right now on "america this morning," ukraine's president zelenskyy prepares to do something today that he's never done before amid growing outrage over the killing of civilians by russian forces. one official now warning this is just the tip of the iceberg. the new concerns overnight. the new legal battle at the border. states now suing the biden administration to extend a rule that stops migrants from coming into the u.s. because of the pandemic. what they warn will happen if title 42 is lifted. taking over twitter? not exactly, but elon musk is already suggesting changes after buying a big stake in the company. experts weigh in on what could be next. a romance novelist who once wrote an essay called "how to murder your husband" goes on trial for murdering her husband.

will the jury get to see the essay? plus the reality tv star whose ferrari was stolen. >> he said, they just stole the ferrari. >> get some big news. and the historic comeback to determine college basketball's new champion. >> puts up the shot. the game is over! >> a fitting end to march madness. >> announcer: from abc news in new york, this is "america this morning." good tuesday morning, everyone. we begin with breaking news. dangerous storms are on the move, already producing flash flooding and a possible tornado. >> 30 million people are at risk for severe weather today. overnight in texas, a possible tornado was spotted near dallas, and homes were reportedly damaged in johnson county. more than four inches of rain fell in that area in just six hours. >> in mckinney, texas, the fire department rescued multiple people after flash flooding swept away their vehicles.

those storms are now moving east. we'll take a closer look at the forecast in just a few minutes. the other big story this morning, president biden calling for vladimir putin to be tried for war crimes. >> there are new reports of ukrainian civilians being massacred. today ukraine's president will address the u.n. security council for the first time. it comes as intelligence reports indicate putin wants to celebrate some kind of victory in the war early next month. abc's em nguyen is here now with the very latest. we warn you some of these images you're about to see may be disturbing. em, good morning. >> reporter: good morning, andrew. the images from ukraine seem to get more disturbing by the hour. but one official warns this is just the tip of the iceberg. this morning, ukrainian president zelenskyy is preparing to address the u.n. security council to detail allegations of widespread killing of civilians by russian troops. among those who could be listening to his speech, the russian envoy to the u.n. because russia is a permanent member of the security council.

on monday, zelenskyy visited bucha, a suburb of kyiv, where ukrainian forces found the bodies of hundreds of civilians. abc's james longman witnessing this disturbing scene. >> one, two, three, four, five bodies in this tiny room, in this basement where ukrainians say people have been tortured, and i can see their hands behind their backs. it is truly an apocalyptic scene. it's absolutely horrific in here. >> reporter: now officials are also warning about the situation in another town outside kyiv. ukraine's prosecutor general saying in terms of human casualties, the worst situation is in bore oh dee anka. there's a lot to process. and ukraine's foreign minister claims the scene in the port city of mariupol are worse than bucha and bore ohvy anka. >> i can tell you without

exaggeration mariupol is much worse compared to what we've seen in bucha and other cities, towns, and villages nearby kyiv. >> reporter: in response, president biden is vowing to impose more sanctions on russia, and he says vladimir putin should be tried for war crimes. but in the midst of the gruesome and tragic images, this military dog named patron is stealing hearts. he's helping to clear mines and unexploded shells left behind by the russians. now that russia has withdrawn from parts of the north, there's concern the russians are about to launch a new offensive in the south and east, in cities that have been under relentless assault for weeks. andrew. >> em, thank you. u.s. officials have seized a $90 million yacht owned by a russian billionaire with ties to putin. it was confiscated on the spanish island of majorca with the help of local police. meanwhile, the treasury department says it will no longer allow russia to pay its debt through its u.s. bank

accounts, turning up the pressure on the kremlin. judge ketanji brown jackson has cleared another hurdle. senators mitt romney and lisa murkowski have joined susan collins in supporting jackson. the news followed a party line deadlock on a vote to send her nomination to the full senate. murkowski says the partisanship is out of control. >> i have assumed a level of risk in doing this because it is -- is -- is a position that, um, that my conference has not taken. i believe that the strength of the qualifications of the candidate are such that i will provide -- provide support. >> judge jackson is the first nominee whose committee vote was tied since clarence thomas in 1991. the full senate vote is expected by the end of the week. more states are seeing an uptick in covid cases.

15 states and puerto rico report at least a 10% increase in cases over the last week. the new york area has seen cases rise more than 50% recently, and infections among children are now plateauing after weeks of decline. meanwhile, experts say a new variant found in the uk is not a cause for alarm. the xe variant is a combination of the original omicron and its subvariant, ba.2. three states are suing the biden administration over its plan to end the trump-era title 42 immigration policy which allows the government to expel migrants because of the pandemic. arizona, missouri, and louisiana say lifting title 42 will trigger a surge of migrants that will overwhelm state and federal officials. gop lawmakers in washington agree. >> anytime in this country you hear of a drug overdose death, whether it be in topeka, kansas, or syracuse, new york, my hometown, you have to understand that every single community is a border community in this country, and every single state is a border state because the poison that's coming across our

borders, that's much more easy to do because of the influx of immigrants -- illegal aliens coming across, is making it impossible to stop. >> title 42 is set to end may 23rd. administration officials say they have other ways to remove migrants who cross the border illegally. now to the big news in the tech industry. billionaire tesla ceo elon musk buying a big stake in twitter. the question now is will he try to shake things up? one of twitter's loudest critics is now the largest shareholder of the company. tesla ceo elon musk bought 73.5 million shares of twitter, acquiring more than a 9% stake in the social media site. musk did not disclose what he paid, but the investment would have cost around $3 billion based on last friday's value. >> musk doesn't put one toe in the water. he dives into the deep end of the pool. this is the start of what's going to be probably a long-term soap opera between twitter as well as elon musk. >> analysts believe musk may want to force change at twitter.

