announcer: building a better bay area, moving forward, finding solutions, this is abc 7 news. liz: this morning, the fentanyl crisis continues to grow. a south bay high school student is dead after what authorities could be fentanyl poisoning. county officials start fighting the crisis. it is saturday. . , april 2 i'm liz kreutz. we will get to that story in a second but first, let's start with a quick look at the weather with lisa argen. lisa: good morning. looking at clouds offshore that will be moving in today for a partly cloudy. you can see the haze from mount tam. 50's across the board and here is from the camera over the east

bay with 50 in livermore, 48 petaluma and 57 by the delta. for san francisco will be warmer than average. high dillow middle clouds, upper 70's inland. the sea breeze kicking up throughout the afternoon. we are getting into a cool down for the second half of the weekend and even monday. liz: thank you. in the south bay, an investigation underway in the death of a high school student who died possibly due to fentanyl poisoning. this is a santa clara county group works defy the crisis. tim johns talked to authorities leading the investigation. tim: a tragedy unfolding in the los altos high school community. an unidentified teenager, a student, pronounced dead friday morning at their home. the suspected killer a possible fentanyl poisoning. a statement released by the mountain view high school district reads in part, "with

profound sadness we shared the unexpected loss of a member of our high school student body. we know any loss, particularly that of a young person, is tragic. our condolences go out to the student's family, friends and school community. " the mountain view police department has launched an investigation. a spokesperson spoke to abc7 by news. >> we are feeling it. we have told the family that we are going to be there for them and this is something we feel deeply. tim: but this case is not isolated. santa clara county officials have been raising alarm bells for months over the growing crisis. it has gotten so bad they launched a working group focused on reducing local fentanyl deaths. >> it is infiltrating our schools, colleges, homeles encampments and parks at large. tim: the first conference was held friday. they highlighted the growing number of fentanyl deaths in the

county, it stood at 29 and 2019 and hit 135 and 22 anyone. >> unfortunately are disproportionately youth are affected and have the fatalities are in that range. tim: while the investigation into the newest possible case continues the mountain view police department is reaching out to parents for help. asking them to talk to children to avoid another deadly statistic. >> about the dangers of using any drugs and the consequences that can come from that, not just how they impact the student but their families. tim: tim johns, abc7news. liz: a crowd gathered at san jose city hall to rally for the man shot by a san jose officer last weekend. greene had just wrestled the gun from a suspect inside a

taqueria. the police arrived seeing him holding the gun and he was asked to drop it. he did not. he is hospitalized and expected to recover. san francisco police investigating a deadly shooting in the bayview district yesterday afternoon of 3rd street and paulu avenue. a man was suffering gunshot wounds. he was transported to the hospital where he later died. investigators marked several bullet casings on 3rd street. a second victim, a 29-year-old man, was taken to hospital with non-life-threatening injuries. no arrests have been made. now to the war in ukraine. for the first time russia says ukraine attacked a few will depot inside russian territory -- fuel depot inside russian territory 20 miles from the border. ukraine is not confirming or denying. ukrainian forces claimed to have pushed russian forces out of

towns and villages across the country. despite the constant shelling some russian troops have moved back from kyiv. in mariupol some were able to escape but many remain trapped with little food, water or electricity. in the bay area, refugee resettlements are bracing for the arrival of ukrainians. the number is unclear but as news reporter tara campbell tells us there is no doubt they can use all the support they can get. tara: millions of ukrainians fleeing their country, 4 million since the start of the war, and the united states is poised to welcome 100,000 refugees. >> we are on the edge of our seats like everyone else knowing and anticipating that we could see large numbers of folks coming. tara: robin heads up jewish family and community services in the east bay. . the resettlement agency is readying itself and counting on the community to step up again.

