would get help, all of them also on the verge of homelessness. >> if they don't get help i will feel like i brought all of us down and brought all my neighbors down with me. luz: the statewide housing justice coalition, there are hundreds of thousands of californians waiting. >> we know there are over 350,000 rental families that have applied for rental assistance that have not got any of it yet. luz: they said they distribute funds based on income and said in part the program will continue to operate until all complete applications received or processed and all eligible applicants have been paid. what worries housing advocates is it may be too late after thursday. >> their landlord will get paid. the only question is, will those

family still be living in their home or not. luz: meanwhile, nora says her kids are her driving force, even if next week she ends up homeless. >> every single day that i wake up, i thank god for another day, and i keep on moving. luz: time is running out, on one hand you have tenants like nora who are on the verge of homelessness, and others, the landlords who are waiting on the state. for now, meaning these families are waiting on a miracle. ama: a new report shows the number of black and latino california residents who could afford to buy home is on the decline. the california association of realtors says just 17% of households across america -- across california could afford a

medium priced home. only 26% of all california households earn 140 $4000 last year. that's a minimum annual income needed to afford likely current payments on a median priced home . the meeting has climbed to $784,000. larry: we're learning more about a shooting that left a 20-year-old dead yesterday. cornell barnard has more on the investigation. cornell: detectives carried items away from this lafayette home thursday, believed to be connected to the victim in wednesday's dally shooting -- deadly shooting on taylor boulevard. detectives would not say why they were there or what they were looking for. sky 7 was over the home on barber view lane on wednesday just hours after the shooting. police were seen entering the upscale home. >> would you know his connection

found damage consistent with a vehicle crashing into a home. inside, they found a man with a stab wound. he died later in the hospital. the second stabbing happened in forest hill. that person is in critical condition. the suspects body was found later in greenville. larry: a 61 role woman was arrested in oklahoma for a bay area murder that took place years ago. she was shot and killed in april 19 93 during a robbery at a small store in send carlos privette of one -- send carlos. the case went cold until 2018 when the san mateo sheriff's department reviewed their evidence and crime analyst determined a suspect who was living in san jose at the time of the killing but had since moved to oklahoma. >> we owe it to the families

there are still some other variables we have not locked down but medium-range models are coming together on a few of those. here's what happened last week, the latest data covers just about the entire sonoma county and starting to push into parts of napa county. we are up to extreme which is the second hyatt drought -- second-highest route. for the month we are down three inches. look at santa rosa for the year, down nearly 17 inches. the north they definitely hit harder by this lack of rain than anywhere else. we did have some rain a couple of days ago, open still holding onto 10% but the rest of us still missing about 93%-90 4% of our rain. let's talk about what to expect. low clouds and fog will continue to push into these areas. the next storm coming into focus and then mrit arng tsd.

high pressure to the south a more of a marine layer influence. that's why we will see the clouds and eventually sunshine tomorrow but it will stay pretty dry. if you're heading out this evening, temperatures will drop from the 50's and 60's into the 50's by 8:00 and a few 40 showing up at 10:00. mid to upper 40's around the bay and out toward the coast. expect some clouds and fog, more than this morning. here's a look at the fog forecast, as the clouds melt away, you can see an increase in high clouds as we head into the afternoon hours. a mix of sunshine and clouds. tomorrow mid to upper 50's at the coast, mid to upper 60's around the bay and low to mid 70's inland. rain sunday and then showers monday, gusty at the coast and the worst commute as far as having to do with wet conditions will likely be monday morning.

