and they came face-to-face with vice president harris. from her and city to the white house, paul and tanisha austin sharing their story of a mobile appraisal by half a million dollars at the most powerful podium in the world. >> and telling my story because i know appraisal bias is holding african-americans back from growing and supporting their families in the way that we want to and deserve to. julian: the vice president on hand at the announcement of the action plan to address appraisal i.s. and discrimination. >> we have heard the stories. stories of people who have tried everything to avoid an unfair appraisal. stories like that of tanisha and her family. our administration is releasing the pave action plan. this plan outlines a comprehensive set of actions that our administration will take to advance equity in the

appraisal process. julian: the action plan calls for new guidance to improve the reconsideration of value process if the initial appraisal is lower than expected working to diversify the field and recruit women and people of color, requiring antibias training, and working with congress to modernize governance of appraisers, giving authority to the federal government. the austins were invited to a roundtable with other families from ohio and maryland also hit with global appraisals. forcing them to ms. lower interest rates and mortgage payments. we sat down with the housing and urban development secretary marcia fudge who led the effort. hearing like -- hearing stories like theirs, these are stories you knew but hearing them directly from these families, like the austins, what is in your heart after hearing their testimony of having their homes devalued?

>> it is all i could do not to break into tears because he could feel their anguish, pain, their hurt. i think that the system itself is so broken. julian: in that system is even affecting the housing secretary. your home is valued for $25,000 less that two doors down from you. how does that happen? >> i live in a black neighborhood. my neighborhood is one that is automatically considered to be not as good as the neighborhood that starts two doors from me. there is a bias, and inherent bias that the appraisals have had for generations. this just did not start. julian: secretary fudge admits there is work to be done as the austins fight with lawsuits against the appraiser and company involved in their appraisal. they are proud of the change created by their story and the stories of others we have covered here.

>> it is unfortunate we are here, what we are happy we are here and there will be change moving forward. >> absolutely. i always tell you i'm super proud of you and all of the work you have put into this is without you this would not have lou up the way did. -- blew up the way it did. julian: they are so gracious. the task force of 13 federal agencies and offices will continue working to turn the proposals in the action plan into true action. dan: you have done a terrific job reporting and exposing this issue. there is also forthcoming legislation to address appraisal bias. tell us more about that. julian: we have already heard from congresswoman axing waters, who has announced forthcoming gelation. sources tell me two other representatives, now that they have their hands on the report, are also planning on getting legislation to address the root

president biden scheduled to release details about sanctions tomorrow in brussels during a summit with nato and g7 leaders. today the u.s. government formerly -- formally declared the russian military has committed war crimes in ukraine. >> there have been numerous credible reports of hospitals, schools, theaters being intentionally attacked as well as indiscriminate attacks. dan: a u.s. official says counteroffensive from ukraine appears to have taken back territory surrounding kyiv. the situation is different in mario poe -- mariupol. president zelenskyy is calling for support as the invasion reaches one month. the jewish community in the bay area is showing massive support for ukraine and as tara campbell explains, it is not solely in the form of money raised, but also boots on the ground. >> there are thousands of people

decades, santa clara county approved to cut the ties. the supervisor believes this is the best way to support the people of russia and ukraine and not putin or the government. >> we want to support the people. i understand and my board understands how important it is to have meaningful relationships with the people of both nations and recognize that we can't prop up somebody like couldn't with a dust cogent that they partnership -- - prop up somebody like putin. >> this resident has felt discriminated against due to the war, worrying cutting russian relations will lead to issues for the russian community in the bay area. >> you just want to stay away from those issues. this is really sad. it is wrong and very un-american for sure. >> the county of santa clara has a task force to address issues like this.

and boyfriend of founder of theranos, sunny balwani. >> testimony continued after a pause was taken yesterday. chung also testified in the trial last year. homes and balwani are testified separately because elizabeth holmes tried to say that balwani abused her. he faces 12 counts of wire fraud and conspiracy to commit wall dust wire. chung broke down when she talked about who she addressed her concerns too. much of the questioning from the prosecutor was in the same in bozeman homes is trial. the difference was in the cross-examination by sunny balwani's attorney, jeffrey coopersmith. he commented on why we are seeing much of the same for the prosecution and why the defense has to work harder following was with homes is trial. >> for the government, they have had their case, they take it out

>> building a better bay area, moving forward, finding solutions. this is abc 7 news. dan: the latest victim of crime in the east bay is not a person, it's a paper. the oakland post has offices in downtown oakland. ama: overnight they lost thousands of dollars when offices were ransacked. luz pena has the details. luz: for 58 years, the oakland post has been covering the news in oakland. today they became the news. >> they broke into the oakland post and ransacked. luz: a scene employees walked into this morning, shattered glass covering the floors of the largest african-american weekly newspaper in northern california, approximately $10,000 worth of property stolen. >> personal items, a coin collection and rare collections

alive. they have the wrong guy. jessica de novo from our sister station in los angeles has the story. >> nearly five years since the riverside county family suffered the heartache of laying a loved one to rest only to discover days later the man they buried in a family plot was someone else. >> we are looking for justice for the ordeal they put myself and my family through. for quite a long time. >> their son and brother frankie carrigan, diagnosed with mental illness and homeless, is life -- alive. he showed up at a pallbearers house nearly two weeks after the funeral. >> while the family is overjoyed he is alive and doing ok, struggling with his mental illness but they love him deeply and care for him, they could not understand how the orange county coroner's office could get this so wrong. >> the family is suing for negligence. jury selection kicking off the

trial against orange county. the sheriff's department that coroner's office admitted to the mix of publicly in july that year. the family claims they were lied to with the coroner told of the remains found in fountain valley were identified as frankie's using fingerprints and a state id card. believed loss of his 57-year-old son devastating for the father. >> it was traumatic because i never wanted to see that happen. >> the body in question later exhumed, cremated and identified to be another homeless man with family in kansas, but the family fears another missing dedication, saying the disruption by firefighters of the body found in fountain valley may 20 17th does not match that of the autopsy by the court nor just coroner. cliques were trying to get account ability for the orange county coroner's office to make sure this never happens to another family. ama: that is just incredible.

>> the senate unanimously approved the sunshine protection act measure to make daylight saving time permanent across the states. the house has not yet voted. dan: a recent wave of high temperatures has some climate time -- climate scientists concerned, not just one key event but two at opposite ends of the earth. researchers are trying to understand why temperatures would be elevated in the northern arctic and south in antarctica at the same time. meteorologist mike nicco has the story. mike: take a high-resolution spin around our home planet and you begin to get a feel for the vast distance and geographic differences between the northern arctic regions and in the southern continent of antarctica. in recent days, the polar opposite shared more than glaciers in common with areas of the arctic experiencing temperatures of 50 degrees above normal at the same time weather stations near the south pole logged readings roughly 70 degrees warmer than average.

monitoring the effect of massive ice sheets in areas like greenland. they say while the temperature spikes may be unusual, the melting being observed raises significant concerns. >> these are anomalies. we don't know why they occur, but we do know that there is warming occurring especially of the oceans around antarctica. we know that the atmosphere and the climate is warming generally in the arctic. >> answers to the riddle could ultimately have direct implications to the bay area. the melting of ice sheets in the arctic and potentially antarctica is already considered a major risk factor insignificant sea level rise. in one of the long-term risks of long-term rising temperatures, mike nicco, abc7news. dan: researchers say the area covered by ice in the arctic this year was the 10th lowest on
