and threats from the head of russia's space agency to leave him on the international space station. we are tracking it all live. first, the latest on the war this ukraine. peace talks yesterday appeared to bring some progress. russia now claims it will drastically scale back military operations around kyiv but the biden administration and other western leaders are skeptical warning against taking anything russia says at face value. and russian bombs are still dropping on civilian targets near kyiv and other cities. foreign correspondent james longman starts us off in kyiv. good morning, james. >> reporter: yeah, good morning, george. we're on the outskirts of kyiv near irpin, which has seen some of the heaviest fighting, we've bombards and we've seen nt - residents desperately trying to get out of this city. this is an area that russia says it will dramatically decrease combat operations. that's not what it sounds like. this morning, the russian military claiming a new shift in strategy in ukraine.

they now say they are going to drastically decrease military activities around kyiv and chernihiv after negotiations between ukrainian and russian delegations but say this is not a cease-fire and this morning we've heard for ourselves that the battle is still raging. came to the suburbs of kyiv a few miles from irpin. residents are finally getting a chance to get out. they've been living underground for weeks. as you can hear, the war rages and this, this is one of the areas that the russians say they will now leave but as you can hear there are no signs of this war stopping. a local counselor here is volunteering to get residents out. "sure, i'm afraid to go in," a normal person should be afraid. he lost his own home but committed to getting people out. so now he's literally running back to meet up with his colleagues there and they're going into the town and as we've been speaking we've been hearing bombardment after bombardment. that's how committed he is to saving the people who live in this town.

an hour later a van pulls up and a small group of irpin residents rush out holding anything they can. it's a lie that it's safe, says this man, the gunfire and shelling continues as it was before. we managed to get out but there are more back there. ukrainian troops around the capital are still on high alert. president zelenskyy warning the ukrainians to keep up their guard. the russian army still has significant potential to continue attacks against our state. in the u.s., the white house says they are seeing some troops moving away if the kyiv region, but believe it is a redeployment and not a withdrawal. president biden expressing his skepticism. >> we'll see. i don't read anything into it until i see what their actions are. we'll see if they follow through on what they're suggesting. >> we all should be prepared to watch for a major offensive. against other areas of ukrte tr sevel w cints of russian shelling into residential areas near the capital. each day the war goes on more

and more ukrainians are forced from their homes. the u.n. says more than 4 million people have fled the country and more than 10 million internally displaced. those leaving irpin this morning just add to those staggering numbers. now, what we're seeing and hearing this morning just shows why there is so much skepticism about the russian agreement. for his part president zelenskyy wants security guarantees so that if ukraine is attacked in the future there would be guarantor countries like the united states that would offer weapons and a no-fly zone but we are not there yet. george? let's bring in martha raddatz. martha, the message from western leaders, watch what the russians do, not what they say. >> reporter: exactly, george. to put it bluntly they don't believe it and why should they. not just what you are seeing there in james' report, but we all remember the russians said we won't invade, right, before they launched this massive assault and now that the initial plan for sweeping across the country failed, the pentagon fears the russians may get even more desperate. a senior administration official

good morning, ginger. >> reporter: robin, one week ago nearly 07 confirmed tornadoes. we've seen damage reported in northwest arkansas, tornado watches as we speak. some of the video of this vivid lightning over wichita, kansas, the skies will be lighting up for a giant broad area, the level 4 out of 5, the second highest level that the storm prediction center puts out, until 1:00 p.m., that includes pine bluffs down to shreveport. it will get here to jackson by 4:00, 5:00. it will keep blasting east. later tonight into the early overnight it's there in the florida panhandle, even montgomery. robin? >> such a large area.

we appreciate you being being back there in mississippi. george. we have new developments in the pandemic as cases continue to fall across the country. the cdc has signed off on a second booster for people over 50 and the omicron subvariant is the dominant strain in the u.s. and eva pilgrim has that story. good morning, eva. >> reporter: we are seeing a slight uptick in cases because of this highly contagious subvariant in some parts of the country. this as a second round of boosters has now been authorized for those over 50. the highly contagious subvariant ba.2 is now dominant in the u.s. making up an estimated 55% of new infections. in the new york/new jersey area, ba.2 now accounts for an estimated 70% of new cases.inct th >> it's starting to create a surge in many parts of the country so it makes sense that many people may want to up their immunity as we potentially head into a surge.