the statewide snowpack is at 38% of average with a depth of 2.5 inches and one inch of snow water, only 4% of what we normally see in april. these past three months have been the driest on record in more than 100 years. >> that is typically when our snowpack is at its peak in terms of snow water content. unfortunately, the northern sierra nevada experienced its peak snowpack in mid-january. liz: the snowpack sets the stage for the year's water supply. earlier governor newsom ordered water agencies to implement conservation measures. the lack of snow means ski resorts are starting to close operations. this weekend will be the last one for diamond peak, northstar, home ward closing april 17, heavenly closes one week later, kirkwood and palisades close may 1. the resorts will start preparing for summer activities.

create a season full of curiosity. your happiest spring starts at lowe's. liz: a los angeles judged california's diversity law violates the state constitution. governor newsom signed this into law last year. it mandated corporate boards have a member from an underrepresented community from certain racial, ethnic or lgbtq groups. it did not explain the judge's reasoning. the lawsuit by the legal group judicial watch argued the law violated the state's constitutional people protection clause. the laguna honda hospital is a critical risk of losing funding

and possible closure. according to the examiner, state and federal regulators are threatening to withdraw medicare and medicaid funding after the hospital reported two nonfatal overdoses last year. they have until april 14 to fix a number of issues that put the hospital out of compliance, including contraband found on the campus. six years ago a san francisco woman and her two and a half-year-old daughter were last seen by relatives. a week later the body of nicole fits was discovered at mclaren park. her daughter, and rihanna, is still missing. -- ariana is now missing. reporter: the came tk 2016 to meet a person known to her. most likely the babysitter. it is here where her body was discovered a week later in a shallow grave.

her sister remembers what she was made of. >> the biggest thing i remember about my sister is how much love she had. how much love she had for anyone she met. reporter: san francisco police announced the department was increasing the reward to $250,000 for anyone with information on the murder and whereabouts of ariana. no one has yet been arrested. >> as we continue to collect information, analyze evidence and develop new leads we, together with the fbi, will be reaching out to people in the coming weeks and months. reporter: according to the investigation, because nicole, a single mom, worked long hours her daughter was in the care of a babysitter and her husband when she disappeared. they and another woman believed to be involved have not fully cooperated with police. ariana was two and a half at the time, she is now eight.

this is what she may look like thanks to an age progression photo. >> you will see success stories where age progression photos have led to recoveries. sometimes by that missing child. reporter: law enforcement has never determined whether or not ariana is alive. today, police said we have to believe she is. that is why that age progression photo is so crucial. billboards with that photo will go up in california and nevada. the people who babysat ariana have moved to las vegas so putting that up in nevada was done strategically. >> that is the biggest thing that we can do for ariana, for our family and for nikki, find her and bring her home. reporter: in san francisco, leeann melendez, abc 7 news. liz: san francisco city and transit leaders celebrated the grand opening of the bus rapid transit. it was held yesterday on the red transit only lanes in the middle

of the thoroughfare. pedestrian crosswalks have been upgraded and there is new underground water infrastructure. rapid transit is expected to reduce travel by 30%. a new state plan could double the refund for recycled cans and bottles. this as part of an effort to have residents recycle. if the legislature approves the plan, residents could temporarily receive $.10 for a 12 ounce beverage container instead of five cents. the new proposal will expand mobile recycling centers throughout the state. the state currently has $600 million in unclaimed can and bottle deposits. this weekend, cancellations and delays could be possible on some alaska airlines. that is because of a pilot protest. the group at sfo terminal holding signs demanding a new contract. the pilots are not on strike, they have been in contract negotiations for three years. among their demands are better pay and more flexible schedules. >> we are seeing a company with

a strong recovery. they are making strong profits at this point as announced to wall street. now is the time, three years is too long. liz: according to flightaware, seven flights were canceled yesterday at sfo. no word if any flights are impacted today. after a two-year hiatus the largest food truck event in san francisco is back. we are talking about off the grid. it celebrated the season opener at fort mason. ryan curry shows us the people eager to see this event come back. ryan: the cool air, long lines and the guilt free look of stuffing your face. >> it is investi the popular thf the grid are back. in larger than expected crowds after it was canceled two years ago during the pandemic. >> getting out here feels good because there is a lot of people. feels good to see people and actually, you know, people having a good time. ryan: ian clark came from the

