can be done. >> reporter: this is her fourth confirmation hearing. she's been a judge for nearly a decade, promising to serve without fear or favor. >> i have dedicated my career to ensuring that the words engraved on the front of the supreme court building, equal justice

under law, are a reality and not just an ideal. >> reporter: and as she prepares for tough questions in the coming days, a group of black law students from louisiana came to the nation's capital to show their support and witness history. >> she is showing us what equal justice looks like. >> i feel like eventually she's going to have my back so i need to have hers. >> reporter: all right, so today senators get about 30 minutes to question judge jackson. she could be in this hot seat behind me for over 11 hours. republicans previewing their attacks calling her soft on crime, but democrats do not need any republican support to confirm judge jackson to the bench. t.j.? >> we see heat radiating off that seat already. rachel scott, we appreciate you as always. no matter how it works out this is something we've never seen in the history of the country, a black woman at scotus confirmation hearings in the senate. >> and we will be watching.

we're going to turn now to march madness and a big year for women's college basketball. several teams had quite the night especially the uconn huskies with a historic win. will reeve breaking down the madness on the road to the sweet 16. hey, will. >> good morning, guys. it's nice to see you and nice to watch some more basketball even during the week. there were long overdue changes this year to the way women's teams are treated at the tournament. the ncaa now treating them equally to the men and this year for the first time they're actually officially calling the women's tournament march madness. how about that? but the more things change, the more they stay the same on the court. the 11-time national champion uconn huskies winning last night and they go to their 28th consecutive sweet 16. that is a record. it's a tight win for the huskies they knocked off ucf, 52-47 and it helps uconn to have paige buckets back. that's reigning national player of the year paige bueckers who missed a huge chunk due to injuries and came back a month ago. the huskies face indiana next. from paige buckets to sara

buckets, that's sara puckett with a "p." the tennessee lady vols freshman with a dagger three to put her team up late. tennessee hanging on to beat belmont. in the locker room after the game her teammates spraying sara buckets with water and the lady vols will head on to their 35th ever sweet 16. that's their first in six years, though, and last night they were the scoring irish. notre dame putting up 108 points on oklahoma, 29 of them from dara maybury. they have their spot in the sweet 16 as well. how about the ivey family? mom, coaches of notre dame, son jaden plays for purdue. they are both sweet 16 bound and, of course, purdue plays the men's cinderella st. peter's later this week. >> she said she was more stressed out watching her son play than actually coaching her own team. >> when you have no control over something, that's when you get stressed.

oklahoma. this pickup truck knocked over spinning out. the driver miraculously got away. the twisters leaving a devastating trail of destruction. the threat of severe thunderstorms and tornadoes now shifting to the gulf coast states. ginger will be tracking all of this for us throughout the morning. also, the supreme court says justice clarence thomas remains hospitalized after experiencing flu-like symptoms and being admitted friday. they say the 73-year-old does not have covid-19 and is being treated with antibiotics for an infection and could be released in a day or two. and miami beach officials have declared a state of emergency and are putting a curfew in place for south beach after five people were wounded in two shootings over the weekend. the mayor, get this, said they don't encourage spring break. they just endure it. city commissioners will meet today to finalize the curfew which will run from thursday through monday. and andy warhol's iconic paint, blue marilyn, you may have seen it at a museum or in one of the many prints around

the world. it's coming to auction at christie's auction house. now, this could potentially be the most expensive 20th century artwork to ever be auctioned off. the price tag expected to be somewhere in the neighborhood of $200 million. i'll just buy the poster print. >> that's right. >> and frame it. >> 1999, right? >> all right. folks, we have a whole lot more ahead including the fact that teslas can do a lot, but they're not supposed to fly. police are searching for the driver behind this dangerous stunt that had this tesla going airborne. that is coming up. but now, first, to the search and rescue operation that is under way right now in china following that airplane tragedy. the boeing 737 carrying 132 people crashing into the mountains of southern china and exploding. transportation correspondent gio benitez is live now with what we know about the disaster. good morning, gio. >> reporter: hey, amy, good morning to you. this is without a doubt china's worst air crash in over a decade

