cheaper ride to work this morning. amy hollyfield joins us live with more on this gas rebate proposal and concerns people have about it. amy: look at what they pay before they cut on that bridge. look at the gas prices in walnut creek that people are facing and there is a plan to give californians a $400 rebate in debit cards for each car they own up to two cars. many people say that will help but that is where the agreement ends. some do not like this plan. the plan would get you the money probably by july. it would come in the form of a debit card up to two cars, 400 dollars each. critics say what about people who walk or ride their bike and they do not have a car, saying this does not feel fair. some pointing out this encourages driving. for those receiving the money, they say it will help but probably will not go that far. a political science professor we

talked to pointed out at least to the help would be a win for the governor. >> it also does not hurt him that he is looking to run for reelection next year and maybe folks will remember i got a check from the governor and that helped out. so it is also pretty political. >> the governor's plan includes those who take public transportation. the governor suggesting bus and train rides be free for three months. he would send state money to transit agencies to cover that cost. the legislature has to approve the plan. if it goes through, drivers likely would receive those debit cards in july. reporting live in walnut creek, amy hollyfield, abc 7 news. reggie: happening now, the final expected to have confirmation hearings for judge jackson. nation's first black woman ever denominated to the u.s. supreme court. she went there 19 hours of sometimes grueling questioning

full accountability for war crimes in ukraine. reggie: one u.s. official says ukrainian forces are currently making progress in their fight to take back territory and the capital city of kyiv. in an effort to support the people of ukraine, santa clara county is terminating his russian sister city relation. kumasi: county leaders want to emphasize there is a delicate balance in the decision this morning. lori rodriguez is here in -- hearing the concerns of russian born residents in the area. lori: some worry cutting russian relationships may lead to more issues for the bay area russian community. some locals with russian backgrounds say they have experienced backlash because of what is happening overseas. the santa clara county board of supervisors unanimously approving to terminate its russian sister county ties. this after maintaining their relationship for nearly three decades. all in effort to support the people of ukraine and stand up against the actions of the russian government.

>> we want to support the people. i personally understand and i think my board understands how important it is to have meaningful relationships with the people of both of those nations. and recognize that we cannot prop up something -- somebody like putin. >> where you are from, you want to stay away from those issues. it is very sad, very un-american for sure. lori: a south bay resident tells dustin dorsey that he has felt discriminated against locally because of the war. those our team spoke with out of russian-tied businesses in the south they want to make it clear the actions overseas do not represent who they are as russian people living in the united states. the county of santa clara has a hate prevention task force to address any issues and the county will look into establishing a relationship with a jurisdiction in ukraine. kumasi: thank you.

drew: time is on the 6:12 and we are tracking a live picture that shows a little fog along the coast line from the east bay hills camera. good air quality today, tomorrow, well into the weekend. hour-by-hour, we are slow to warm today because of our marine layer influence on our air temperature and cooler air moves in throughout the day. 50's and 60's and we no longer see any 80's on the board today. we are back into the 50's, 60's, and 70's in the warmer spots. closer to where we should before this time of year. we are dry into saturday but ound sunday night into monday.et the highest rainfall totals are likely along the southern california coastline where some areas could pick up more than an inch of rain. let's see how we are doing on the roads. jobina: good morning. we are following a pretty major crash in danville right now involving multiple cars.

kumasi: as california's drought continues, there's a lot of help for people looking to conserve. abc 7 news went along with a 10 princes -- a technician as they conducted a waterlines evaluation. this is a free service the utility is encouraging its customers to use. the technician pointed out small ways that homeowners can cut back on water use that may go overlooked. things like the amount of time a spring lift system runs. >> if you have old toilets, we ask you will change those and put efficient ones in. if you have leaks from your garden, tighten those. if you rent and do not own any of your appliances, even being conscientious about how long you take a shower or making sure you wash loads of close. -- clothes. kumasi: pay 5% drought surcharge will be added april 1 and will be removed once the water

weav cooler afternoon. warmer spots inland into the 70's. reggie: it is the major announcement from sacramento to try to help you with the rising gas prices. governor newsom proposing a $400 gas money debit card for every californian who owns a car. and has it registered. taking a look at the gas board with average prices from aaa this morning, you will notice for the first time in a long time, those prices are virtually the same from yesterday. even going slightly down in san francisco. amy hollyfield live at one a creek with who gets to cash in on this potential gas card. amy? amy: good morning. this plan basically offsets the gas tax that californians pay. it does not necessarily address the high prices that we are seeing at the pump. drivers we have talked to do not sound too impressed. some critics also said they believe this plan encourages

driving. the governor's plan does include those who take public transportation. the governor is suggesting bus and train rides be free for the next three months and he would send state money to transit agencies to cover the cost. for drivers, he is proposing a $400 debit card for each car they own up to two cars. that is about what californians spend every year on the gas tax. drivers we talk to say this is not enough. >> if gas prices went up, we get $400 and that is not enough. amy: thissssssss pass through the legislature where there is a competing plan, a proposal by some lawmakers that would give every californian $400, even those who do not drive cars. the legislature already talked about temporarily getting rid of the gas tax while prices are this high. plan failed to pass so there are

ideas, there is plenty of talk. nothing in place yet. if the governor's plan passes, california's would likely see those debit cards in july. reporting live, amy hollyfield, abc 7 news. kumasi: developing news now with the worn ukraine, president biden and nato allies are gathering this morning. the president is hoping to reach new sanctions targeting russia. jobina has an update on who will be targeted in the new round jobina: president biden's high-stakes trip is now underway. he has a packed schedule. the president is attending an emergency summit before meeting the . we are expecting t -- to hear of a new package on economic sections on russian leaders. the package is also expected to crack on other countries that are helping russia get around sanctions. russia's invasion on ukraine is crossing the one month mark today. ukrainian president zelenskyy says vladimir putin's aggression is not just about his country.

doesn't that lion know that [indiscernible] [laughter] i think the cat was in the wrong place. the infamous lake tahoe parent known for invading -- bear known for invading people's homes, might have an issue. i have to first tell you this may or may not behave the tank. if it is, hank the tank has a frenemy because you see possibly hank the tank going into this building and then there is another bear and they get into it. so this was in south lake tahoe. the person that took the video says he spotted this little scuffle with the two bears and said i guess one of them left his dishes in the sink on the other was not so happy about it.
