program for another three months abc 7 news reporter loose pena followed up with a mother of six who says loose it is welcome relief. that's right dan for the next three months californians who applied for the rent relief program will be protected from eviction, but based on the state's backlog. it will take california more than three months to respond to. every applicant to be specific it could take over nine months for many people to see any money. two days ago. we met camilla mueller protesting for the state to extend the rent relief program. we followed up with her today 24 hours after a b-2179 passed protecting tenants from eviction for the next 90 days. that's another stopwatch as to how long are we gonna be stable is what it is as we walked inside her home. she showed us her biggest accomplishment. i actually was pregnant i had a child while i was getting my degree and working her dining room turned into a child. care business this house is also where her six kids homeschool

responding. at these serving kid every student and every staff member gets one of these principal mike taylor shows us the covid rapid test being passed out at coleman elementary school in san rafael after a spike in new cases. not very surprised. i'm surprised that it all happened at once. it was very challenging to see kids not feeling well teachers not feeling well. taylor says in the past week 15 students and six staff members have tested positive for covid those infected are staying home until they are the and can provide a negative test. so yeah, definitely didn't want to close the school not going back to zoom taylor spoke to us outside the school where masks are optional but inside masks are now required for students and staff. it comes less than a month after marin county said it was saved to unmask. i think the school acted really responsibly parent and levinson says for now her son in first grade is staying healthy.

transit leaders celebrated the completion and grand opening of the bus rapid transit system on van ness avenue this map shows you the city's first brt system it stretches from lombard to mission streets. the system has red bus only lanes upgraded pedestrian crosswalks and improved underground water infrastructure. the goal is to make travel by bus safer and faster while easing traffic congestion sky 7 was above van s avenue to give us a look at those new bus lanes. this is going to be a meaningful change. reducing the travel time by 30% making public transportation more attracted to people. the project took nearly two decades to complete it is significantly over budget and behind schedule. owners and residents say the construction process made things difficult, but they are hoping that the improvements make things a little easier. l train riders got a very nice

snow depth of two and a half inches. and a snow water content of one inch the statewide snow pack is just 38% of average and just 4% of the total. we usually see on april 1st this survey annually on this day by the california department of water resources is seen as the most important that is typically when our snowpack is at its peak. in terms of snow water content. unfortunately the northern sierra nevada experience its peak snowpack in mid-january. this snowpack sets the stage for how our water outlook will be for the rest of the year. and with these numbers showing the driest past three months and over 100 years. it's looking like a dry year ahead. some may say this is a wake-up call i disagree. the alarm has already gone off. this has a big impact on our water supply here in santa clara county santa. valley water districts matt keller says we rely on more than half of our water from outside of our county including the snowpack. so heading into the warmer

months it comes back to the community doing its part the actions that they need to take is really reduce their outdoor watering. that's the biggest use of water here in santa clara county about half of the water use in the county is outdoors and even more concerning is that people have actually been using more water during this dry stretch of winter moving forward. everything is on the table really for our board to evaluate. aside, you know, what steps need to be taken to protect our water supply here in santa clara county that includes increased water rates tying it back to the snowpack with less water in the state. it will cost more to purchase meaning if you don't conserve now, you will literally pay for it later. the reality is if you use less water you're going to pay less on your water bill if you use more water, you're gonna pay more on your water bill the time is now to take steps because we're looking at more dry conditions going forward in the south bay destin dorsey abc 7 news. yeah, and it's gonna get hot around here. actually, dan. yeah really is a surprisingly hot actually mike right it is

going to be near record warmth as we head into next week the latter parts of next week and you know drier the ground is the easier it is to heat up and then that heats the air and that's what we're dealing with during this drought. we're also seen temperatures that are average around the bay 63 today and san francisco and also in oakland to above average and places like san jose 76 concord and livermore 77, santa rosa 74 and napa 69 now the coast in san francisco kept pretty close to bay be in oakland because of those breezes and those will back off a little bit as we head into the afternoon hours. all right, let's talk about temperatures. see look at that san francisco 56 right now half moon bay 54 barely 60 in oakland, but mountain view, san jose and santa clara in the upper 60s that haze out there and the little bit there's that some of that fog that's gonna develop along the coast as we head into the overnight hours temperatures in the upper 60s and santa rosa petaluma, napa and look at these low to mid 70s fairfield conquered and livermore. so the air quality it is moderate to good depending on where you are and that's healthy

