building a better bay area abc 7 news reporter stephanie sierra. live in the newsroom with new insights from one of the nation's largest commercial real estate firms with interesting information tonight's death. that's right dan as many major tech giants are welcoming employees back to the office this week. there is a looming problem. the city's vacancy rate is climbing as the demand for new office space is declining the question is how long will it last? in the heart of san francisco's financial district salesforce plaza felt alive again for the first time in two years employees welcomed back long lunch line chatter is back. but the demand for new office space is not it's been an interesting two years obviously for for every market, but i think none more interesting than san francisco. nick romito is the ceo of vts and national commercial real estate firm. the company compiles a yearly report. analyzing the demand for new

office space across the country. it shows san francisco is at the bottom of the list. there might be surprising but it's unfortunate. that's where we are today according to the report the city has fared far worse recovering compared to other major us cities for example, san francisco is only 30% back to its normal or pre-pandemic demand. new york and dc are both double that around 60 percent seattle. another comparable tech hub is at 70% whereas la has reached the closest to its pre-pandemic average at 71% so why is san francisco so far behind there are three factors making san francisco such an outlier. bromido says the main reasons are a larger percentage of fully remote jobs the amount of people leaving the city for other counties is higher than other markets and the lots of increase in home prices here in the bay area compared to these other cities while all these skyscrapers might look empty today. i think time is going to be our friend on this one and the time may speed up sooner than we

think robert salmons is a senior researcher for commercial real estate firm cushman and wakefield. he says 65% of the company's tenants across san francisco are tech companies and several big ones are eyeing new leases for more space in the coming weeks case in point. 640,000 square foot building in soma that salmon says could bring significant impacts to the market that when these deals transact over the next few weeks that it's going to be a much more of an optimistic view on san francisco. now wet salmon's means by optimistic view as we may see an increased demand for smaller companies to make a commitment to san francisco if these larger tech tenants make the move to expand. if these deals close down in the coming weeks it could help reduce the vacancy rate across the city, which did increase modestly this quarter to around 21% and to put that in perspective. that's up from around 5%

pre-pandemic steph while we're talking about the vacancy rate. what about most of those big skyscrapers downtown that defines so much of the city skyline is the vacancy increase affecting those buildings. you know dan it's interesting. they may look empty. of course given most of them are. by tech companies allowing a hybrid work model, but when it comes to leasing activity in those buildings, there's not a lot on the market according to salmon. there's only a 7% vacancy rate among most skyscrapers that make up fight eye tonight. that's interesting. just seven percent. all right, stephanie. thank you our media partners at the san francisco standard have been digging into the details of the salesforce towers tenants, and they're back to work plans. they say things may never be what they once according to the standards research none of the five largest tenants have plans to bring workers into the office five days a week. salesforce tower isn't just tech it's also law firms consulting firms etc. there's a wework there as well and we found that the tenants are planning to ask their workers to come.

back between zero and three days a week the lack of office workers is greatly affected businesses near the tower obviously many free events are being put on the public park at salesforce tower in the hope of drawing foot traffic back to that area. there are also plans to open a restaurant and a beer garden. about a half hour ago standoff involving the san francisco bomb squad ended peacefully it lasted about three hours happening on gonzalez drive in the park merced neighborhood the bomb squad responded to a call of a man making threats and possibly armed with a gun a crisis in hostage. negotiations team was called to the scene. they say the man surrendered and may have been experiencing a mental health emergency. well another very intense story here a man with a child is accused of carjacking. afternoon in alameda abc 7 news reporter leslie. brinkley has late-breaking details on this. it really is a truly bizarre carjacking what appears to be the carjacked vehicle was just

found a little while ago here near oakland airport police told us the little girl is safe and that they took into custody a shirtless man who was near that missing car now police lieutenant josh crosley told me earlier this afternoon that a man the victim was just sitting in his car looking at his cell phone around 120 pm in alameda. a man with a young girl approximately four years old approached him and asked to borrow his cell phone. the victim said that the little girl repeatedly called this man her dad he refused to let them use the cell phone the suspect then. open the car door punched the victim and yanked him out of the car. he and the little girl got in the car and sped away. alameda police put out an all points bulletin for a gray honda accord and they do not believe they said that the little girl was ever in eminent danger since