and still this morning there is no sign of any survivors. this morning, the ntsb telling abc news it is joining chinese investigators to figure out why a boeing 737 with 132 people on board suddenly plunged into a mountainous region in china. >> the big thing is to find the recorders and that's going to take some effort once again because of the severe impact. >> reporter: drone video from chinese fire rescue showing that devastating debris field. the china eastern airlines flight apparently crashing at more than 430 miles per hour leaving almost nothing behind. early data showing the plane started going down at a very high rate of speed, then for a short moment leveled off, but then started falling again. the whole episode taking less than two minutes. >> and, unfortunately, look at the data. i don't think we can rule out some type of criminal intent either. >> reporter: boeing, which is also working with chinese investigators, telling abc news,

our thoughts are with the passengers and crew. we are working with our airline customer and are ready to support them. >> so everything is on the table right now and it's just a matter of getting more data, more information and just a few snippets of the air traffic control tape could be invaluable in determining what may have happened. >> reporter: and it is critical that they analyze those data recorders, but i've got to be honest. they may be hard to find because when you have an impact this strong those data recorders could be buried feet under ground. amy? >> gio benitez, we appreciate it. thank you. joining us now is abc news aviation analyst john nance. john, you just heard everything is on the table. but based on what we know at this point, what could have possibly gone wrong on that aircraft? >> we have a two-stage mystery here. the first part of it is, why did

the airplane start coming out of altitude? was it an emergency descent the pilots felt they had to do or something involuntary? i would vote right now for some sort of control because they appeared to be in control until they got down to 7,000 feet. they pulled up. they stabilized. it must have been quite a pull-up, many gs, and then suddenly i think what we're seeing is the result of an in-flight breakup of at least part of the control surfaces of the airplane. >> and john, there are some very unique aspects of this crash that you typically haven't seen in other disasters, correct? >> yes, absolutely. first of all, it's the coming out of altitude, you know, what looks like an emergency descent except for the high rate of speed which is not commiserate with the procedures we follow. we don't know if they made that decision consciously, what it was that caused them to do it but maybe they came out of the sky involuntarily and it has the appearance of the other. i think the last, because we know this fuselage was diving to the ground at a tremendous rate of speed out of control, something trailing and an in-flight breakup more than

a trial by ordeal. it's intense. what's the mood like in the room? >> reporter: senator dick durbin said this is the hard part. heading into this democrats were not expecting this to necessarily be pleasant. they were expecting it to be tense. at times it's been very contentious. this has been judge jackson's opportunity to respond to some of the criticism she's been getting from republican senators during this time ahead of her confirmation vote. this is playing out over several hours. yesterday we saw opening statements from the 22 members of the senate judiciary committee. today we'll see questions unfold over the course of 11 hours. that's the amount of time she'll be in the hot seat. senators have about 30 minutes each to question judge jackson. you see the senators shuffling through paper. they have notes in front of them. judge jackson sat down and only

next to her a blank note pad. >> earlier senator chuck grassley asked judge jackson about her views on court packing, the idea of adding more seats to the supreme court to impact the justice between justices viewed as liberal and those viewed as conservative. let's listen. >> court packing is creating new seats for political purposes for a president to appoint more judges. do you agree with justice breyer and justice ginsberg that court packing is a bad idea? before you respond, you say this question should be left to congress as a policy issue. sitting supreme court justices have spoken on that matter. i don't think it would be inappropriate for you to do it if other people sitting there have said it's a bad idea. >> respectfully, senator, other nominees to the supreme court

have responded as i will which is that it is a policy question for congress and i am particularly mindful of not speaking to policy issues because i am so committed to staying in my lane of the system. i'm just not willing to speak to issues that are properly in the province of this body. >> rachel, this issue of court packing has come up a few times. what was the response to judge jackson's answer there? >> reporter: this is something that is certainly a big issue on capitol hill. progressive democrats have pushed the idea of court packing, expanding the number of supreme court justices on the bench. you heard from judge jackson say she's not going to weigh into political issues. she said she's going to stay in her lane. really notable is the strategy

from democrats. senator dick durbin used almost every minute he had trying to get ahead of republican attacks, trying to get her on the record before republicans had the chance to question her themselves. >> earlier the committee chairman, dick durbin, asked judge jackson about her sentences in past child pornography cases. let's listen there. >> i thought about his charges as i watched you and your family listening carefully yesterday and what impact it might have had on your personally to know that your daughters, husband, parents, family and friends were hearing the charges that you're implementation of this law, sentencing, endangered children. can you tell us what was going through your mind? >> as a mother and a judge who has had to deal with these