if you're heading out this evening. all right, there's a beautiful shot from sutro and you can see a bouncing around with those high clouds and sunshine all weekend a chance of sprinkles in the north bay for monday are coolest day and then we'll bounce back with that near record warmth the next week. how about if you're just sitting on the couch or kind of like the sea lions are doing just kind of hanging out or if you're going out dining we've got temperatures. that'll be pretty comfortable through seven o'clock. away from the coast then all of us fall into the 50s and definitely want to have a heater around by nine or ten o'clock our destination tonight low to mid-40s inland mid-upper 40s around the bay and out to the coast of those increasing high clouds in fog along the peninsula coast. the high clouds are due to this cold front now the high pressure that brought us such a warm day today will deflect any of that cold air away from us in any moisture. so tomorrow we're looking and feeling almost like we did today. it's just we'll have those high-class take away some sunshine so murky sunshine and mainly low to mid 70s in the south bay. same thing for the peninsula to get to millbra 868 got some low to mid 60s along the coast until you get right there 59 in the sunset and look at these

mid-duppers. these in downtown south san francisco sausalito mid 60s north bay coast, how about mid-dupper seventies in your valleys and 70s a wealth of them loaded with 70s for the east bay a little bit warmer in the valley 76 to about 80 degrees. let me show you what's coming in monday. here's our cold front to the north and you can see as we head towards monday morning just dipping down in the lake mendocino in the northern part of the sonoma county a few chances of sprinkles and then watch the high pressure split and take over now the only the eastern pacific but also the western us. and that's why we're going to warm so significantly temperatures that will be in the 60s and 70s around the bay to 80s inland wednesday our warmest day when we could set potential records 70s and 80s coast bay even some 90s inland. all right, let's take a look at the weekend a little bit cooler with that seabreeze coming in sunday about four to six degrees cooler and there you go mainly 50s and 60s with cloud cover and a strong robust on shore breeze the other retract our temperatures a little bit. but then once stops high pressure takes over look.

the sunshine at 70s 80s and even 90s wednesday thursday and possibly even friday so a nice sunny forecast there, but we do have heavy hearts and broken hearts here in the weather center. i want to turn over to dan to about that. yeah, we sure do mike. we are sad to report that a long time member of our abc 7 family has passed away joel bartlett died last night at his home in santa rosa surrounded by family and the animals that he so dearly loved he joined the air force in the 1960s where he became a meteorologist. he went on to become a very familiar face in the bay area where he brought us the weather for 31 years 17 of those at kgo wednesday was joel bartlett day in san francisco after retiring in 6 joel dedicated his time to helping charities in the north bay. he was truly the nicest man. you could ever meet we worked with him for so many years and just wonderful guy joel bartlett was 81 years old. we'll be back.

retired microbiologist george miller has been anxiously waiting for this a gold mine of census data from april 1950. there's a page of census data from my hometown in 1950 and i'm going to look through it and see how many of those people i know. he took 140,000 census takers or enumerators to contact more than 150 million people. they'll cover miles of city streets from new york to san francisco they asked about income occupation education and number of children. the answers have been sealed for 72 years by law based on average lifespan you get the sat their econom. madness how they worked and who they worked with possibly who their neighbors were the 1950s census data also gives us a look at the first wave of baby boomers and their parents after world war two miller's parents divorced in the late 1940s.

better bay area moving forward finding solutions. this is abc 7 news. we've reported on the massive freeze of disability benefits as the edd tries to weed out fraudulent claims the edd suspended 345,000 accounts saying most are fraudulent but left thousands of truly disabled folks locked out of their benefits many came to seven on your side's michael finney. he's here with a san jose man struggle. the edd isn't saying how many legitimate claims are still frozen but says thousands of claims. they're still under review. so now many disabled folks are running out of money. they're standing in line desperate illness. hoping to get their benefits. i'm in remission, but it's incurable. so at bill grayson was already fighting a rare cancer and heart disease in on top of it all he

took a bad fall and i severely broke my back. oh, yeah, it's been one thing after another and then the edd it was the last thing he needed through the fog of the illness bill notice that edd had cut off his disability payments with no warning why why isn't a payment come through and there was just nothing there bill had no idea the edd. frozen his claim along with 345,000 others as it tries to stop a huge disability scan. they could have easily sent a message. hey, we need to prove your id, but they didn't they didn't tell me anything. i had no idea. thank you for calling the employment development department. i had it like on speed dial hitting all the buttons and he said online messages, but no reply. i didn't have any other option. i mean i couldn't reach them on. phone and show in spite of his pain bill went down to the disability insurance office in san jose. it took a little bit of suffering. i i'm not taking any pain

