to conserve more water amid the ongoing and persistent drought. ama: let's get right to spencer christian with a look at the impact of today's rain. spencer: a significant impact. here's a look at some of our rainfall totals. just over .25 inches in san jose. two thirds in canfield, san francisco just under .2 inches. over 2 inches of rain, everyone got a pretty good soaking. it is now moving out of the bay area. here's a look at live doppler 7. there is virtually no rainfall occurring at this moment. as you look at the overnight forecast, you can see clouds will linger. some will bring some moisture to the coastlines of we are not expecting more measurable rainfall. we have sunny and dry days ahead. ama: sky 7 captured a rainbow in

the east bay as today's rain started to wind down. as we now had into the dry months, amid an existing drought, the governor is pushing for californians to conserve more water. the environment is a key focus of ours. j.r. stone is live in the newsroom and has more on the plan the governor outlined today. reporter: the first three months of this year has been the driest we've ever seen in california. officials are concerned and out urging more water conservation. >> j8, rain. >> the more the merrier, it on. reporter: while the optimism over this rain is still there, more actual rain is not. >> in terms of all saying fantastic deficit we accumulated, not so much. reporter: california governor gavin newsom issued an executive order monday for water suppliers to activate level two of their drought the plans, a move that equates to conserving 10% to 20%

of water. in santa clara county, they've already been asking residents to conserve 15%. >> we did not have the miracle of march we hoped for. we had record dry weather and are heading into the dry months. everybody should know this is a serious situation. reporter: data shows january, february and march for the driest first three months of the year in california history. something that is being noticed by those we talked with in sierra. >> has been a high and dry. it's weird being march, wanting to mountain bike. that is an oxymoron for us. reporter: the governor's executive order also asked waterboards across the state to consider a ban on the watering of nonfunctional and decorative turf for brass around commercial, industrial and institutional buildings. climatologist michael anderson said while april 1 typically

marks the start of the dry season, the news is not all bad. due to the rain we had in the fall, and snowfall we saw in december. >> we do have a snowpack that is melting. we are seeing the streamflow respond this year. reporter: something that did not happen last year, the ground was already dry. that nonfunctional chart is called ornament grass and does not include turf on residential lawns, school fields, sports fields and parks. i did ask about the possibility of water fines for those who don't conserve in the sulfate, i was told everything is on the table, but not being given out now. dan: san jose mayor today it made his pitch to build a better bay area. he testified to an assembly committee in support of the plan to test automated speed enforcement cameras in an effort to curb traffic fatalities.

abc7news reporter amanda del castillo explains the proposal is not without pushback. reporter: addressing the state assemblies transportation committee, san jose mayor testifying for automated speed cameras as a tool to reduce speeding and reckless driving. the push comes at a time when traffic fatalities in san jose continue at record pace. >> we know from our data, 30% of those auto fatalities, speeding is the key cause. i made speed enforcement clearly works. reporter: california law currently prohibits cities from using automated speed cameras. this bill would allow places like san jose, oakland, san francisco and others to establish a speed safety pilot program. it will put cameras in high entry intersections, monitoring cars going 11 miles over an hour

-- 11 miles an hour over the speed limits. fines would start at $50. >> individual that hit and killed my daughter was going over 40 miles an hour. reporter: this woman's daughter was in a crosswalk in her wheelchair when she was hit and left for dead. >> the saturday will be a year that she was killed. reporter: nearly a year later, the driver has still not been identified. on monday, a breakthrough, as lawmakers voted 10-0 to move the bill forward for next steps. >> i note there is a lot to go through that there are lines being -- lives being taken here. reporter: opponents include the aclu and electronic frontier foundation, pointing to personal privacy concerns, issues and rights and government transparency. the bills author it says there are safeguards embedded in the belt to address privacy and

equity. >> our intention is to take the most dangerous streets in the community and slow people down. dan: new details tonight about two separate shootings in san jose at that happened minutes apart and just feet away from each other. one case, an officer shot a man. police say they responded to a report of a person with a gun inside this taqueria. photos of what they say it shows a fight and struggle for a gun inside the restaurant. he also releases bodycam image showing a man holding a gun. less than half an hour earlier, half block away, in a separate shootings of someone killed a man. >> my 24 years, i've never been part of anything like that. certainly different parts of the city, but right around the corner. dan: police have not made any arrests. the person shot by an officer is

expected to survive. the department says it will hold a media update tomorrow. ama: and headlines, a signal from the sewer that the nation could see an uptick in covid cases. the cdc says it has seen an increase of 100% in the presence of the virus in wastewater over the last 15 days in nearly 150 wastewater sites it monitors. abc news reports the fda could authorize covid booster shots as soon as tomorrow for americans age 50 or older. the ruby princess cruiseship is in san francisco with covid infected passengers on board. princess cruises says they were all asymptomatic or mildly symptomatic and isolated on board. dan: we turn now to developing news in the war in ukraine, peace talks could happen as early as tomorrow. the ukrainian delegation has arrived in turkey for an expected meeting with russia. the siege continues with russian forces destroying a fuel depot and shelling the capital. ukrainian forces have been
