could be getting worse. families worry they could be forced from their homes. the money they are waiting for from the states rent relief program. good morning, everybody. we are going to bring it up. we have bright colors -- liz: i am here with you guys. it is good to see you. and we have a bit of rain on the way? drew: we do. sunday night, we will track that wet weather coming back. this morning we are dealing with cloud cover, coastal drizzle, half moon bay down to less than two miles visibility out there. waking up in the 40's, certainly a bit of a chill in the atmosphere. 48 in novato, 48 in palo alto and 44 in concord. the fog is over the city right now with coastal drizzle and today is almost a carbon copy forecast of yesterday. we will find cloud cover across the coast for most of the day, but much of us in the 50's and 60's.

we will show you that rain, coming up in about an -- nine minutes. guys? liz: searching for solutions after young teen was hit and killed while biking to a mountain view school last week. >> we will take a moment of silence to remember andre. liz: reporter amanda del castillo you says their personal message came during the meeting about eliminating traffic fatalities. >> if we can stop another family feeling what we are feeling right now, please. just put up a sign, something. amanda: an agonizing push for action from the mother of 13-year-old andre retana. exactly one week ago, the mountain view teen was hit and killed while riding his bike by a truck driver. his parents spoke to city officials over zoom during a community discussion on mountain views zero vision action plan,

where the community addressed traffic fatalities. >> he should still be here with us. we want something done quicker than 2030. amanda: mountain view pd is still investigating what led to the fatal collision, describing the driver as "very cooperative." still, the teen's parents are pleading for more signage at the intersection, wanting to implement a no turn on red. >> we are taking a look at everything we can do. amanda: the intersection is the site of this growing memorial for andre. friends, family and community members leaving messages and more. there are moments of grief met with the sound of busy traffic. >> even just being at andres memorial, it's dangerous and people need to slow down. amanda: it's also where we met

andre's grandfather, his eyes glued to the memorial. he did not want to speak on camera, but says the support showed here that andre was special to many people. >> my heart is broken. i don't know how i am going to live. we don't know how we are going to live. i need the city of mountain view to do something, because i'm sorry, but this is bs. amanda: last september, the city included an agreement with caltrans to repave el camino. the city also adopted a resolution to make more space available for protected bikeways, painted bike lanes, high visibility crosswalks and more. if plans are approved in september, he would -- it would allow construction to begin by spring 2023. >> andre deserves this, thank you. amanda: amanda del castillo he,

abc 7 news. liz: now to the invasion of ukraine, it has now passed the one month mark. president biden will be in poland to meet with nato leaders and members of the 82nd airborne division on the front lines of defense. the president is committing $1 billion in humanitarian aid to ukraine and a new round of sanctions striking the heart of russia's economy. local ukrainian americans say more needs to be done, given the gravity of the situation. >> a lot of atrocities. a lot of civilian infrastructure has been destroyed. it has to stop soon, and it's clear war crimes have been committed. liz: the u.s. also has pledged to taken over 100,000 ukrainian refugees. we have a list of nonprofits taking donations to help ukrainian refugees.

liz: what used to be confined to a few gritty blocks is still spilling over. now, people who live and work in the castro district are searching for new strategies to take back their neighborhood. they are working to build a better bay area. many who work and live in the castro say they have verbally or physically attacked by one of the people living on the streets. while abc news was there yesterday, we saw no police on foot and only one patrol car. many hungry the drug problem has reached a critical point. >> we are seeing a heavy meth and fentanyl problem, and the listyle that goes witht. without public officials upholding laws, this is what happens. >> there is a large part of the public that believes any sweeps of encampments are wrong, even if you are offering services. liz: -- a person would be

appointed by a judge to take care of someone who needs help. even though the mayor's board, there are some that have civil rights concerns. another neighborhood, the tenderloin, has a lot of potential for improvement. that's why we decided to focus on this neighborhood for the next year as part of our efforts to build a better bay area. we have dug into its history and are looking at ways to change its future. you can see the stories on the bay area streaming tv app. watch on-demand. jobina: the states rent relief program housing is key expires at the end of the month. gloria rodriguez is live in the newsroom with the details. gloria: the state says nearly 200 15,000 households have gotten assistance, but housing now, a coalition to combat california's housing crisis, says over 300,000 rental

families have applied for rental assistance and have not gotten it yet, and the program expires next week. nora gray has three children and is worried they will become homeless. all the protections keeping them from getting evicted expire next week. gray says she was a full-time janitor before the pandemic and was never behind on rent. now she owes $8,500 in rent, or six months worth, and her savings are gone. she says her husband left them while she was pregnant last year and she became a single mom. she now works part cleaning houses, but it is not enough. gray applied for the california pandemic eviction protection program, set to expire on thursday. it has been six months and she is still waiting for help. she called every day and has only been told she is under review. >> sometimes i cry a lot because i don't know what i am going to do, how i am going to pay rent, how i am going to live with

my kids. it's a lot of stress against me, and i try to be strong for my kids, but sometimes i feel like it just brings me down. i feel like i am in a whole and can't get out. i am stuck. gloria: they do distribute funds based on area median income, and the program will continue to operate until applications are processed and all applicants have been paid. -- says says says says rent and on the verge of homelessness. for the residents waiting for a response from the states, there is uncertainty about what will happen next. housing advocates worry it may be too late after next thursday and say there is nothing to protect the tenants. jobina, lizzi -- liz? jobina: after one month month mn finally here. planning the younger release

three day forecast, the start of it is dry, but by sunday we do see rain with gusty winds to level 1 on the storm impact scale. let's talk total rainfall. these numbers over the last 24 hours have been increasing, so we like to see that. sunday night to monday, a good bet. half an inch of rain, we watch the co because we could see over an inch of wet weather. liz: the traffic seems to be light, 6:12. no metering lights yet and the traffic is flowing nicely. that's check out 101 towards the south bay. that's highway 880 going across one, the headlights headed in the northbound direction. you can see a few brake lights making the turn there, mostly up towards farther south, towards

