through the qr code we shared with the public. the public has been great about sharing video to us through that portal, so we have to go through a lot of video. >> that work includes finding a motive for the shootings that killed six people and left a dozen others wounded. one man is in the hospital with what is being described as a serious gunshot wound. even before the tragedy in sacramento. larry: a manufacturer of illegal guns has been a topic of concern for local police and lawmakers. tonight a new law is being concerned that would let private citizens sue anybody who helped make illegal weapons. zach fuentes has more. zach: ghost guns have become a growing problem in the bay area and across the country. the district attorneys office in santa clara county says 293 ghost guns were acquired in the county last year, a steep rise compared to 2015, when they only

took four. >> a ghost gun is a firearm that can be made at home with pre-manufactured parts. it takes some very simple machining. it works just like a regular firearm. zach: the ghost guns are not registered and don't have a serial number on the making them untraceable. gun manufacturers can also illegally enhance the guns. >> we have seen handguns converted to full autos. you're talking about a machine gun you can put in your hand. zach: the self-made firearms in california are illegal, if you make when you have to get a serial number. santa clara county supervisors partnered with the dna on an ordinance riveting the position and -- prohibiting the possession and manufacturing of ghost guns. a ghost gun for cash program has been announced. a state senator of l.a. is pushing a new bill that would allow private citizens sue

anyone who distributes illegal assault weapons without serial numbers. the penalty would be at least $10,000 for each weapon. critics say it is a form of democratic payback following the texas abortion law that goes after citizens who help divide abortions. the bill would have to clear two committees, get a full senate vote and pass the assembly before going to the governor. san jose police say new laws will be necessary to help prevent the growing ghost gun problem. larry: recent evidence shows gun ownership might increase the chances of death by homicide. researchers found people living with a hand owner were seven times more likely to be shot to death by a spouse or partner. 84% of those victims were women. the study also found no evidence that living with a gun owner protected the non-gun owner from being killed by a stranger. >> outrage today from the family of a man killed nearly two years ago by chp officers in oakland.

the alameda county district attorney announced yesterday charges will not be filed against the three officers who shot and killed eric salgado in june of 2020. officers say they opened fire after salgado rammed their cruisers. salgado's death sparked numerous protests. today his family members held a protest -- held a conference inside of the das office to share their frustration. >> if you dive into the report you will see inconsistency after inconsistency. they claim and try to defend the indefensible. >> salgado's pregnant girlfriend in the passenger seat was wounded during the shooting. his family filed a civil rights lawsuit, but it had been delayed by the das investigation. now to a bizarre story out of alameda, a carjacking, but here's the twist, the suspect had a toddler in tow.

larry: leslie joining us with the very latest. leslie: a highly unusual story. a police lieutenant told me a man here in alameda was simply sitting in his car, talking on a cell phone this afternoon at 1:20 when a man walking by with an approximately four-year-old girl approached him and asked if they could borrow his phone. he refused, and that is when the man pulled the car door open, punched the driver, got in with the four-year-old girl and took off. police put out an all points bulletin for a grey honda accord. police reiterated to me they do not believe the girl, the four-year-old, is in danger, because she repeatedly called this man her dad, and she went willingly into the scar with her dad, they believe.

plaza felt alive again for the first time in two years. employees welcome to pack. long lunch line chatter is back, but the demand for new office space is not. >> it has been an interesting two years for every market, but none more interesting than san francisco. stephanie: nick is the ceo of vts, a national commercial real estate firm. the company compiles a yearly report analyzing the demand for new office space across the country. it shows san francisco is at the bottom of the list. >> it might be surprising, but that is where we are today. stephanie: according to the report, the city is far worse recovering compared to other major u.s. cities. san francisco is only 30% back to its normal or pre-pandemic demand. new york ndc are double that -- and dcr double that. seattle is at 70%. whereas l.a. has reached the closest to its pre-pandemic average at 71%. why is san francisco so far

behind? >> there are three factors. stephanie: he says the main reasons are a larger percentage of fully remote jobs, the amount of people leaving the city for other counties is higher than other markets, and the massive increase in home prices in the bay area compared to these other cities. >> a lot of these skyscrapers might look empty today. i think time is going to be our friend in this one. stephanie: and the time may speed up sooner than we speak. robert is a senior researcher for a real estate firm. he says sick 5% of the company's tenants across -- 65% of the company's tenants across san francisco are tech companies. a new 640,000 square-foot building in soma that could bring significant impacts to the market. >> over the next few weeks, that is going to be much more of an optimist view on san francisco. stephanie: what he means by

optimistic view is we may see an increased demand for smaller companies to make a commitment to san francisco if these larger tech tenants make the move to expand, because many of the pending deals he referenced would be expansions. if they close, they could reduce the vacancy rate across the city, which did increase modestly so far this quarter. stephanie sierra, abc7 news. >> our media partners at the san francisco standard have been digging into the details of the sales force tower tenants and back to work plans. they say things may never be what they once were. according to the standard's research, none of the five largest tenants have plans currently to bring workers into the office five days a week. >> sales force tower is not just tech, it is law firms, etc. there is a wework there as well. we find the tenants are asking workers to come back between zero and three days a week. >> the lack of office workers

has greatly affected business near the tower. many free events are being put on at the public park at sales tower in hopes of drawing foot traffic back to the area. there are plans to open a restaurant and beer garden. larry: today the state attorney general's office says it settled a price gouging lawsuit with a grocery store chain. >> between march and june of 2020, smart and final, which operates more than 250 stores throughout the west, they illegally increased the price of organic egg products over what was allowable during a state of emergency. while these were premium products, shelves during these times were often bare. larry: smart and final raised prices by as much as 25%, violating the state's endemic price gouging laws. he says the chain sold more than 100,000 cartons of unlawfully priced eggs and the company will pay $175,000 in penalties.