they assumed she was with her dad. the victim was treated at the scene for minor injuries. now you fast forward a couple hours by 4:30. the car was located here along do little drive near oakland airport again the police confirming that the little girl is okay. man now is in custody in oakland. i'm leslie brinkley abc 7 news. alright, leslie. thank you happening now an event with the goal of ending gun violence. it's organized in the wake of the deadly sacramento shooting over the weekend as well as a deadly shooting in san francisco. here's a live look at that event. i'm going to set up. house did not appeared right now. it's taking place in san francisco. cdda. chase of boudin is scheduled to speak the event is being billed as a vigil and call to action to end gun violence. okay, in addition to the da the city attorney and police chief city faith and community leaders as you can see, there are all scheduled to take part. we will have much more on that

for you later on this evening three suspects are now under arrest in connection to the investigation into sunday's deadly mass shooting. sacramento this afternoon one of the suspects 26 year old dondre martin made his first court appearance. martin is charged with assault and firearms possession. he did not enter a plea and will be back in court in may earlier and earlier today police announced the arrest of 27 year old smiley martin dondre's older brother and 31 year old daveon dawson, both on weapons charges so far police have not arrested anyone for crimes directly related to the shootings. they say they've still they're still sorting through a mountain of evidence. received over 170 videos through the qr code that we shared with the public and the public's been great about submitting video to us through that portal. so we have to go through a lot of video still our investigators have much work to do. and that work includes finding a

motive for the shootings that killed six people and left a dozen others wounded. lawmakers in sacramento will soon consider a new gun legislation, which is modeled on the structure of the controversial texas abortion law a bill from los angeles state senator robert hertzberg would let private citizens sue anyone who manufactures distributes or sells assault weapons rifles ghost guns or ghost gun kits. the penalty would be at least $10,000 for each weapon. we believe that this creates a powerful incentive for folks to help you get these weapons off the street out of the hands of criminals. critics of the legislation say it's a form of payback by democrats following the texas abortion law, which goes after citizens who provide or help provide abortions? and here is one more live. look at that event to just beginning in san francisco. we'll have highlights of what was said tonight on abc 7 news

pandemic headlines, california has officially topped eight and a half million covid-19 cases the wide test positivity rate over the last seven days is one and a half percent today the white house announced a new task force focused on long covid. it's upcoming reports will lay out existing services and plan for further research needs almost two years after san jose put a masked mandate into place. the city has finally decided to remove it effective immediately, but as abc 7 news reporter dustin dorsey explains covid variance, may throw a wrench into those plants. in san jose we will now be able to see smiles in the community whether you're enjoying an event at the sap center or out and about downtown. the city is following suit with the state and county and removing their indoor mask mandate for most settings for the first time in nearly two years compared to january 2022 when there was significant rise in covid-19 cases due to the own

crime variant covid-19 hospitalizations remain relatively low and stable so at this time the sea feels it's appropriate to rescind the policy santa clara county and san jose once had some of the most strict restrictions now hospitalizations are low the seven day case average in the county sits around 160 new cases and san jose remains the most highly vaccinated large city in the us, but according to the county's wastewater covid numbers, san jose's detection of covid is shooting up with the ba2 variant and new more transmissible xe variant emerging and the city says to the mandates are always possible. although we're a highly vaccinated city, you know, we need to remain vigilant and be flexible if changes need to be made in the future ucss dr. peter chin hong says the variance and people traveling have likely caused the increase of covid in the wastewater. but as long as hospitalizations remain low in san jose and throughout the bay area, he doesn't anticipate mask mandates to go backwards for now. we may see an increase in cases

of 2021. this program would allow passengers to order a taxi through the uber app and automatically get rid of the taxi meter letting passengers know in advance how much money they will need to pay give that motion passes. do you think this could be the end of the tax? 3 i think it could possibly really harm the taxi industry david smith has been a taxi driver for 23 years. he sees this pilot program as uber's way to get more drivers on the road and not necessarily to help taxi drivers make more money. we want metered fares. basically. we don't want low ball uber fares a big concern for david is his taxi medallion in 2014. he paid $250, for this certificate required to operate a taxi. he still owes over $100,000 and feel strapped. he doesn't see this program as a solution find other work even go back to school.

bay area moving forward finding solutions. this is abc 7. a federal indictment sheds new light on the massive fraud that hit the edd during the pandemic a federal grand jury charged 10, arkansas residents with stealing millions of dollars from california's edd debit cards issued by bank of america. the indictment says a bank of america cont. or was on the inside helping cohorts cash and phony edd debit cards and make off with get this 2.7 million dollars. the whole thing was just unbelievable at seven on your side's michael. finney is you guys this shows the long arm of the edd fraud this time authority say all the way from arkansas. now, you may recall bank of america detected fraud and froze