medication when i'm driving. so i just had to deal with it. i wore my brace but instead of quick answers he found this a long line wrapped around the block of others who had also lost their benefits the weight up to four hours. i can't stand up for four hours in a row. i didn't wait in line. i just went right to the front still ask for the he needed to prove he's really disabled and they wouldn't give me one. they told me i had to come back and wait in line. i said i can't i have to be in bed. i shouldn't even be out here right now. they said well, you got a wait line like everybody else. everybody hears disabled. that's what they said too bad deal with it bill new he'd need help to stand in line. maybe my wife could hold my spot for me while i sat in car, but she would have to take time from work yet. it seemed wrong to make the disabled wait in long lines. this is something that people really need. it's only for people who are disabled and yet they make you come into the office to deal with it. there's people like me who can't go down to the office easily or

chance at all. everything hurts every muscle in your body hurts like dale phillips of malaya dale went to a disability office three times in spite of severe pain from lupus and still couldn't get his benefits. i feel like i'm not gonna get the money amanda moroian waited at the disability office with her newborn but couldn't get her benefits either. where's my money? you know, this is my money. i paid into the system bill was about to go with his wife to wait in that line, but then thank goodness seven on your side helped me and he contacted us and we asked edd why he can't get the right forms as folks person said in part every climate associated with a suspended claim was sent notices with if a construction set apply to them and if someone says have not received that notice they are encouraged to contact edd by a sdi online or the call center. of course bill tried all that so we got help from bill state senator dave cortez his office

survey. yes abc 7 news meteorologist mike miko has a look at the bigger picture for us mike. yeah, the climate implications are affecting areas that are critical to water supplies in a number of states. while snowpack measurements are sending a sobering message to california a new study is painting a broader and perhaps even more urgent picture kaitlin weber is a researcher with the weather nonprofit climate central. she helped analyze data about the ongoing drought in the western united states and the effect. it's having on snowpack reservoir and groundwater levels across most of the west we're seeing aquifers are really depleted. and they're very dried up and we haven't had them on precipitation to really recharge those aquifers. so the conditions are really dired. she says the driest of those readings show up as a why splattering of red stretching from the colorado river basin through arizona and california and into the northwest, but just as concerning is the evidence showing the acceleration at which the snowpacks are melting.

you notice that snowpack peak snowpack is coming a lot earlier in the year, which means that it's seen -- melting sooner in the year meaning it's going to be harder to stretch that water supply out to the end of the full dry season the data and the climate central report comes from a nasa satellite project known as grace which calculates moisture levels over a broad area by measuring surface gravity and we can do things like look at the amount of water stored in the sierra nevada's or you in aquifers around the world. look at how they've been changing over time. they're ups and downs and snowpack contributing to more than half the water supply in the western us they say pressure on water systems shared by multiple states is likely to increase dramatically during summer months. so we are going to have less of it when we get to the end of the dry season when we really need it the most so definitely happening in all throughout the colorado river basin well as this sierra's and moving forward we may soon have an even more

detailed understanding of our water situation. nasa is conducting satellite research that will ultimately measure flows of water through rivers and tributaries providing the look at their health as well as the drought impact. now we had the snow survey today and the amount of snow in march did not make up for the amount of melting of that snowpack. so we went negative in march. in fact, here's a look at the total capacity last week to this week of our reservoirs, and they should be rising exponentially. steady to barely rising 1% in oroville and don pedro that is going to continue. if not over the next couple weeks go up, but then it's gonna go right back down because of all the usage. we're going to have in the evaporation. we have a chance of some sprinkles monday across the north bay. here's a look look at future radar and you can see it. really doesn't amount to much in fact as i show you the rainfall estimates. they don't even make it down to places like clear lake and cloverdale. so it's going to stay well to the north and that's going to

pelicans tonight crucial playoff seating matchup in. as a game time decision april fools another potential roadblock for the a's howard stadium terminal project a lawsuit trying to stop the construction the east oakland stadium alliance. schnitzer steel harbor trucking association, they are among the groups joining together to prevent this project from being built and their opposition is on environmental grounds. they've been opposed from the outset the a's and oakland new the lawsuits would be coming really normal for projects like this abc 7's kc pratt spoke with a's president dave cavill about the new obstacle to overcome. that is something we're dealing with. we're doing our best to navigate that that would be true on any location we would have in oakland or in the bay area and you know, obviously the giants went through a lot of this too and the warriors and so, you know, these big projects are challenging in the state and we're doing everything we can and putting a lot of effort money behind it, but we still have the uncertainty of not knowing how the judge will rule.