he recently raised questions about free speech on the platform, tweeting last month, given that twitter serves as the de facto public town square, failing to adhere to free speech principles fundamentally undermines democracy. what should be done? he also previously tweeting he was giving serious thought to creating an all new social media platform. experts say his next step could be getting a seat on twitter's board of directors. >> if somebody with 80 million followers wants to have say and you have a board filled with people who don't even use the product, don't even tweet, why wouldn't you want to hear what he has to say? >> musk is already raising the possibility of a feature many twitter users have been asking for, a button to edit tweets after you post them. musk tweeted a poll last night, do you want an edit button. with more than 1 million responses within two hours, an overwhelming majority voted yes. twitter's stock, meanwhile, rose nearly 30% monday after the news broke, helping musk add about $1 billion to his net worth. a candlelight vigil last night honored the six victims of

the mass shooting in downtown sacramento over the weekend. a 26-year-old suspect is due in court today. prosecutors expect more arrests but have yet to reveal a motive other than an apparent fight outside a bar. the victims were between 21 and 57 years old. and in case you missed it overnight, march madness ended with a record-setting comeback. north carolina led kansas by as many as 16 points in the national title game last night, but a second-half surge brought the jayhawks all the way back with a late jumper putting them ahead for good. kansas won 72-69. it was the biggest comeback in championship game history. >> to win when your team had to fight and come back the way they did and show that much grit makes this one off the charts. >> the game was in new orleans, but fans in lawrence, kansas, celebrated well into the wee hours, probably still celebrating now. it's the jayhawks' fourth title and their first since 2008.

as promised, we are returning to the weather now and severe storms hitting the south. let's take a look at your tuesday forecast. >> severe thunderstorms likely into early this morning between dallas and shreveport. tornadoes will be possible too, folks. be careful out there. as we head through the day on tuesday, very strong winds in the plains through the rockies. dangerous travel for high-profile vehicles. these gusts could get up to 100 miles an hour in the rockies. meantime, tuesday and tuesday night, very stormy with hail, wind, isolated tornadoes, and flash flooding. across the south, folks, it's going to be a stormy day in the southeast. i'm accuweather meteorologist kevin coskren. and coming up, just how high grocery prices could rise in the coming weeks. also ahead, the romance novelist on trial charged with killing her husband. the essay she previously wrote about murder. plus the cost of protecting

a new prediction about rising prices at the grocery store. average prices have jumped nearly 9% in the last year, and it is not over. the owner of a new york supermarket chain says he expects food prices to rise another 10% by summer. police in florida say this video shows a gas-stealing ring at work. suspects made off with $60,000 in gas after sabotaging the pumps. six men are in custody. there's some good news about those prices, though. they're down six cents in the last week. a romance novelist is now on trial charged with killing her husband, a well-known chef. she wrote an essay years ago which now has been under scrutiny since her arrest. here's abc's rhiannon ally.

>> reporter: this morning, a romance novelist who once wrote an essay entitled "how to murder your husband" is on trial for just that. nancy crampton-brophy is charged with murdering her husband, daniel brophy, a beloved chef, who was shot in 2018 inside the oregon culinary institute where he worked. during opening statements monday, prosecutors said the couple's seemingly storybook relationship took a bad turn in 2016. >> at one point, they even drained their only retirement account, their 401(k). >> reporter: the state claims the couple's money problems were so serious, crampton-brophy hatched a plan to kill her husband to collect his life insurance. >> nancy started researching and planning the murder of dan brophy. >> reporter: the state says she made claims on ten life insurance policies totaling nearly $1.5 million. the defense says that allegation doesn't add up.

>> she paid those higher premiums because she was betting that dan brophy would be -- would reach the age of 78. >> reporter: but her husband was only 63 when he was killed. prosecutors also claim crampton-brophy was not honest about the guns and gun parts she allegedly bought. >> nancy failed to mention that she had purchased a ghost gun build kit online. she also failed to mention that she purchased a slide and barrel from ebay. >> reporter: the defense insists the guns were for research for a novel she was writing about a wife trying to leave an abusive relationship. >> nancy brophy talked to several of her writer friends about this story. >> reporter: also at issue, crampton-brophy told police she was at home the morning of the murder, but police say surveillance video shows her van near the scene. crampton-brophy is expected to take the stand during the trial, but a judge ruled that 2011 essay, "how to murder your husband," cannot be entered into evidence. mona, andrew. >> rhiannon, thank you.

it ran aground while making a turn from baltimore to virginia. it's stuck in the mud, about 18 feet of it. one expert spoke to abc's kenneth moton. >> you have a ship that draws 42 feet of water. that's how much water she needs to float. and she's in about 24 feet of water. so, she's well stuck in the mud. >> reporter: attempts to free "the ever forward" failed, after crews dug out 82,000 cubic yards of mud around the ship. now, degrcrews say they need to remove the cargo containers from the ship before they can free the ship. >> in the industry, they call them boxes. take the boxes off. probably take off fuel, i would think. perhaps ball liast water. they're going to make it lighter. >> reporter: "the ever forward" is the largest ship to get stuck in the chesapeake bay. and that name may look familiar, because it's the same ship owned