>> reporter: overnight, a second booster shot of moderna and pfizer for americans over 50 now authorized. >> if it's been at least four months since you've been vaccinated with your first booster dose, you should seriously consider getting another booster dose. >> reporter: anyone over 50 can now get a booster but the cdc says they are especially important for people over 65 and people over 50 with underlying health conditions. with the cdc signoff, these fourth shots can go into arms right away. so those over 50 can technically get those second boosters now, but it usually takes a few days for the states and pharmacies to get up to speed. as for those under 50 they will learn more about the need for an additional booster when the fda meets next wednesday. robin. >> all right, eva, thank you. now to that new warning on a texting scam. major carriers telling their customers to be on guard.

the twist here, the texts appear to be sent from your own phone and there are signs of a possible russian connection. our chief justice correspondent pierre thomas is all over this for us. good morning, pierre. >> reporter: robin, good morning. verizon telling us last night more than 10,000 of their customers have been targeted in a so-called phishing scam. in this sneaky caper verizon customers are receiving a text message which appears to be from their own phone number suggesting verizon will give them a gift as a reward for paying their phone bill. if that sounds like it's too good to be true, it is. if you click on the attachment authorities fear it may be a gateway to hack your phone. some customers have been steered to what appears a russian website. there is concern because fbi and homeland security officials have been warning for weeks that the kremlin could launch cyberattacks in retaliation for the u.s. support of ukraine. it is not just happening to verizon. when we contacted their competitor t-mobile the company told us, quote, scams like these are an industry-wide problem. >> tell us how big a threat these scams are to consumers.

>> reporter: well, it's an extraordinary threat, growing exponentially, and hackers are slick. amazon tells us the hackers will use their company's name to trick people into opening attachments. all the companies we spoke to gave an age-old warning, do not open odd, unexpected attachments when you're not certain where they're coming from. t-mobile and verizon say they're working hard to block such text messages from coming in in the first place. >> when in doubt, do not open, you got it. thanks so much, pierre. now to tiger woods spotted on the golf course at augusta national and now there are big questions over a possible comeback next week. janai norman has the latest details. good morning, janai. >> reporter: good morning, michael. golf like yourself, their ears are perking up. woods listed on the past major website for the invite list though after he was spotted practicing

ukraine. peace talk as peered to bring some progress. russia now claims it will drastically scale back military operations around kyiv but the biden administration and other western leaders are skeptical warning against taking anything russia says at face value. let's go back to our foreign correspondent james longman in kyiv. good morning, james. >> reporter: yeah, good morning, george. we're on the outskirts of kyiv near irpin five kilometers away and all morning hearing the bombardments and seeing people being evacuated. this is one of the areas that russia would need to vacate if it was to honor its promise to dramatically reduce combat operations but that's not what we're hearing. this morning, the russian military claiming a new shift in strategy in ukraine. they now say they will drastically decrease military activities around kyiv after negotiations between ukraine and ssia tdegas came to the suburbs of kyiv a few miles from irpin. this is one of the areas the russians say they will leave but

tell us what this is all about. >> reporter: people have likely seen these commercials, turbotax touts its free tax prep products and the federal trade commission is suing intuit which is the company behind turbotax calling those claims bogus. the ftc says in 2020 about two-thirds of taxpayers could not use turbotax's free products and asking a federal court to put a halt on the advertising. ftc arguing that the ads mislead consumers into believing that they can file taxes for free with turbotax, in fact, most tax filers can't use the company's free service because it's not available to millions of taxpayers like those who get a 1099 form for work in the gig economy. the ftc says in 2020 two-thirds of taxpayers could not use turbotax's free products and asking a federal court to put an immediate halt. >> how are they defending itself. >> they say that the ftc's

sets and you walk in and get these amazing costumes and then if you can't act well on those sets then you can't act. >> it sounds like you're having a blast. for those not familiar with this character, this story line, "moon knight," will you give us a snip pit of who you are in the show. >> well, first of all, very few people are familiar with this character and this story line. that's the fun of "moon knight." it's a whole new lane from marvel and oscar gets to create a whole new superhero and that was part of the turn on we weren't walking down a road that had been walked a hundred times. >> right. >> so oscar plays the moon knight but he's suffering from severe mental illness which creates a riddle for me playing the villain because usually in the history of movies the villain is the one suffering mental illness so i had to come up with a villain who thought of himself as more of a saint. that's the way i approached it. >> let's take a look.
