mountain view's vision zero action plan. the city address road safety and traffic fatalities. the meeting was scheduled before his death. >> he should still be here with us and we want something done quicker than 2030. amanda: mountain view pd investigating what led to the fatal collision, scribing the driver as very cooperative. the parents are pleading for more signage at the intersection, calling for the city to implement a no turn on red. mountain view's public works director responding immediately afterwards with the promised improvements will not take until 2030. >> we are taking a look at everything we can do. amanda: the intersection is the side of this growing memorial. friends, family, and community members leaving messages and more. there are moments of grief met with the sounds of busy traffic. >> even just being at the memorial, it's dangerous.

amanda del castillo, abc7news. dan: two people are in custody after a chase through the green bay. sky 7 captured all of it. authorities say the driver went the wrong way on interstate 880 before getting off at davis street in san leandro. the chase continued into a residential neighborhood and the driver narrowly misses hitting several cars in different intersections. he then turns and drives next to the railroad tracks, running along san leandro boulevard under the bark tracks. our exclusive technology shows the driver turning right onto harmon street. he stops, appears to reverse, before continuing forward, turning around, and driving toward officers who had gotten out of their cars with guns drawn. the driver then reverses into a pickup and another car, driving towards officers again, then reverses, driving into some bushes near another set of railroad tracks. the driver gets out of the truck and runs along those tracks.

he ends up a short distance away where he appears to run into one of their buildings. people came out of the dealership and pointed officers to wear they had last seen the suspects. nearly one hour later, officers walked out with a man in handcuffs. a bart spokesperson tells us bart police assisted oakland police during this pursuit. ama: today marks one month since the invasion of ukraine. the country's forces are continuing to fight back in what is the biggest conflict in europe since the second world war. tim johns has been following the war for us since it started. he is in the newsroom with more on how leaders and people around the world are continuing to respond. tim. tim: the impact of the war has been felt worldwide. the human suffering has been massive with millions fleeing the war towards refugees. there has been an economic toll hitting economies across the globe.

one month after the russian invasion began, the streets of ukraine are changed forever. as the fighting has raged on over the past four weeks, millions have fled as refugees. those who remain putting up a fierce resistance backed by the u.s. and its allies. on thursday, president joe biden visiting nato in belgium to discuss the ongoing crisis. pres. biden: putin was banking on nato being split. nato has never been more united than it is today. tim: biden stating that if russia were to use chemical weapons against the ukrainian people, nato would respond. the president morning china of the economic consequences if it were to help russia during the conflict. pres. biden: i made no threats but i pointed out the number of american informed corporations that left russia -- and foreign corporations that left russia because of that barbaric behavior. tim: the outpouring of support for ukraine continues. many left horrified by the images of the war's destruction.

>> a lot of atrocities. it has to stop soon and it's very clear that war crimes have been committed. tim: igor is the director of a local nonprofit. he says the group is working hard, partnering with organizations like unicef and airbnb to help those both still in the country and those fleeing to safety. he says the bravery of the ukrainian people has been inspiring. >> for every rifle, there are six people who want to take their place and there are not enough bulletproof vests, not enough helmets for people to join the forces. tim: for those in the bay area who wish to contribute, he says every little bit helps. he urges people to get involved anyway they can, not forgetting about the people of ukraine. >> making sure that the companies you work with, whose products you are using leave russia, don't work with russia, don't trade with russia.

tim: the u.s. pledged to take in up to 100,000 ukrainian refugees. tim johns, abc7news. ama: if you would like to help people in ukraine, we have put together a full list of groups and nonprofits. it's on our website, abc7news.com. dan: let's move to the weather for just a moment. rain is on the way this weekend. we want to go to abc7news meteorologist sandhya patel. sandhya: we want to bring out the umbrellas on sunday. first concern is the fog as we look from tower cameras. we pretty much have it on all of the cameras so that is something you want to watch out for. here is a preview. saturday, increasing clouds. rain and wind with a level 1 storm on sunday. if you have outdoor plans, saturday is your better day. you might want to have that umbrella handy. the system is developing out here.

