it would happen to me. >> chp says it began when the suv started weaving in traffic late wednesday morning. the suspect then crashed into another car and tried to steal it, fighting with the other driver. >> the other guy fought with him, but i never fought with him. when they say they have a gun, no punching. that is why i left him. >> the suspect then made a move toward him, brandishing his handgun. >> he pushed me. >> seconds later, the card track -- carjackers took off. the california license plate number is 95 222p2. >> it is very unusual, you don't think of a carjacking occurring on an elevated bridge structure. the person must have been desperate following the first accident to attempt something like this. >> elmer said in that moment, he did not resist, thinking about his life.

>> i thought about everything in the second, family, my job, my friends, everything. >> police are searching for the man believed to be armed and dangerous, possibly still driving the white pickup. in san francisco, cornell barnard. >> a south breeze student in the hospital after being shot by a classmate. it happened just outside year but when a high school in san jose just before 11:00. the suspect and shooting victim attend the school. students sheltered in place while police searched for the shooter. after 1:00, police found the suspect with a gun and took him into custody. the victim expected to survive. the shooting follows a violent weekend in san jose. at least four incidents involving gun violence. >> we have juveniles out here with guns. we need to do something, we are going to do something, we need to combat this problem. it will take more than the police.

>> once police gave the all clear, the shelter-in-place was lifted. some waited to see if their kids are safe. amid the record high gas prices, americans may soon see some relief at the pump. president biden announced he's tapping into the nation's strategic petroleum reserve hoping to lower the price of oil. tim johns has been tracking the latest on this story and joins us. >> what the president is specifically ordering is the release of one million barrels of oil per day for six months. it equates to about 180 million barrels in total. the goal is to flood the market with supply, forcing the price back down. oil prices are sitting at multiyear highs of over $100 a barrel. that translated into increasing prices at the pump. in california, consumers are paying the highest price for gas anywhere in the nation. an average of $5.90 a gallon. while the president's

announcement isn't expected to have an impact on prices, the ongoing war in ukraine is driving the price increases. >> it will have a little effect, but it will not be the major driver to overcome the huge increases in gas prices we have seen over the last few months. >> during his announcement, the president called on american oil companies to do their part in helping fix the problem by pumping more oil instead of focusing on profiting from the surge in prices. >> invest in your customers. it is not the patriotic thing, it is good for your business, as well. >> he wants congress to impose financial penalties on oil and gas companies that police public lands but are not producing oil. >> now that we are drawing down from the nation's oil reserve, how does it get replenished? >> according to the energy department, as of march 25, the strategic oil reserves had about 568 million barrels remaining.

the department will use revenues from this release to restock on those reserves. >> san francisco's first bus rapid transit lanes will be in-service tomorrow on van ness avenue. a light sculpture was lit for the first time tonight. the separate red transit lanes from mission to lombard street andeat bes ctrelitng c. desi replacement of a 100-year-old water main and sewer. it was found to have lessened delays and cost overruns had dug a hole to see where the underground utilities were before construction. >> it took way too long and cost way too much to get here. i hope there are lessons to be learned. we don't want this to be the story with every major infrastructure project. >> the new lanes are expected to make 30% shorter travel times for new riders.

new jiao data out. with the wet season coming to an end, no improvement in sight. let's get a look at where things stand. i can't imagine it is good. >> it is not. thinking to the fire season we had, i wonder how we started that dry season. here's a look at last year at this time. we were not in very good shape. we had extreme drought, exceptional drought out there. but by the time we got through the end of the dry season, the drought deepened and accelerated. it was almost completely covering the state. exceptional and extreme. i compared it to now. we are in worse shape than a year ago. you can imagine how we will end up by the time we get to october and the fire season starting earlier than normal this year. here's a look at reservoir levels. they may go up with the snow melt in the sierra.

but it will go down rather rapidly may and june. especially drawing more water and evaporating. fire season starting quickly. and i have no rain in the forecast, but record high temperatures. >> the drought maps are really tough to look at. with the worsening drought, officials are preparing for fire season. tracking the impacts of our climate change is a key part of building a better bay area. ryan curry has more. >> a familiar fire season seen. hazy, smoky, and sometimes dark red skies. firefighters in local cities. >> things are changing. our community wildfire protection plan took into account climate change. >> and at the state level on high alert for a potential busy year. >> any little spark can ignite and start a wildland fire. so we want everyone to be cautious. >> the fires themselves are not the only threats. according to a new report from princeton university and noaa,

wildfire smoke will reach unbearable levels in the coming decades. smoke pollution could increase by 50% by the middle of the century. >> we are heading for more smoke, i think we are heading for more smoke in the prescribed sense. the wildfire smoke will be coming come as well. >> dr. stevens says there are ways to limit the massive fires. he says the state needs to focus on prescribed burns and reshaping the structure of california forests. governor newsom announced the state will expand those efforts. >> we can do work on vulnerability, reduce vulnerability, and we can reduce that potential risk of severe fire also inundated with smoke. >> scientists said the lasting wildfire smoke creates large problems. >> the toxicity of wildfire gets worse, often lingers in the air for hours or days. >> which is why fire officials say it is not too soon for b will to check their homes -- for people to check their homes for bad air quality.

investigators said video of the accident shows andre had fallen off of his bike in front of the truck. because he was in the driver's blind spot, police concluded the driver could not have seen the boy before the collision. mountain view is looking at potential bike and pedestrian safety improvements at the intersection. now to the latest covid-19 news. san francisco will offer the second booster shot to residents 50 years and older tomorrow. the shot was authorized by the fda tuesday. and many other bay area counties. also available at drugstores. california averaging more than 1900 covid cases per day. five new cases per 100,000 californians. the u.s. senate moving toward approval of a $10 billion emergency coronavirus response package. it cuts $5 billion from what the president asked for. you have until midnight to apply for rent relief from the state. evictions were set to begin

inside this building. >> i cannot believe what i was looking at. when i saw him land, he's -- he landed next to another owl and they purged themselves near the dj booth. it was amazing. >> they were inside the church of eight wheels, a former church now a san francisco rollerskating rink. video posted to facebook showed them appearing to dance. those from the nonprofit saw the video and grew concerned. >> that is not an animal dancing or enjoying himself. it is a very stressed wild animal trying to use his census and figure out what is happening. >> those with wild care found someone to rescue to catch the owls who had likely been high above, but inside the roller rink for five to seven days. they were put in an oxygen incubator with iv fluids and feeding tubes at the wild care

facility in san raphael. one of the birds passed away within the 48 hours after the rescue. >> then i came back another day and i saw the same thing. i'm like what is this? another owl. >> back they came to rescue, successfully catching the third owl. david miles and others then boarded up holes among the stained glass where the owls likely came inside. >> they will enthusiastically investigate anything that looks like a whole that can be a nesting site. and it did not go to a nesting site, it went to a rollerskating rink. >> over the course of the next three weeks, a happy ending. they gained their strength and were released atop the building where an owl house was constructed. a housesitting under the old church bell, a spot where they can easily search for rodents. >> 90 time we open, we ring the bell, the neighbor hood hears
