shots. some people were able to get there booster shots. amy hollyfield is joining us live with their can start booking appointments. amy: day 1 of the fourth shot is in the books in the bay area. health officials in contra costa county say there was demand for it. most of the vaccines administered were the fourth shot, the new booster available. people over the age of 50 or certain amino compromise patients are eligible for a fourth shot. the booster was approved by the federal government on tuesday and already people are rushing out to get a new level of protection. we checked in with local doctors. they told us it was not a bad idea but they wanted to emphasize the importance of the first booster shot if you have yet. >> if i had to say what will

have the biggest benefit, please get the third shot. amy: right now, we are talking about 50 and up but the federal government is looking into the rest of the population. next week, the fda will consider a second booster for all americans and possibly a variance specific booster. reggie: president biden calling on congress to pass billions of dollars in additional funding to fight the pandemic. the president made his pitch before getting his second booster of the pfizer covid-19 vaccine. he says money for testing, boosters, vaccines is quickly running out and putting americans at risk. pres. biden: if we need a different vaccine for the future to combat a new variant, we will not have enough money to purchase it. we cannot allow that to happen. reggie: president biden also

announced the launch of covid.gov, a website to help people access tests, vaccines and treatment. kumasi: california schools are requiring a home covid test before returning to the classroom from spring break. after the winter break, the state sent out 6 million tests but only half got there on time. this time, they will be prepared. the governor ordered 14 million tests and they were sent early. >> we have 12,000 test kits we received and they are distributed or will be distributed by friday of this week. kumasi: when san francisco resumes classes, young kids will not have to wear masks. reggie: by the end of the day, california's eviction program is set to expire. if approved, a bill would extend the program until june. some of these renters are urging

lawmakers for support. a mother of three runs a daycare with her husband. they owe two months' rent and could end up homeless. >> the kids knowing they do not know about tomorrow, that is what hurts the most. reggie: the east bay rental housing association says extending to eviction moratorium is not the final answer. they say more than half of landlords that have helped have not received any assistance from the state for the money they lost in rent. we have more on that story on abc7news.com. you will also find a link to the state's rent relief portal. kumasi: we are taking a live look at the bay bridge this morning. police are searching for the man they believed to be armed and dangerous who carjacked a pickup truck. this happened at 11:40 yesterday

morning on the lower deck going east. the suspect first crashed into another vehicle and then got out and try to steal the car he just collided with. that did not work and that the suspect walked onto the freeway waving a gun and carjacked the pickup. >> it is very unusual. you do not think of a carjacking occurring on an elevated bridge structure. the person must have been desperate to attempt something like this. kumasi: goodness. if you see this white chevy pickup, police want to hear from you. the license plate is 95222p2. thankfully, nobody got hurt during this. three people are facing charges for breaking in and burglarizing san francisco's castro theater. officers saw broken glass and noticed a man inside the theater. they were able to detain him.

they searched the area and found two other men and tools suspected to be used in the burglary. the theater was quickly repaired. reggie: the east coast is bracing for severe weather after the south got slammed overnight. widespread power outages after two confirmed tornadoes. jobina: several areas badly damaged with storms last week were hit again. seven people were injured yesterday when a tornado hit northern arkansas. look at this elementary school gym -- that look like something else but a gym was destroyed overnight. paneling fell five stories from the hotel, landing on a roof below. the latest threat is putting residents on edge outside of new orleans, where a tornado caused extensive damage. >> we put a new roof on this week on this part of the structure, they tart up to where

the roof stops -- they tarped up to where the roof started. jobina: some schools are delaying their start times this morning because of widespread damage. it looks like the storms are moving into western georgia and florida. thankfully, no deaths have been reported from the storms. these storms are stretching over 800 miles. lisa: good morning. looking at live doppler 7, this picture should seem familiar, the dark area offshore is high-pressure and that will set the stage for a gradual warming trend to start out and then a more dramatic one as a high sits overhead next week. right now, partly cloudy skies, low in black hawk. closer to the bay, upper 40's in san francisco, 47 in san jose. no fog is causing issues this

as u.s. intelligence officials say they believe vladimir putin is being kept in the dark by his advisors. >> this morning, unrelenting bombardments of ukrainian cities. despite russia's promises to cut back combat operations around chernihiv and kyiv. president zelensky on high alert as russia moves troops into the eastern donbass region. we are getting ready for this, he said. the pentagon skeptical of russian claims to de-escalate fighting as a good-faith measure , saying less than 20% of russian troops around kyiv are moving away but likely just repositioning. the white house saying they believe vladimir putin is being misinformed by military commanders who are too afraid to tell him the truth about what is happening on the ground. >> the fact he might not have all the context, he might not