east bay with his friend to enjoy the evening and he was not the only non-san franciscan wanting to take part. >> you see all these people out here, especially in such a beautiful environment, and it is terrific for all of these food trucks that are trying to make a living. ryan: it is a sign residents are happy to embrace large clouds and fun events once again. >> it is the best feeling. we have a turnout we could've only hoped for. ryan: renee says this event is the best way to transition from a long time of isolation and his popularity was on full display. over 20 food trucks are here for the first night of a long season until november. they have a rigorous application process just for even one food truck to get a spot. >> the past two years were a roller coaster of can we have an event, can we not have an event? that was tough emotionally. is tetpped at the in pti

oakland, 56 mt. view, 54 san jose, had a look at pier 39. all the sea lions are back. plenty of sunshine throughout the day but high and mid-level clouds work their way into the afternoon. 51 santa rosa, mid-50's napa and concord, 57 by the delta. light north wind. you can see the high clouds and throughout the afternoon upwards of 25,000 feet. d-vel clouds for a partly cloudy afternoon at times and then the winds kicking up fears tomorrow at the cost. over 35 miles per hour. today the typical sea breeze and then a cool monday. heating up wednesday, thursday look to be the hottest days for summertime weather. 1:30 in the afternoon some high clouds. through the rest of the day they will thicken up by the evening. we stay dry.

friday we begin to cool things off. mid 70's today in fremont, 76 san jose. a lot like yesterday. numbers above average and that sea breeze keeping half moon bay in the low 70's. downtown upper 70's and more wind tomorrow will bring the temperatures down. monday we could see sprinkles but the sun wins out throughout the afternoon. warm up on tuesday and modest wednesday and thursday. it is really in our face and then we cool off by the end of the week. liz: thank you. we are sad to report a longtime member of our abc 7 family has passed away. joel bartlett died thursday night at his home in santa rosa surrounded by family and the animals he loved. he joined the air force in the 1960's where he became a meteorologist. he went on to become a familiar face bringing us the weather 31 years. 17 of those were here at kgo. wednesday was declared joel bartlett day in san francisco.

area. karina mitchell has the details. karina: the red cross is trying on saturday to help people escape mariupol. the group was not able to reach the city on friday. that as russian soldiers attacked the city with grenade launchers. wh ukr fces e eyere ab t recapture the military but much is destroyed. those who stayed say the ordeal was terrifying. this woman says it was very scary. i was very frightened. when the russians came to check things out i thought they would execute us. some russian troops have moved back from the capital. these show the closest the military got to kyiv in march. the ukrainian president has acknowledged the situation in the south and donbas region remains difficult. the white house says this war is not going the way vladimir putin plant. >> his intention of winning a

quick war, defeating ukraine is not how it played out. we have seen troops be demoralized, we have seen troops run out of equipment they need on the russian side. karina: meantime, russia is admitting to an attack by ukraine for the first time saying they carried out an airstrike on fuel depots inside russia 20 miles from the border. ukraine is not confirming or denying his involvement. virtual peace talks between both sides continue. the ukrainian chief negotiator says things change by the day depending on battlefield gains or losses which makes the negotiating extremely difficult. karina mitchell, abc news, new york. liz: new this morning, sarah palin, the former republican vice presidential candidate and alaska governor, is running in a special election to build a vacancy left by representative don young who died after serving 49 years in the house. karen travers has the details.

