vehicle that an individual owns. up to two vehicles. >> a sort of universal stimulus plan for drivers using money from the state surplus. of san jose state's transportation institute has while she applauds the spirit of the governor, the proposal falls a bit short by in some cases, giving more money to families with more cars. >> i think you end up helping low income families that drive a little bit, but you will be doing that at the cost of also spending scarce resources helping families who really don't need that. >> it provides free public transit for three months, and gives money to electric car owners. some we talked with say a one-time check is not a long-term solution to rising gas prices. >> those kinds of things are not solvable with a debit card or a rebate. they need to be solved in

reconsidering our taxes overall. for me, i'm a person who loves to see the government start to look out for the people, in terms of the pain of the pump, groceries. >> melissa michelson says the proposal is a political win for the governor. >> it also doesn't hurt him that he's looking to run for reelection next year, and folks might remember "i got a check from the governor, and that really helped out." so it is also pretty political. >> michelson and agarwal both agree a more long-term solution would be to give incentives to drivers who purchase not only electric cars, but more fuel-efficient vehicles. still a long way to go. if newsom's proposal is approved, californians could see payments, but not until july. j.r. stone, abc7news. >> on our website, we have all

the latest news on gas prices. find resources and tips on how to save at the pump. >> a man is dead following a shooting on a road in the east bay. it happened in unincorporated contra costa county, near the border of pleasant hill and lafayette. tim johns has been on top of the story all evening. he's in the newsroom with the latest. >> the unincorporated area was shut down for hours while investigators scoured the scene. it is open, but the sheriff's office received minimal information about what unfolded. around 1:06 p.m., the sheriff's office was dispatched to a report of a shooting. we got a hold of some of the audio from the dispatch call made by the sheriff's office about the incident. i want you to listen to some of the call. >> black bmw sedan. shooter jumped out, passenger out of the vehicle, shot one

shot into the victim's vehicle. >> when deputies arrived, they found bystanders providing what they describe as lifesaving measures to a person lying on the ground near a vehicle. the victim who appeared to be shot was pronounced dead at the scene. the suspect is outstanding and the victim has not been identified. this is an ongoing investigation. anyone with information is asked to contact the sheriff's office. in the newsroom, tim johns. >> to developing news. world leaders gathering in europe to prevent russia's war on ukraine from spilling into a greater catastrophe. president biden arrived in brussels for meetings. his national security advisor said there will be more sanctions on russian political figures and oligarchs. new drone video shows the devastation and very opal.

marin county family he profiled was part of the discussion. >> from marin city to the white house, they shared their story of a lowball appraisal by half $1 million at the most powerful podium in the world. >> i'm telling my family's story, because i know appraisal bias is holding african-americans back from growing and supporting their families in the way we want to and deserve to. >> vice president harris on hand at the announcement of the property appraisal and equity action plan to address appraisal buys and skirmish. >> we have heard stories of people who have tried everything to avoid an unfair appraisal. stories like that of tanisha and her family. our administration is releasing the pave action plan. this plan outlines a comprehensive set of actions that our administration will take to advance equity in the appraisal process. >> it calls for new guidance to

improve the reconsideration of value process if the hold appraisal is lower than expected, working to diversify the appraisal field, requiring appraisal antibias fear housing and fear lending for appraisers, and working with congress on legislation to modernize governance of appraisers, giving more regular authority to the federal government. they were invited to a roundtable from other families hit with lowball appraisals forcing them to miss out on lower interest rates and lower mortgage payments. we sat down for a one-on-one interview with marcia fudge, who led the effort over the last six months. hearing from so many families, these are stories you knew, but hearing them directly from these families, like the austin family, what is in your heart after hearing their testimony? >> it is all i could do to not break into tears. because you could feel their

anguish, their pain, they are hurt. so i think the system itself is so broken. >> the broken system is one affecting the housing secretary. your home is valued for $25,000 less than two doors down from you. how does it happen to the hud secretary? >> i live in a black neighborhood. my neighborhood is one automatically considered to be not as good as the neighborhood that starts two doors from me. there is a bias and inherent bias the appraisals have generations. it just didn't start. >> secretary fudge admits there is more work to be done as they continue fighting with lawsuits against the appraiser and company involved in the lowball appraisal. they are part of the change created by their story and stories we have covered on abc7news. >> it is unfortunate we are

with the breeze coming through. not much other than a few patches. that will be changing in the morning. we are looking out towards the bay bridge. warning fog and low clouds. patchy drizzle possible. cool along the coast. repeating the pattern for a couple of days. storm arriving late sunday into monday. let's talk about the fog. tomorrow morning around the coast and the bay shoreline, a lot of fog around. that means a slower commute for parts of the bay and the coast. give yourself extra time, filtering the sunshine through the afternoon. temperatures looking like this in the morning. in the 30's to the 50's. some fog around. we might need a layer in the morning hours. breezy conditions at the coast. all the way to 78 degrees towards antioch and fairfield. everyone else in between that range. we have a cutoff low.