it will come together linked up with an area of low pressure and as you look at the time here, sunday afternoon and evening, the wet weather arrives and it continues as we head into monday. i will be back with the rest of the weather forecast. ama: thank you. union city police say a fire who killed one person appears to be suspicious. alameda county fire -- around 8:30 last night. the fire was in an encampment and found a body after the flames were out. numerous people may have been in the area before and after the fire and anyone with information is asked to get in contact with them. dan: a decades-old cold case now possibly solved. a 61-year-old woman arrested in oklahoma for a bay area murder. she was shot and killed in 1993 during a robbery at the small store that he owned in san carlos. a woman was seen leaving the

store shortly after the shooting but no arrest was ever made. case went cold until 2018 when the san mateo county sheriff's department reviewed the evidence. crime analysts determined she was a suspect. she was living in san jose at the time of the killing but had since moved to oklahoma. >> that should not be confused with closed cases. we owe it to the families of victims, however long it takes, to give some measure of justice. dan: hoffman ramos is being held in oklahoma, awaiting extradition to san mateo county. ama: we are learning new details about yesterday's deadly shooting in contra costa county. massive home investigators searched today. dan: a number of major events taking place in the city this week and tonight, experts break down where san francisco is in our economic recovery. >> we are counting down to theco oscars. a party planner gives you their best tips for celebrating the

afternoon deadly shooting of a 20-year-old lafayette man. today, detectives carried out items away from a home on arbor view lane in lafayette but declined to say why they were there. it is believed to be connected to the deadly shooting of 20-year-old basel gelani. investigators are not saying if he was targeted by someone in a passing car. neighbors are troubled about what happened. >> there was a road rage incident. i'm hoping it was two random cars coming through. dan: neighbors say detectives have contacted them, asking about the home and victim. sheriffs officials are saying nothing about a motive or possible suspects as the investigation continues. ama: all is quiet after the senate judiciary committee wrapped up its fourth and final day of confirmation hearings for judge ketanji brown jackson.

today, legal experts, and members of the american bar association testified about jackson's background and experience. there is no repeat of the contentiousness of jackson's marathon questioning session for the past two days. today, jackson returned to capitol hill, where she met with michael bennet. she has enough votes to be confirmed. chuck schumer says a vote will take place before the senate's easter break on april 8. dan: two major events are drawing major crowds to san francisco this week. the roads and downtown areas feeling packed to people pandemic levels and there's hope that these of -- pre-pandemic levels and there's hopes of a rebounding economy, something very important to rebuilding the area. >> i am from montreal. >> i am from san diego. >> arkansas. >> florida. >> out-of-towners are back in san francisco this week.

five miles at half moon bay in santa rosa. it is thick across parts of the bay area and tomorrow morning between 5:00 and 8:00 a.m. is when we are expecting the heaviest fog. the fog will pretty much burned out. higher clouds will filter the sunshine and will definitely notice changes ahead as we hit the weekend. i want to show you live doppler 7. it's out here that the system is going to link up with an area of low pressure and bring us that rain. it's not going to erase the multiyear deficit that we have leading to the drought situation we are in but it will certainly help with our fire danger so let's look at the latest on the drought in the bay area. the red in the north bay has expanded and that is the extreme drought so it has gotten worse. you have gone from bad to worse unfortunately and much of the state is in the severe to extreme category across the region right now. from our camera, you can see how

murky it is. areas of dense morning fog. the storm arrives by sunday afternoon and evening depending on which model you choose. temperatures in the morning, upper 30's to the mid 40's so definitely cool. it's great sleeping weather tonight. tomorrow afternoon, mild weather inland, mid to upper 70's along the coastline and upper 50's. it will be another breezy one and then a level 1 storm comes in sunday afternoon and evening going into monday with light to moderate rain. it will be slick for the morning commute on monday. sunday night, you can see raining across the region. 5:00 a.m. monday, wet weather, the sierra is getting the snow as we go into the afternoon and evening. we will keep the trend going before things wind down. in terms of rainfall estimates, this is encouraging. about one third of an inch to one inch in the mountains so we have a little bit more than what we have seen in previous storms in the last couple of months.