we still have a wide range of rain totals, if they come to fruition this will be the heaviest storm this year. the track is uncertain but the models are starting to time it better and it will come in right into the afternoon hours. this model saying anywhere from .4 inch to nearly an inch in the santa cruz mountains. the other medium-range model is coming in with about the same timing. rainfall totals are starting to get a little homogenized anywhere from point when five inch to nearly .75 inch. you start to really feel positive about the system. tomorrow a little bit cooler inland by a couple of degrees, 60's for sunday and monday and then back to spring warmth and sunshine. larrlarrlarrlarrlarrlarrlarrlarr

holding an emergency meeting to discuss new strategies. a reporter spent the day there and is here with more. >> the first thing people in the castro will tell you is that this is not a homeless problem, it is a drug problem. because there has been a lot of outreach in the tenderloin district, some of those people on the streets who refused to get help don't want to be bothered and have moved to the castro and other neighborhoods. ask anyone there, and they will say it has never been this bad. >> good morning. we are just going around the corner. >> thursday afternoon, a group of seniors travel to the castro district to take a neighborhood tour with kathy. i all those who come here are mourned about the homeless crisis. this is what they will see as they walk around. >> i explained we have a lot of unique individuals in san

francisco, and i asked them to go with the flow. >> people like miles, a homeless man who now occupies the entire front of this abandoned building. >> i came here last november, from texas. >> ask anyone who has been verbally or physically attacked i one of the people living on the streets. >> there was a young fellow, i suspect was mentally ill, he spat on me the other day. he was smoking something and i asked him to leave. >> last week, one of my managers was punched by somebody. it's just absolutely out of control, and until we address it as something other than homelessness, it's not going to be fixed. >> he constantly verbally screams at myself in my groups. >> while we were there, we saw no police on foot and only one patrol car.

most everyone here agrees the drug problem here has reached a critical point. >> we are experiencing a heavy meth and fentanyl problem and the lifestyles that go with it. and again, without public officials upholding current laws, this is what happens. >> the supervisor for this district agrees. >> there's a strong part of the constituency that doesn't believe in that, even if your offering services and shelter first. >> tonight's meeting will be on zoom and will include people in the castro and anyone who lives or works in district eight. the plan is to brainstorm and come up with demands for the board of supervisors, and i have a feeling this will be a very long meeting. lyanne melendez, abc 7 news. larry: what is happening with the castro homeless situation?

phil: the definition of homeless, we are not just dealing with the homeless problem. years ago when we adopted that term, we are using it as an umbrella that covers everyone mentally ill to the drug addicted. that's what we are seeing on the streets. not people necessarily that are homeless, they may have a shelter but they are out on the shelter -- out on the streets during the day and night, increasingly erratic hader brought on by drugs. in the castro, they were talking about putting it -- putting up cameras to keep an eye on the problem. they said windows are getting smashed. these people are just out of their minds and they are smashing the windows just to smash the windows. that is erratic behavior. when you just call it homeless, everyone says the solution is to build more housing.

that's part of the solution, but the real problem is mental and drug abuse. larry: if this is allowed to spread throughout the entire city, san francisco has a large problem. phil: it's not limited to san francisco, if it spreads around the bay area. it already has. without taking into account the drug aspect of this, what you're having is a constant definition of let's get people housing, but the people that don't want to go into the housing because they are drug addicts or are mentally ill or going to stay where they are. that is the second part of the problem that we are only now starting to address seriously. >> so you think the drug should be prioritized and then the homeless part might take care of itself? phil: if you dealt with the drugs, then you might get them to the point where they would want to go into the housing and start on the road to recovery.

larry: a san francisco a san f stirring up controversy again, this time as he tries to raise money for ukraine. he unveiled his new art feature, featuring the colors of the ukrainian flag. he says 50% of sales will be joined to -- donated to apollo vallow based group. obviously what has people worked up here is, you'd like to see 90% or 100% of the proceeds going to the charity to help ukraine as opposed to 50%.

it is a world mystery. where did it disappear from? where was it supposed to be? >> stan is a tyrannosaurus rex skeleton first discovered in 1987, excavated in the early 1990's. for many years it had been owned by the black hills institute, a geological research firm in south dakota. the dispute caused a court ordered auction that occurred in october 2020. the auction ended up setting a record for a fossil sale at $31.8 million. the mystery and the vanishing act is that the buyer was anonymous, so nobody knew who bought it, and more importantly, what they had planned for this fossil. >> an anonymous buyer buys
