ama: tonight, a new plan to help build a better bay area. dan: reporter tim johns spoke with the city leader who is spearheading an effort to help end homelessness. reporter: it is one of sf -- send friends most -- san francisco's worse problems. several supervisors put forward a proposal that will provide shelter for every homeless person. >> the trouble is, we have nowhere near enough children's offer. reporter: he has taken the lead on the plan. he says while the cost could run into the tens of millions of dollars, its ultimate goal, to eliminate most encampments on the streets is worth it. >> the biggest challenge i hear from my constituents on a daily basis. reporter: some experts say most -- more has to be built into the proposal, to deal with those who don't want to be house. >> unless you have the policy adopted with the shelters, where

it is said we are going to have a policing force people who don't accept children, i wouldn't start the process. reporter: randy shaw is the director of the housing clinic. over the past few decades, the per -- percentage of those who want to stay unsheltered on the streets has grown dramatically. -- exponentially. >> with a higher percentage of long-term troubled, substance abuse troubled population. reporter: if approved, the process would take time. he believes once we have enough housing, for those that still refuse, a definitive message needs to be sent. >> we have to be clear that for the folks are not interested in one of our options, that we don't have a place for them in san francisco. dan: tonight, the san francisco school board welcomed its three new members. >> we want to start off by

welcoming the three new commissioners. dan: mayor l mayor l appointed the woman after last months recall election. all of them are parents with children who attend school in the district. the school board dove into the payroll fiasco that left some employees with partial paychex or no pay at all. the issue had to do with a glitch in the district's new payroll system. not the board approved an agreement to pay 15% interest for late payments. >> in addition to what your staff are owed, we need you to do better by us. if we are moving toward stability, this is not it. >> we are committed to having transparent process and understanding what happened. to make sure any worker that did not receive the proper payment is made whole. dan: the district is setting aside as much is setting aside as much as $300,000 to pay the interest. ama: san jose state university

faces a class-action lawsuit regarding the sexual assault case. they say's -- shot sexually abuse them. our reporter explains the class-action case expense pull potential victims. reporter: this is the nearly 30 page class-action lawsuit filed friday in santa clara county superior court. a consequence of what is being described as a more than a decade long scheme by former san jose state head athletic trainer and director of sports medicine scott shaw. he was recently charged with civil rights violations, accused of sexually abusing women student athletes under the guise of treating them for injuries. this attorney is part of the legal team representing survivors. he says questions from his clients drove the case. sjs you -- has sjs you been hels accountable? what changes have been made?