880, is slower. we have our usual slow and go over the altamont pass and are getting reports of an accident westbound 205 for the 580's plit near mountain house. liz: people are lining up for the release of pliny the younger beer. the release is back after pausing the pandemic, and people are excited. amy hollyfield is there live. amy, what's the crowd like right now? is it rowing? amy: oh, yes. it stretches all the way down the sidewalk, as you can see, and there is a special appreciation this year, because i did not get to do this last year. this debut, release, was postponed. it was scheduled for february but because of the omicron virus, or variant, they postponed it until now.

testified about jackson's experience. she has enough votes to be confirmed. jobina: and clarence thanh -- justice clarence thomas facing criticism by what his wife texted the trump administration's mark meadows. thomas wrote to meadows "biden and left is attempting the greatest heist of our history." she told him, trump should not concede. the former president was promising to take his efforts to overturn the election all the way to the supreme court. justice thomas' office did not respond to questions from bbc news about these questions -- abc news about these texts. liz: the sonoma county sheriff's office would not tell us what the investigation found nor what the charges recommended are, but

13 women have accused tripoli of sexual assault or misconduct. the 39-year-old has denied assaulting any women. jobina: sherry papini has been out on bail for the last couple of weeks. a judge ordered her to undergo a psychiatric evaluation and give up her passport as conditions for her bail. she vanished in found a few weeks later in yolo, bound and injured. she faces up to 25 years in prison if convicted. liz: two people are in custody after a chase through the east bay following a suspected stolen truck. sky 7 everything and dan actually takes us along -- dan ashley takes us along for the wild ride. the chase continued into a residential neighborhood and the driver narrowly misses hitting

several cars in different intersections. he then turns and drives next to the railroad tracks, running along san leandro boulevard on the part tracks. our exclusive sky 7 technology shows the driver turning right onto harlem street, he stops, appears to reverse for a short distance before continuing forward, turning around and driving towards officers who had gotten out of their cars with guns drawn. the driver then reverses into a pickup and another car, driving towards officers again, then reverses, driving into some bushes near another set of railroad tracks. the driver then gets out of the truck and runs along the tracks. he appears to run into one of central mazda's buildings. people came out of the dealership and pointed officers to where they had last seen the suspect. nearly an hour later, the officers walked out with a man in handcuffs. dan ashley, abc 7 news. liz: a bart spokesperson tells

us part police assisted oakland police during the pursuit. jobina: happening today, a youth local climate strike is planned in more than 85 countries and 500 cities, including here in san francisco. friday's for future is organizing the global climate strike. they are being demanded hirer ties people, not profit. youth and allies will be marching in support of climate justice and racial justice. they will be marching at 10:00 this morning at market arrow plaza. liz: california eviction protections are set to expire on april 1. this proposal would set protections until june 30. governor newsom has signaled his support for the extension. residents have until march 31 to apply for state rent relief. advocates for renters have

candy. a live look from our east bay hills camera and the sun is rising. a fair amount of fog first thing this morning and we will see that fog linger along the coastline for much of the day. temperatures like yesterday, slow to warm because of the marine layer this morning. by lunchtime, in the 50's and 60's. location is key as to how warm it feels in the low 70's, but because of the marine influence, closer to 50's along the coastline. today is dry, 61 and breezy in the city, so it is a nice day in the south bay. one of our warmest spots com in at 78 degrees. saturday is totally dry. rain returns to the forecast on sunday in the evening. we will watch those details closely, because the latest information has the storm coming in a little bit stronger, so you might want to bump this number up. dusty winds and slick conditions for the monday morning commute.

the numbers we have been watching are increasing over the past couple hours. but the current information gives us the best bet of half an inch of rain. we will watch the coast very closely, because some spots could see more than an inch of rain out of the storm on its current path. monday morning commute will be wet with damp roads, so keep that in the back of your mind for early next week. that's weather, let's take a look at traffic. sue: we do have the metering lights down at the bay bridge toll plaza. very little backup, if any, coming into san francisco, but you will see some brake lights on approaching the tunnel and on the western portion. no stalls or accidents to speak up on the bridge. let's hop over to oakland, 880, headlights in the southbound direction. if you look in the top of your screen, you will see some brake lights near the coliseum. we have some issues on 880 north approaching oakland, one is an accident at oak and they are trying to get that out of lanes

san francisco this week, the developers conference at the miss goni center, march madness at the chase center. many are traveling for the first time in a long time and doing so with the bay area as the final destination. >> some of us are meeting for the first time in two years. it's pretty cool. >> but while the economy is coming back in san francisco, it is doing so at a slow pace. >> in all major metro areas, we tend to have more remote rules. >> the bay area council says the gamers convention and the basketball tournament are positive signs that could shape a new narrative of san francisco going forward. >> when i was coming, a lot of people are like, be careful of san francisco. it's not what you think it is. i have not had any issues. >> i am definitely going to come back. i have to check out some of the
