francisco man's truck and took off after a crash mid span wednesday afternoon. the story you can only get here. >> think it is my last day. he took the car and he left. reporter: the man named elmer feared he would die after coming face-to-face with a man on the middle of the bay bridge. you believe it was happening? elmer: never. i never would think that would happen with me. reporter: the chp said it began when the suspect's ford suv started weaving in traffic. elmer: he hit my car. reporter: he crashed into another car and tried to steal it, fighting with the other driver. elmer: he was fighting with him. when they say they have a gun, at that point, i let him. reporter: the suspect moved toward him, brandishing his

have listened delays and cost overruns, had it dug a hole to see where the utilities were before construction. the report from the cost of the project increased approximately $346 million, 23% over budget. >> certainly, the way this went down is far more impactful on small businesses than it should have been. they did not deserve this. this was awful and devastating. gloria: the project has been difficult for some businesses in the area, and at least one business owner tells us he is happy it is finally completed. today's ribbon-cutting ceremony at the war memorial starts at 9:50 this morning. mayor london breed will be there as well as city officials. reggie: it does look nice. i hope it works out. starting today, to bay area venues are dropping the requirement to show proof of vaccine or get a covid test.

reggie: state water officials will collect the fourth survey at sierra station. it is an indicator of water conditions for the rest of the year. it is typically when the snowpack reaches its peak water content before snowmelt accelerates in the spring. yesterday, data from electronic sensors showed the snowpack was at 39% of the historical average for the end of march, the lowest in seven years. this is not what we want.

reggie: gay rights advocates have filed a lawsuit against ron desantis for the "don't say day" law. it prohibits instruction on sexual orientation and gender identity. critics argue its true intent is to marginalize lgbtq people and their families. the challenge filed in federal court alleges the law violates the constitution protected rights of free speech, equal protection, and due process for students and their families. seth curry is still on the sidelines for the golden state warriors, rehabbing from his foot injury. but staff -- but steph was

schneider is it at the white house to mark transgender day of equality. she answered questions and expressed her disappointment at the wave of anti-lgbtq bills making their way through various state legislatures. she also spoke about what she hoped to accomplish. amy: being a trans person out there who is just a normal person like we all are. the more that people like me can be seen, the harder it is to sustain the myths that are driving a lot of this fear. kumasi: she met with second gentleman doug emhoff as well as a group of transgender youth. reggie: next time you do a google search, a plan to cut down on fake news. kumasi: he has a voice to fill arenas, and he is going to do it with chase center. reggie: and a vote on marijuana. the house poised to pass legislation at the federal level. what that means. kumasi: we are taking a live

dropped. our average in california is $5.88. amy hollyfield has the push and pull from president biden's plan to lower prices. amy: gas is more than six dollars a gallon at this station in walnut creek. hopefully this will help. president biden's plan is to flood the market with oil to try to bring down the prices you see here at the pump. he is going to be doing that by releasing oil from the reserve here in our country. for six months, he is going to release one million barrels of a. that oil will come from the petroleum preserve. the president says he expects to see gas prices drop significantly. others in the oil and gas industry say they are not sure. >> it will have a little effect,

but it's not going to be the major driver to overcome the huge increases in gas prices we have seen over the last few months. the conflict in russia's aggression toward ukraine continues that is the major thing driving up oil prices. amy: one oil analyst said the president's plan could bring short-term relief, taking advil for a headache, at the root cause for high gas prices is still going to be there. president biden is also turning his attention to oil and gas companies. he wants initial penalties on oil and gas companies that least public lands that are not producing oil. he says it is time for them to do their part as well. amy hollyfield, abc7news. kumasi: a south bay student is in the hospital after being shot last week. the shooting happened yesterday.

but the suspect and the shooting victim attended the school. students shelter-in-place as police searched for the shooter. after about two hours, police found the suspect with a gun and took him into custody. the shooting follows a violent weekend in san jose, where there were at least four incidents involving gun violence. >> we need to do something. we are going to do something. we need to combat this problem together. it is going to take more than just the police. kumasi: some parents had to wait for hours to find out if their kids were safe. kumasi: the city -- reggie: the city of malibu revealing new details in the death of a boy hit and killed by a construction truck. video of the accident shows that andre had fallen off his bike in front of the truck, and because he was in the driver's line

spot, the driver could not have seen the boy between -- before the collision. they are looking for bike safety improvements at that intersection. kumasi: the investigation of the generous six capital riot, president trump's son-in-law, jared kushner, met with the committee. reportedly, it lasted six hours yesterday. none of the committee members said the interview was really helpful in the investigation. the committee is wanting to speak with kushner's wife, ivanka trump. reggie: strong winds and dangerous downpours. the national weather service issuing tomato -- tornado watches and warnings. jobina is tracking it from the live desk. jobina: a line of storms hitting the east coast and the south hard. tornadoes across 10 states. you can see some of the damage

suffered during the pandemic. the been is at the live desk with the numbers. jobina: more than one third of high school students say their mental health suffered during the pandemic. 44 percent reported feeling persistently sad or hopeless during the past year. or than a quarter of them had a parent lose a job. >> their mental health is so impacted on -- by what is going on in the family, what is going on in the community, and with online school and disruption of school. jobina: the survey was done from january to june of 2021. among the hardest hit were lgbtq kids and asian americans. 64% of asian-american students said they experienced racism during covid. lack students were not far behind in those numbers. -- black students were not far behind in those numbers. lgbtq students reported emotional abuse and attempts at suicide more than their

counterparts. reggie: not to the rescue of a pair of barn owls from a roller rink. before you say, why would i watch this -- trust me. this is ups and downs like i have never seen in a bird story. this is j.r. stone. jr: these owls are likely on a street corner in san francisco now, news that should make you smile. but in february, these owls got inside this building. >> when i saw him land, he landed next to another powell. -- owl, right near the dj booth. it was amazing. the former church is now a san francisco rollerskating rink. the music played. video posted to facebook showed these owls starting to dance. those from the nonprofit wild care wildlife hospital saw the video and were concerned. >> that is not an animal

dancing, enjoying itself. that is a stressed wild animal trying to use it senses and triangulate and figure out what is happening. jr: while care found someone to catch the two owls, who had likely been high above but inside the roller rink for five to seven days. they were immediately put in an oxygen incubator with iv fluids, and feeding tubes. one of the birds passed away within 48 hours after the rescue. >> then i come back another day and i see the exact same thing. i'm like, what is this? it is another owl. >> the rescue successfully caught the third owl. church of eight wheels and others found holes among the stained glass where the elves likely came inside. >> we investigated anything that looked like a whole that could be an access point.

it did not go to a nesting site. it went to a roller rink. jr: a happy ending -- the remaining owls gained their strength and were released atop the building, where on our house was constructed. it sits right under the old church bell, a spot where the elves can easily search for rodents. >> they ring the bell. the entire neighborhood hears it. now, we do not ring the bells anymore, because we want them to live there. >> we are watching and waiting to see if we also made a love match. jr: j.r. stone, abc7news. kumasi: that was a journey. reggie: it is wild. kumasi: congress is set to try again to decriminalize marijuana. this would remove marijuana from this substances list and would explain some of the penalties for manufacturing industry bidding marijuana. congress has tried to pass this