cases, i was thinking that nothing could be further from the truth. these are some of the most difficult cases that a judge has to deal with because we're talking about pictures of sex abuse of children and in every case, when i am dealing with something like this, it's important to me to make sure that the children's perspective, the children's voices are represented in my sentencings. what that means is that for every defendant who comes before me and who suggests, as they often do, that they're just a looker, that these crimes don't really matter. >> let's bring in devin dwyer who is inside the committee room. this is probably the most fired up we've seen jackson so far. she was very detailed in her

response there. a addressing how serious the crimes were, but how sentencing guidelines are outdate. >> reporter: criticism of her record on child porn cases has been the most critical attack so far. they've been raised by senator josh hawley. he said her record is a long record that lets offenders off the hook in sentences which she issued below the federal guidelines in several cases. hawley accused her of endangering children. those claims came out yesterday with her two young daughters sitting in the hearing chamber. today we heard from her directly. she was very forceful. i was in the room. you could have heard a pin drop. all 22 senators were fixated on ketanji brown jackson. they were listening to her intently. she pushed back explaining that

those guidelines for sentences in child porn cases are arbitrary. the congress actually gives judges discretion to look at the guidelines and take into account other factors. judge jackson said she sentenced 20, 30, 40 years of supervision, forbids them from using computers. a clear effort for her to push back she's soft on crime. we'll hear from senator hawley later this afternoon. >> let's also bring in rick klein and yvette simpson for more. rick, what has been the most challenging moment for judge jackson so far? >> reporter: the highlight was senator lindsey graham who voted to confirm judge jackson a year ago hone in on some of the ways republican nominees have been treated in the past. a very awkward exchange where senator graham asked judge jackson to rate how religious she is on a scale of one to ten.

she said she didn't feel comfortable responding. senator graham said i was hoping you would say something like that, hoping we would never judge you like democrats judged republicans. this is setting off a situation where people like senator graham could vote against judge jackson not because of who she is, but of who she isn't and also because of previous nominees have been handled. a lot of political baggage. you'll hear more of that today with 2024 contenders taking the microphone. they'll bring factors that have little to do with judge jackson it was a challenge for her not to respond to those lines of inquiry. >> yvette, relating to court packing, is that a priority for democrats? >> we would call it court expansion. i think it is. i think i want to say it's

unfair to ask judge jackson about that. her response was spot on. this is a policy decision. it's not a constitutional question. the constitution does not limit the number of justices. expansion of the court is something on democrats' radar. the court has been expanded before. typically it was expanded to mimic the number of judicial circuits that exist. today it's 13. that would not be a question that would come before the supreme court or one appropriate to ask a nominee to the supreme court. one of the things i want to point out that republicans continue to do, they're saying one thing and doing a different thing. they're asking her questions of policy. they're saying they want her to adhere to the constitution, but they're asking questions not of a constitutional nature. i would agree with rick this display by lindsey graham is deplorable. it's disgraceful and an embarrassment for the entire process. >> rachel, how can we expect the

rest of the day to play out? >> reporter: it's going to be a marathon of a day up here on capitol hill. so far only five senators have been able to question judge jackson. that means by my math you have 17 left, 30 minutes each. we'll see this unfold. she's expecting to be in that chair for the course of 11 hours today. expect more tough questions and democrats trying to give her a chance to clarify her record and get ahead of the republican criticism. we have our eye out waiting to hear more from senator lindsey graham. he voted for her confirmation to the d.c. circuit. today he said he sees some red flags. a sign he may not support her this time around. >> thanks to rachel, rick, yvette and devin. we'll return to your regular programming on abc. david muir will be back with a full wrap up tonight on "world

women. pang the lnsack at 99%. because they return it at 99%, the money goes back out. >> and it is still just a drop in the bucket relative to the need. and so in addition we're working with partners like institutional investors to actually invest in this, and if we can create kind of that financial plumbing between the capital markets and women living on $2 a day and everybody wins, that's the system's change. >> reporter: while it may be difficult for people who never experienced water scarcity to understand the consequences, they say the covid-19 pandemic helps put it in perspective. >> what was the first thing we were told to do was wash our hands, right, and so now you've got 800 million people who can't protect themselves. >> it shows how interconnected we are, right? it's pretty clear that if we're not all healthy, then none of us are going to be healthy. >> what is the message you want people to take away? >> that there are solutions to these problems. that you don't have to just bury your head in despair.
