he was soon back on the stage accepting the oscar for best actor. t.j. starts us off. good morning, t.j. >> reporter: robin, it was awful. it was ugly. it was embarrassing. it was confusing. but on that stage last night like george said we saw something we've never seen before, and this was a night where we saw history repeated. we had a feel-good night. ariana debose, a night where we saw the first deaf man pick up an acting oscar. on a night where the entire oscars show was done for the first time by an all-black producing team. but here we are leading off the show and the story of the morning is about one man assaulting another on the oscars stage. hollywood's biggest night, and this was not an act. >> wow. wow. >> reporter: will smith slapped chris rock on stage at the oscars.

near the russian border. government officials say more territory has been retaken in the north, threatening russia's overstretched supply lines. but the brutal russian assault continues. russia struck targets in western city of lviv. president zelenskyy tried to speak directly to the russian people in an interview with independent russian journalists. but not aired on russian state media. he said he's open to a peace deal if russia withdraws its troops to territories that were occupied before the invasion. ukraine would pledge neutrality and not join nato. but only in return for security guarantees from western countries. ukrainian officials claim russia no longer has the strength to "swallow the whole state." the head of ukraine's military intelligence said putin may be shifting strategy to split ukraine in two after russia's failure to secure kyiv. and try to occupy the east and south of the country. all this comes on the heels of president biden's speech in warsaw where he reiterated u.s.

support for ukraine, called putin a war criminal and then, caught up in the moment, he went further. >> for god's sake, this man cannot remain in power. >> reporter: that declaration was immediately met with a backlash, the administration insisting removing putin from power is not a u.s. goal. >> in this case as in any case, it's up to the people of the country in question, up to the russian people. >> reporter: biden himself denied he was calling for putin to be ousted. >> mr. president, were you calling for regime change? >> no. >> reporter: ukrainian and russian negotiators will meet face to face in turkey for peace talks this week, a country that has worked hard to broker a peace deal. all signs right now show that remains a long way off. george? >> terry, thanks very much. let's get more on this from our senior white house

correspondent, mary bruce at the white house. >> reporter: they're certainly in clean-up mode. seems this was an unscripted moment of pure frustration from the president, but words matter, especially the words of the president of the united states. there's concern whether intentional or not this comment could be seen as an escalation and could undermine diplomatic efforts to end the war. biden is being criticized for this. key allies are being forced to respond. french president macron said he wouldn't use these kind of words. the white house was quick to walk this back, reiterating that they don't have a policy of regime change. whether putin stays in power is up to the russian people. as for the kremlin they say it's not up to biden to decide who the russian president is. george. >> mary bruce, thanks very much. michael? we'll turn to a second covid booster coming for americans. the fda is set to authorize a fourth shot for people over the age of 50. eva pilgrim is live if brooklyn with the details.

good morning, eva. >> reporter: good morning, michael. we're told the fda could authorize that additional booster for americans over 50 as soon as tomorrow. sources say the fourth shot will likely be offered, but not formally recommended. the details are still being worked out. the general idea that the shots would be available for people to choose based on their personal health and age. the move, an attempt to get the most vulnerable their second booster ahead of any surges this fall or winter. this is something we've seen previously happen in this pandemic. offering the shots to the most vulnerable and then later to the general population. health officials saying they will continue to monitor if the booster is needed for any additional age group. >> eva, so many people remain unvaccinated. are we still seeing people getting their first vaccine? >> reporter: 82% of eligible americans got at least one shot. there are still some 57 million people who are completely