larry: a plan to turn a former nursing home in marin county to housing for those chronically homeless is facing another obstacle. neighbors opposed to the project filed a lawsuit. this time their concern is not about safety, but the environment. liz: nearly two months after the marin county board of supervisors approved a controversial project to turn this former nursing home into permanent supportive housing for people that are homeless, residents opposed to the project filed a lawsuit. they are arguing the county failed to prove the project is

safe for environment all reasons. nancy is the spokesperson for the south of neighborhood alliance. many packed into a heated board of supervisors meeting in february, where they begged the county to stop the project, which would house up to 50 men and women. 16 units in the building will be for people with severe mental illness. their argument then, safety. >> i am here because i am begging you to vote no. >> it is as if the county grabbed something at a very high cost because it's been sitting on the market for a long time, instead of looking for better places. liz: the heart of the environment of concerns is this creek behind the property. opponents say it will lead to flooding. those in favor say it is another tactic to stop the project. >> it is a ploy to slow down the project. liz: chuck lives close to the proposed site and supports it. he called the opposition nimby hysteria. >> they will say and do anything

to prevent the project, so it's not surprising they filed a baseless lawsuit. liz: what do you say to those that say this is just the latest attempt to stop this project? >> well, the question is, is it a good site? is it a good project to begin with? if it is sitting on a flood pl ain, it is not. liz: this man who can tribbett it to the lawsuit says this decision was a factor -- who contributed to the lawsuit says this does his decision -- says this was a decision to move out of the area. karina: there is a proposal in the state capital that could help some aspiring homeowners across california fulfill their dream. with the median home price well above $800,000, a group of state legislators, realtors and others are calling for the construction of more owner occupied homes and

down payment assistance programs. they want funding for those programs added to the governor's may revision budget proposal. >> families who own homes are able to build equity and accumulate wealth over time, which they can use to invest in the success of future generations. karina: the proposed state budget for 2022 currently includes $69 million for affordable homeownership programs. those pushing for this new proposal say that is not enough. larry: you can add stern grove festival to the list of events returning for the first time since the pandemic hit. the 85th concert season will feature 10 admission free musical events starting june 12. the names of the performers will be announced may 3. the festival will also feature arts education programs for youth and adults. the concerts are free, but you need to reserve your tickets online. nice to see events coming back. karina: it is always great when the weather cooperates. larry: i don't know if 90

>> building a better bay area. this is abc7 news. karina: california has officially topped 8.5 million covid-19 cases since the start of the pandemic. the state wide positivity rate over the last seven days is 1.5%. larry: today the white house announced a new task force focused on long-haul covid. its upcoming reports will lay out existing services and the plan for further research needs. karina: in june 2020 san jose mask -- jose mandated mask wearing to cope with the coronavirus. two years later the city made the decision to remove the mandate. but as dustin dorsey explains,

about this new variant that people may not know about, called the xe. it is a combination of other variants. dr. patel: larry, you are right. it is a recombinant variant, meaning it is part of two other lineages. it is called xe because we have already seen xa, b, c and d and none caused that much of the catastrophe. right now over 600 cases, but it is not a variant of concern. there is no indication this will be a more viral and or serious -- virulent or serious one. if you have vaccine and unity or were -- immunity or were infected previously with omicron , you will not be affected. larry: what do you think we will see going forward with cases? dr. patel: fingers crossed that that buffer we have from being a highly vaccinated city with over

80%, and we have a crowd with measures to take. i am sure people out there are identifying less of those a symptom attic positive cases. we still have ba.2. and we don't know what is going to happen in the next couple months. i would not rest easy saying masks will stay off. things could always change. larry: we have more people returning to work just this week. do you expect to see a surge, not surge, b ut an -- but an uptick in the next few weeks? dr. patel: the latter part of what you are saying. we could see a bit of an uptick. that does not necessarily mean it will be a huge outbreak. we have even seen a bit of an uptake in some of those cases in san francisco county, but we saw

a low level of severe illness, and that is what matters. that is why people going back to the workplace have to make those decisions for themselves about how they feel regarding the vaccination status of their coworkers and went to wear our mask. it is up to the individual. larry: today the fda's panel of efforts -- of experts will meet to discuss booster shots that will be coming this fall. a lot of people do not want to go in for the fourth shot at this point. dr. patel: they don't. i hope tomorrow after the fda's meeting, which is supposed to be addressing a tentative plan with the booster shot, what fall may look like, what is an acceptable level of protection the population? i hope we get a lot more transparency and questions answered so that people do understand what it means to get a booster shot. are we going to need a variant specific shot this fall? will it be like influenza? i hope we see a good train transparent summary tomorrow

stomping grounds. woods today -- woods making the announcement today. >> i will play nine more holes tomorrow. my recovery has been good. i have been very excited about how i've recovered every day. that has been the challenge. morgan: there has been recent speculation that tiger woods was returning to competitive golf. he was at augusta for a practice round. he played at the pnc challenge in december. today woods candidly discussing his progress on the course following a car crash that left his career hanging in the balance. tiger: to get to where i was not in a wheelchair or crutches and walking, still have more surgeries ahead of me. to say i will be playing again i thought would be very unlikely. morgan: woods' injuries from the crash so severe doctors considered and be dating his right leg.