considering releasing 1 million barrels of oil a day. reggie: and east bay elementary school showing support for ukraine. students at saint teresa school in oakland finding a way to help children who have fled the war country. students want the children of ukraine to know they care. >> if they read this, they know someone is out there and they care and they love them. i am just trying to be friendly and have a conversation with them so they have someone to talk to and get their mind off what is happening right now. >> i feel like it will help them to realize that people care. reggie: a teacher came up with this idea as the way for the students to process some of the sadness and give support. if you want to help people in ukraine, we have put together a list of verified groups and nonprofits sending supplies to refugees. it is on our website,

we are looking at a nice-looking day, warmer and brighter than yesterday. high pressure is offshore. we are drying out the atmosphere slowly, that is a good thing. 49 in oakland and 46 in union city. not very much fog. the front that pushed through yesterday dried things out. we are looking at warmer air, just slightly as high-pressure sets offshore. tuesday through saturday of next week, we have talked about the warmth coming our way. we are talking 80's and 90's. there is a pretty good chance by the time get to monday, we will see temperatures 10 to 15 degrees above average. today, upper 60's in san jose. as we get to work, 70's. very pleasant through saturday. a weak system bumping temperatures down into sunday and monday.

francisco. it is colder out there. a weak system move through yesterday, drying things out. we have no fog this morning. more sun in the afternoon and high-pressure offshore. by 11:00, we are in the 60's and the east bay. the winds will be breezier at the coast. a nicer day out there with brighter conditions, a few high clouds and temperatures climbing through the 60's. a few low 70's. we talk about how warm we will get into the weekend, coming up. kumasi: we might see some relief on those record high gas prices. president biden is expected to announce tapping the u.s. oil reserve. jobina: the relief is desperately needed. the national average gas price it four dollars $.33 a gallon earlier this month. right now, the national average

is slightly less at $4.22. our average price in california is $5.89. san francisco checking in with an average price of $5.93. it is adding up for this man who commutes to san jose. >> it was around $50 to $60, it is now around $85 to $90. my union does all the southbay work. monday through friday, i am here. jobina: president biden is preparing to order the release of up to 1 million barrels of oil per day from the reserve. even without the supply bump, an expert said he expects prices to go down soon as refineries are getting back up to full production. >> we should see broad relief across the state. 35 to $.65 a gallon in southern

amy: you can head to your local drugstore and find the second booster is available. the federal government approved the booster for americans over the age of 50 and some immuno compromised patients. the government will be looking at whether the rest of the population needs the booster. a doctor we checked in with that it does not look like there is a critical need for younger people to get this fourth shot. >> they had no increased effectiveness of getting a fourth shot over a third shot of reinfection, nor did it bring down their viral loads. amy: thisnew booster made its debut in the bay area yesterday. the health officer in contra costa county said demand was high. most of the shots administered yesterday were the booster. next week, the fda said it will consider whether to approve it

going to take out a gun and shoot me? i think it was half a joe, half what was going on. >> you can see the suspect lashing out at police before being taken into custody. the academy of motion picture, arts and sciences reveals smith was asked to leave the oscars but he refused. the academy apologizing to rock, saying we apologize to you for what you experienced and thank you for your resilience in that moment. the academy announcing it has begun disciplinary proceedings and adding that we would like to clarify mr. smith was asked to leave the ceremony and refused, we recognize we could have handled it differently. wanda speaking out against smith, calling his action sickening and said she spoke to rock after the ceremony. >> he said i am so sorry. it was supposed to be your knight. >> the academy could expel will

reggie: the biden administration planning on ending the use of title 42, a policy that allows the government to turn away those seeking asylum. jobina: title 42 is a trump era pandemic border policy. the biden demonstration plans to overturn it. the cdc suggests migrants are no longer a serious health risk once inside immigration facilities. border patrol started to vaccinate migrants in custody to prep for the end of title 42. the government is anticipating a sharp rise in border crossings this spring. it is developing plans for the

governor newsom helped a calfire crew clear some brush. this is video from the governor's office. the focus will be prescribed burns. among the key points, a fire permitting system creating a training center to grow, train and diversify the state's fire workforce, and enabling tribes to have burn practices. kumasi: san jose's newest fire station is one-of-a-kind. it is located on the grounds of the international airport, it has been designed to serve the neighborhoods around it. david louis shows us how one station and its firefighters can do it all. >> there had to be a ribbon-cutting, multiple departments across city government work together on this $26.6 million fire station because it serves multiple purposes.

it is also responsible for rescue and firefighter operations. it tapped into taxpayer dollars and also has a section to an engine. to respond to fast-growing neighborhoods around the airport. airfield safety is very important but with the landslide component of the fire station, fire units can go out to the foothills, a distance of seven miles, if the need arises. fire station 20 was relocated to the west side of the airport. inside, there are communal areas for food preparation similar to traditional fire stations. the facility is designed for wellness and mental health. >> there is ample space for people to be apart and together for specif pur there are isolated dormitory spaces. >> meeting needs while falling