karen: sarah palin has been out of politics 13 years but is now jumping back in an already shaking up the race for alaska's only have seat. the former republican vice presidential candidate writing on facebook, public service is a calling and america is at a tipping point. as i watch the far left destroy the country i knew i had to step up and join the fight. when john mccain picked her to be running mate in 2008 sarah palin was the governor of alaska but unknown to most americans. she quickly became a political star. despite losing the race for the white house and stepping down as governor she became a hero to what became the tea party movement. she helped mainstream the populist strain of republican politics embraced i former president donald trump. in some ways she blaze the path for trump. she may have left office but palin stayed in the public eye. she wrote some books, made appearances on cable news, and

even starred in a reality television series. sarah palin's entry into the race is already dramatic. she was at an election's office just before the deadline to file paperwork. she is joining a very crowded field. there are more than 40 candidates running in the special election. karen travers, abc news, m hill. liz: interesting to see. fallout over the slap on stage will smith has resigned his membership from the academy of motion picture arts and sciences. in a letter to the academy he offered another apology for his actions. here is zohreen shah with the latest. reporter: the shocking resignation, will smith stepping away from the academy nearly one week after assaulting chris rock at the oscars. >> oh wow. zohreen: and lashing out at the comedian for a joke directed at his wife. >> wow. will smith just smacked

liz: we are over two months away from california's june primary and from san franciscans, that will include deciding whether or not you recall district attorney . he is being unfairly blamed he says. joining is teddy schleifer who recently interviewed jason putin. thank you for joining us. from your conversation how concern do you think he seems to be about the recall? >> you never know when talking with a politician whether it is an artifice of confidence.

the school board recalled which is the closest recall san francisco has had. did not turn out well. i don't think anyone expected the 3-1 margin. you don't see that on any issue ever these days. he is arguing this is different that it will be a different electorate. he does the recall but would not oppose his recall. i would argue he is not concerned enough. liz: interesting. what is his strategy right now? in your story, you say he has been reaching out to people in the tech community. what is that about?

>> chesa has been, in his an unfair target of tech. they are some of san francisco's biggest donors and he has targeted the tech community almost in turn. as people in silicon valley started using chesa as an epithet. he has rounded up wealthy billionaires trying to buy the election and framed the recall as semi-illegitimate as a quest of rich guys and girls to go after him. but in recent weeks, i have been told reliably, chesa has tried not to bury the hatchet but make amends with people who some of them hate his guts. quiet phone calls and the outreach that underlines lots of politics. liz: does he have support in the

tech community and does he need it? does he need the money? >> chesa has been outspent 2-1. the opponents have had to spend $1 million just to qualify. this is a race i think both sides expect would hit $10 million total which is pretty extraordinary for county law enforcement rates. i would argue he does need the money. this is going to become a flashpoint and you and i are in san francisco but we saw what happened with the school board. it was made into a huge thing. liz: right. >> this will be the same. liz: you mentioned he has said it is politically manufactured, driven by elites as opposed to real san francisco voters. i know you pressed him on that in your interview. what did he say and do you think there is truth to his argument? >> he said in our interview earlier this week that this was

a manufactured recall. there was a few wealthy people -- he made the and interesting argument. there is so much wealth inequality and that makes it easy to recall people where one or two people who hate you can make a recall happen. that does make sense to me. it is not that hard for people to qualify and that is why in san francisco and california there is conversation about recall reform. what i think did not scan to me is the notion that every public policy debate has elites behind it. i don't think everything is perfectly democratic. a system where the majority always has it say. recall rules in california are permissive and there are few people -- or could be very few people who feel about chesa and

70's. we rebound on tuesday. wednesday and thursday the warmest days all around the bay area with widespread 80's on the peninsula. 90's as you had inland which means 70's at the coast. the heat fades on friday and if you look at this forecast model i've talked about that system on monday bringing all of the rain to the pacific northwest. this is what cools us down into monday. as we look at next weekend after the heat goes away we are still looking at a lot of rain in the pacific northwest. will we see a sprinkle or two? who knows. we will see that short-lived warm up and look forward to cooler weather which is always good when we do not want the fire season to start. 60 ocean beach today, partly cloudy. upper 60's santa cruz and the south bay. mild weather with 75 santa clara and low to mid 70's palo alto and mountain view.
